The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, November 20, 2006, 6:30 p.m., at Weld County
Centennial Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Gene Stille. Vice
President Tom Pettit, Councilwoman Ginny Buczek, and Councilman Dwaine Kurtz
were present to constitute a quorum of the members. Councilman Chip Marks was
excused. Also present: Commissioner Mike Geile, Helen Geile, council applicants
John Kivimaki, Norman Nash, Douglas Rames, Nancy Teksten, and Bev Thomas,
council secretary.
REVIEW PROGRAM: Weld County Commissioner Chairman Mike Geile presented
2006 highlights of Weld County government. He talked about the following topics:
Home Rule Charter changes that have maximized county efficiency and investment
earnings with employees running the Treasurer and Coroner offices; more efficient
county government with the addition of the southwest office six years ago, the opening
of the southeast office in 2006 and plans for a second southwest office in 2008;
continued implementation of the county's capital plan including opening of a new wing
of the jail, new administration building on "O" Street, remodeling of work release facility
and on-schedule plans for additional capital improvements without increasing property
taxes; oil and gas assessed value boosting the county's revenue allowing systematic
funding for capital expenses and public works' projects while still reducing the county's
mill levy from 22.038 to16.804 mills. Five percent of roads in Weld County are in poor
condition compared to 40 percent of Greeley and CDOT's roadways and continued
success of Weld County's strategic road plan; Commissioners plan to utilize 10-40
powers as needed regarding the proposed Super Slab; plan in place for immunize and
inoculate Weld County residents if needed; energy grant paid for half of what was paid
for the southeast Weld study in which the consultants did not provide the information the
Board of County Commissioners asked for.
Commissioner Geile summarized the on-going participation of Weld County
Commissioners on key issues. Bill Jerke is involved with important water rights. Dave
Long has worked extensively on statewide computer problems in the Department of
Social Services. Rob Masden serves on the State Energy Impact Board which has
generated $24 million dollars for Weld County since he joined the committee. He also
chairs the Upper Front Range Regional Transportation Committee. Mike Geile serves
on the State Task Force for Reliable Energy and on the CCI Land Use Committee.
Commissioner Vaad is Chairman of the Board for Colorado Counties, Inc. Mr. Geile
noted plans have been made to build four more courtrooms. A succession plan is in
place for Don Warden's retirement, and the reorganization of the Public Works
Department is underway.

AGENDA: Councilwoman Ginny Buczek made a motion to approve the agenda as
printed. The motion was seconded and carried.
APPROVAL OF MINUTES: Councilman Dwaine Kurtz made a motion to approve the
October 16, 2006 council minutes. The motion was seconded and carried.
NEW BUSINESS:
Interviews for Council Vacancies
The Weld County Council advertised three vacancies on the council after the November
7, 2006 election. These vacancies occurred because no one petitioned on to the ballot
for the following council seats: District 2 and 3 Councilmen and an At-Large seat.
The council interviewed the following applicants interested in the council vacancies
John Kivimaki (interested in District 3 first or At-Large,) Norm Nash (interested in District
3 or At-Large,) Douglas Rames (interested in District 2 or At-Large,) and Nancy Teksten
(interested in District 2 or At-Large.)
Further interviews are to be conducted at a special council meeting November 27, 2006
when the council will make appointments to fill council vacancies in District 2, District 3,
and an At-Large seat.
Letter RE: Possible Conflict of Interest
Councilman Dwaine Kurtz made a motion council Resolution 157 be prepared to be
adopted at the December 18, 2006 meeting stating Mr. Walt Speckman does not have a
conflict of interest in the matter of his renter receiving a one-time payment from the
Department of Social Services to hold Mr. Speckman's apartment until the prospective
tenant can get the balance of the deposit.
Appointments and Announcements
President Stille and Vice President Tom Pettit will attend the December 18 Elected
Officials meeting. President Stille encouraged council members to attend the January
2, 2007 Swearing-In Ceremony for newly-elected county officials.
Coordinator Reports
The November 5, 2006 Critical Watch report provided by ACS was reviewed by Vice
President Pettit. Councilman Pettit said he would check with Anita Scrams regarding
the 17 warnings and 2 high risk instances noted on the report.
Clarity RE: Length of Council Appointments and Term Dates
Councilwoman Ginny Buczek was asked to research and write a summary of council
seats' term dates and the year a council member appointed this month will have to
stand for election. The summary will include the end-date of the term for which the
appointed council member would be elected if he stands for re election at the end of his
appointment. She will also research when an appointed councilman becomes term-
limited

Payment of the Bills
Vice President Tom Pettit made a motion to pay the bills as listed:
Mileage for President Gene Stille $ 9.78
Mileage for Vice President Tom Pettit $ 8.50
Mileage for Councilwoman Ginny Buczek $27.20
Mileage for Councilman Chip Marks $35.70
The motion was seconded and carried.
CLOSING REMARKS: Councilwoman Buczek reported retail growth in Firestone will
increase property taxes collected by Weld County.
ADJOURNMENT: President Gene Stille adjourned the meeting at 9:00 p.m.
