Realignment/St.Vrain River,Weld County(SA15236)
Dear Mr. Moreno:
This letter report and enclosed materials constitute a request for comment on Determinations of Eligibility
and Effect for the transportation project referenced above. The Colorado Department of Transportation
(CDOT)plans to minimize further scour to the St. Vrain River Bridge(5WL3007/CDOT Structure No.
D-17-AK)on State Highway 66. The bridge is located approximately 3.8 miles east of Interstate 25 in
Weld County.
SURVEY RESULTS
In June 2006,CDOT Assistant Staff Historian Robert Autobee conducted research through the Office of
Archaeology and Historic Preservation(OAHP)Compass database and at the Western History Section of
the Denver Public Library, the Colorado Division of Water Resources and Colorado State Archives in
Denver, and the University of Northern Colorado's Michener Library Archives in Greeley. A field
survey of the project area identified two historic resources: the St. Vrain River Bridge(5WL3007)and a
1,000-foot segment of the Last Chance Ditch(5WL1975.3).
As part of CDOT's 2000 Historic Bridge Inventory, the St.Vrain River Bridge(5WL3007)was
determined not eligible for listing on the National Register of Historic Places(NRHP). Further
consultation is therefore unnecessary according to the terms of the 2003 Historic Bridge Programmatic
Agreement. However,the 5WL3007 site form is enclosed for your convenience.
ELIGIBITY DETERMINATION
5WL1975, 1,000-foot segment of the Last Chance Ditch: The Last Chance Ditch begins on the south
bank of the St.Vrain River in Township 2 North,Range 68 West in the northwest quadrant of Section 3.
The ditch continues for 7.5 miles before it empties back into the St.Vrain west of the town of Gowanda.
Originally appropriated in June 1882,the Last Chance is associated with the initial period of irrigation
development(1870-1882) in Northern Colorado. Because of the limited scope of the project, CDOT did
not inventory the entire Last Chance Ditch but based on archival research, and pending a full field survey,
it appears to be eligible under Criterion"a"for its role in establishing irrigated agriculture in Weld
County during the late 19th century,and possibly under Criterion"c"as a characteristic example of an
early irrigation feature in Weld County. We have determined that this 1,000-foot segment retains enough
integrity to support the overall eligibility of the canal.

EFFECT DETERMINATION
CDOT investigations indicate that scour is threatening the St.Vrain Bridge's southeastern abutment and
piers. The channel upstream of the bridge is significantly misaligned as a result of the migration of the
river since the 1950s. The project will realign the river's flow to more closely match historic conditions
and prevent further damage to the bridge. These actions include changing the stream's approach angle
approximately 300 feet upstream through an island formed in the floodplain between the river and Last
Chance Ditch. The proposed changes will not directly impact the bridge, but will require excavation of
the stream channel and placement of dredge and/or fill materials along the east and west banks of the
river. Associated activities include staging and stock piling materials and equipment, construction of a
temporary access road and other stream diversion features. Rechanneling the St.Vrain River may
temporarily impact 5WL1975.3,but these affects will be restricted to the confluence of the river and the
ditch. Please refer to the attached illustration for more information. Construction will not permanently
alter the qualities and historic associations that make 5WL1975.3 eligible, and therefore we have
determined that the project will result in no adverse effect.

The overall condition of this 1.000-foot long segment is fair. At the start of the recorded 1,000-foot segment
to the south of State Highway 66,the ditch measures approximately 14 feet wide across the top and 2.5 feet
deep. As the ditch continues to the north,the banks gradually erode. Approximately 300 feet south of the
highway,forbs and other weeds clog the flow. At the segment's terminus beneath State Highway 66,the ditch
converges with St. Vrain Creek.

Statement of Significance/N.R.H.P.Justification: Based on a July 2006 field survey,the integrity of the
recorded 1,000-foot segment remains fair, as the migration of the St.Vrain Creek may have impacted the last
300 feet of the Last Chance Ditch. Construction of the Last Chance Ditch occurred during a 12-year period

(1870-1882)initial development of irrigation in Northern Colorado. The 1872 creation of the Last Chance
Ditch Company is associated with this pioneer era when homesteaders banded together as corporations to build
and maintain ditches and canals. This 1,000-foot segment of the Last Chance Ditch is eligible for listing to the
National Register of Historic Places(NRHP)under Criterion"a"for its role in establishing irrigated agriculture
in the Cache la Poudre valley in the late 19th century. This segment is a good example of late 19th century
ditch construction in Weld County and is eligible to the NRHP under Criterion"c".

