The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, November 6, 2006, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tem
Commissioner William H. Jerke
Commissioner Robert D. Masden
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of November 1,2006,as printed. Commissioner Masden seconded the motion,and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $71,011.29. Commissioner Jerke moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER COLORADO WORKS PURCHASE OF SERVICES AGREEMENT FOR THE MARRIAGE
EDUCATION PROJECT AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Social Services
stated the term of the agreement is from September 1,2006,through December 31, 2006. She stated the
source of funding is the Colorado Works and/or the Federal Marriage Education Demonstration Grant.
She stated the Family Educational Network of Weld County (FENWC)will participate in a pilot project to
test system designs for marriage education and related services for 30 married couples. She stated the
pilot project will be done in conjunction with Social Services, United Way of Weld County, and Community
Mediation. She stated the Department hopes to conduct a pre-pilot project prior to the El Paso
Demonstration Grant which will begin in January of 2007. She stated the Department will reimburse
FENWC in an amount not to exceed$140,730.00, according to the budget included in the agreement. In
response to Commissioner Jerke, Ms. Griego stated the $140,730.00 includes funds for start up and
infrastructure costs. Commissioner Long moved to approve said agreement. Seconded by Commissioner
Vaad, the motion carried unanimously.

There being no further business, this meeting was adjourned at 9:10 a.m.
