HomeMy WebLinkAbout20062746 RESOLUTION RE: APPROVE APPLICATION FOR THE 2007 COLORADO HAZARDOUS MATERIALS EMERGENCY PLANNING GRANT AND AUTHORIZE CHAIR TO SIGN - COLORADO DIVISION OF EMERGENCY MANAGEMENT WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Application for the 2007 Colorado Hazardous Materials Emergency Planning Grant between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to the Colorado Division of Emergency Management, commencing October 1, 2006,and ending September30,2007,with furtherterms and conditions being as stated in said application, and WHEREAS,after review,the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Application for the 2007 Colorado Hazardous Materials Emergency Planning Grant between the County of Weld, State of Colorado,by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to the Colorado Division of Emergency Management be, and hereby is, approved. This is the thirteenth year of the US DOT Grant program that provides planning and training funds to the state. The performance period for this grant is October 15`, 2006 to September 30`", 2007 The application must be submitted by October 15`h, 2006, the application will be reviewed by the Colorado Emergency Planning Commission (CEPC) grant review committee. The CEPC will make approvals recommendations to the HEMP grants manager. The funding guidance received form US DOT regarding the planning and training grant indicated that the state would receive approximately 51,000.00 There is a 20 percent match requirement that must be met by the grant recipient as indicated in the application. The match must be a hard match, in-kind or soft match to meet this requirement. The grant may be used for any activity related to planning or exercising in their broadest definitions. The only equipment or supplies authorized to be purchased with this grant are those items needed to support a planning or exercise activity and can not be greater then 10 percent of the total received by the grant applicant. Any exceptions must be approved by the US DOT grants manager. (Details Please) Weld County is planning two full scale exercises for 2007. One exercise will be held at the Greeley—Weld County Airport, the second exercises will be held in Mead Co. at a chemical production facility. The 137`h Air National Guard Space Warning Squadron along with other local, state and federal Agencies will be participating in a 4 hour exercise. The operation will include air and ground operations. The exercise will be conducted using the organization, principles, and procedures of the National Incident Management System(NIMS). Base of operation for this exercise will be established at the Greeley-Weld County Airport Terminal Building This joint exercise overall goal will be to satisfy the requirements for Multi agency cooperation, facilitate exercising the NIMS system, Mass Casualties and the accident response to a MCI scene. The Mt View Fire Department, Union Colony Hazmat Team and Boulder Scientific Company along with other agencies through mutual aid agreements will be involved in an exercise to test the response to a chemical release and fire at the business. The exercise will test the training received in NIMS and the overall response to a chemical release incident. The exercise will also help to prepare the community members for sheltering in place and understand the need for preparedness. -2- 3. The specific hazardous materials activities to be addressed by the project. (Details please). • Weld County Airport Crash Site: A plane while on emergency approach to the airport from the south carrying 115 passengers will sustain significant damage when it is hit by and unknown source. It will attempt to land at the airport and while on final approach, the plane will crash. The results will be a significant explosion, fire, and shrapnel damage, along with multiple deaths and injuries. The release of composite metals and composite material that are used in the air craft will be released in the air during a mock fire. The burning fuel and human bio hazard will also be a hazard that will be dealt with. • Boulder Scientific Company Site: The Mt View Fire Department will be dispatched to an alarm at the BSC on an unknown Chemical release. While en- route updated information will be given to the emergency responders that there are multiple victims exposed to an unknown chemical, and a fire has erupted in one of the batch areas. Identification of the chemical(s) and decontamination of the victims will be required for transport to the hospital. 4. High-level outline of work plan with personnel, time schedule, and deliverables (attach extra pages as needed for this item). The planning of the exercises will start in November 2006. There will be a planning committee for each of the exercises. There will be a table top exercise with the planning committee prior to the full scale exercise. The exercises will take place temtivly in May. Deliverables will include an after action report that will follow ODP guidelines. The AAR will make recommendations to the participating agencies for needed updates to their operations plans. 5. Project Dates: Start: _November 2006 End: May 2007 6. The exercises will involve several agencies. In 2006 the exercise that Weld County conducted had 16 agencies and organizations involved, with an estimated 150 people. I believe there will be at lest the same number if not more due to the two exercises. The Exercise Planning Committee's will be members of the Weld County LEPC. 9. Statement that LEPC is complying with Section 301 and 303 of SARA Title III.(EPCRA). The Weld County LEPC meets quarterly and reviews information that is provided to the LEPC via Tier II reports. The LEPC is also the organization that coordinated exercises and recommends changes or updates to the Weld County Emergency Operations Plan. 10.
