RESOLUTION
RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROAD 5.5 BETWEEN STATE HIGHWAY 119 AND WELD COUNTY ROAD 26
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Weld County Department of Public Works has recommended to the Board
that 45 Mile Per Hour Speed Limit signs be installed on Weld County Road 5.5 between State
Highway 119 and Weld County Road 26, to ensure safety to the traveling public, and
WHEREAS,the Board has determined that said traffic control devices are necessary for the
protection of the general public.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Department of Public Works be,and hereby is,directed to install 45 Mile
Per Hour Speed Limit signs on Weld County Road 5.5 between State Highway 119 and Weld
County Road 26, for the safety of the general public, and said signs shall conform to the State
Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 27th day of March, A.D., 2006.

• SUBJECT: Speed Limit Posting on WCR 5.5, N. of SH 119
COLORADO
A service call was received from several residents within the Elms at Meadowvale's Subdivision
concerning the speed limit on WCR 5.5,north of SH 119. They believe that drivers are going to fast
and it creates an unsafe condition at the entrance to the subdivision.
I made a site visit to review the speed limit issues and road characteristics. The speed is currently
not posted except for the curves near SH 119 which are advisory 35 mph. When not posted, the
absolute speed limit is therefore 55 mph. The west side of the roadway is developing more as a
residential district, but in my opinion does not meet residential district classification.
Public Works completed a speed study for the area near the entrance of the subdivision. The results
showed that the 85%ile speed is near 50mph. The ADT was 129 vpd. (See attached)Based upon the
study information and MUTCD guidelines, it is my recommendation to post the speed limit at 45
mph for the portion of WCR 5.5 between the north curve from SH 119 and WCR 26.