6. Resource Description: The site is a 1,000-foot segment of the Last Chance Ditch,an earthen channel crossing
agricultural and open lands in Weld County. The resource is 7.5 miles long and varies in width along its length. In the
recorded segment,the ditch is nine feet wide at the top and 2.5 feet high. The inventoried segment begins 1,000 feet
south of the St. Vrain Creek Bridge(5WL3007)and heads northward before terminating beneath the bridge. 5WL3007
carries State Highway(SH)66 over the recorded segment.

8. Modifications(describe): In the 1950s,the Colorado Department of Highways(CDOH)constructed the St. Vrain
Bridge and made improvements to SH 66. CDOT has monitored active lateral migration of the St.Vrain Creek since
construction of 5WL3007 and these meanders migrate laterally and downstream. The Creek's migration has affected the
banks and flow of the Last Chance Ditch in a 300-foot long area where both features converge.
9. Extent of Resource:The 7.5-mile long Last Chance Ditch draws water from the St. Vrain Creek. The ditch begins on the
creek's southern bank at a head gate located in Northwest quadrant of Section 3, Township 2 North and Range 68 West.

15- HistoricaUArchival Data: The first homesteaders to the Cache la Poudre Valley came to the high,dry plains of
Northern Colorado lacking knowledge of irrigation. The introduction of agriculture and the concurrent establishment of
small farming-based communities throughout the valley required the transportation of water. The first year of Weld
County's gamble with irrigation— 1870—saw two events that helped Euro-Americans establish a toehold in this
previously unoccupied land. First,was the completion of the Denver Pacific Railroad from Cheyenne to Denver. The
railroad quickly and safely brought people from the East and solved many problems associated with the transportation
and delivery of supplies. Second,was the establishment of the Union Colony near today's Greeley. The amateur water
engineers' first attempts at ditch digging and diversion symbolized launched a 12-year period of irrigation development
in Weld County. The first notable system was a network of canals leading out from Greeley. Completion of the Greeley
Canals No. 1, 2 and 3 established a pattern that other Weld County homesteaders quickly followed. Formed in
Platteville in 1872,the Last Chance Ditch Company is a typical example of early Weld County farmers and
homesteaders banding together to form a corporation for the local good. The original ditch measured 7.5-miles long
nine feet wide on the bottom, 14.5-feet wide on the top and carried 42.30 inches of moisture and most rights holders used
their water to irrigate haylands. A notable participant in the Last Chance Ditch Company was Charles W.Burbridge.
Burbridge arrived in Colorado Territory in 1860 and worked as a freighter hauling supplies across Northern Colorado.
By the early 1870s,Burbridge established a farm three miles west and a mile south of Plattevillle. On his death in 1936
the Longmont Ledger newspaper acknowledged Burbridge's role in creating"a flourishing irrigation section four miles
east of Longmont to Gowanda . . . which always has well-watered crops even when other sections are dry." By 1882
near all the valley's large canals were complete. From the 1880s to the early 20th century, Weld County irrigation
development focused on extending previously built canals and constructing ditches to bring water from other drainage
basins. The Last Chance Ditch has maintained its historic association with the first years of irrigation development in
Weld County and continues to serve local agriculture.

Remarks/justification: Because of the limited scope of this bridge replacement project,CDOT did not document the
entire 7.5-mile long Last Chance Ditch. Construction of the ditch occurred during the first 12-years of homesteading in
Northern Colorado. Created in 1872-73,the Last Chance Ditch symbolizes an era when homesteaders banded together as
corporations and built and maintained ditches and laterals. This 1,000-foot segment of the Last Chance Ditch is eligible
under Criterion"a" for its role in establishing irrigated agriculture in the Cache la Poudre valley in the late 191h century.
Based on a July 2006 field survey, the integrity of the recorded 1,000-foot segment is fair. However,the segment
retains enough integrity to be a good example of late 19th century ditch construction in Weld County and is eligible to the
NRHP under Criterion"c".
