WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, April 12, 2006, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tem
Commissioner William H. Jerke
Commissioner Robert D. Masden
Commissioner Glenn Vaad - EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of April 10, 2006, as printed. Commissioner Masden seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $24,175.81. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 7.000, PERSONNEL POLICIES AND
PROCEDURES: Judy Griego, Director of Department of Social Services, stated the revision will include
policies and procedures regarding the Family and Medical Leave Act(FMLA). Commissioner Long moved
to approve said revision. Seconded by Commissioner Jerke, the motion carried unanimously.
CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms.Griego stated the revision will authorize
a maximum of$130,000 of Colorado Works funds to be used for summer recreational and educational
activities for children ages one to seventeen, as well as work experience programs and employment
services for youth ages 14 to 15. She stated the second revision provides a definition when denials and
case closures occur in the Colorado Works Program. Ms. Griego stated the final revision increases the
reimbursement amount through Employment Services from$585,645.19 to$621,645.19. She stated the

increase will cover learning lab costs for Colorado Works clients, instead of using direct energy into the
Colorado Benefit Management System. Commissioner Long moved to approve said revisions.
Commissioner Masden seconded the motion, which carried unanimously.
CONSIDER REVISION TO OPERATIONS MANUAL,SECTION 3.000,ASSISTANCE PAYMENTS DIVISION
POLICIES AND PROCEDURES: Ms. Griego stated this revision establishes an internal Forms Review
Committee and defines its composition and purpose within the Assistance Payments Division.
Commissioner Masden moved to approve said revision. The motion, which was seconded by
Commissioner Long , carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
CHILDSAFE:Ms.Griego stated the term of this agreement will be from June 1,2006,through May 31,2007,
and the Department of Social Services will use Core Services funds to reimburse CHILDSAFE for providing
outpatient treatment programs, as well as assessment and evaluation for sex abuse victims in the child
welfare system. Commissioner Jerke moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Long, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
