REPORT ON SIGNAL MEASUREMENTS
Comcast Cable Communications, LLC, on behalf of its affiliates and subsidiaries
(together, "Comcast"), by its attorneys, hereby submits signal strength test results pursuant to the
Memorandum Opinion and Order("Order") issued by the Media Bureau ("Bureau") on August
2, 2006, in the above-captioned proceeding.
In the Order, the Bureau granted the must carry complaint filed by LeSEA Broadcasting
of Denver, Inc., licensee of television station KWHD, Channel 53, Castle Rock, Colorado
("KWHD"or the"Station"), conditioned upon the delivery of a"good quality" signal by KWHD to
Comcast's principal headends located at Fort Collins and Greeley, Colorado.' The Order states that
Comcast"shall conduct signal strength tests to measure KWHD's signal at the Fort Collins and
Greeley, Colorado headends within 20 days from the date that this Order is released; and shall

submit to the Commission,within 10 days from the date of completion of the Station's signal
strength survey, evidentiary documentation supporting its findings."' Comcast began testing
KWHD's signal at the Greeley headend on August 16, and completed testing at the Fort Collins
headend on August 22, 2006. As shown in the signal strength studies attached hereto as Exhibit
1, KWHD fails to provide a"good quality" analog signal to either of the principal headends at
issue.
Since the attached signal strength surveys were completed, Comcast personnel have
worked with KWHD's engineers in performing additional tests of KWHD's signal. The parties
have yet to verify the delivery of an adequate signal to the principal headends. Consistent with
the Order, however, Comcast is prepared to launch the Station in the cable communities at issue,
once the Station meets this legal threshold requirement.3

Must-Carry Signal Strength and Quality Tests
According to the FCC, signal strength surveys should, at a minimum,include the following:
1)specific make and model numbers of the equipment used, as well as its age and most recent date(s)of calibration;
2)description(s)of the characteristics of the equipment used,such as antenna ranges and radiation patterns; 3)height
of the antenna above ground level and whether the antenna was properly oriented; and 4)weather conditions and
time of day when the tests were made."
Generally,the signal being tested should be treated similarly to other currently-received signals in the same
band(same antenna height,etc.). The initial point of measurement should be at the input to the first piece of active
processing equipment(before preamp)relevant to the signal at issue. To convert dBmV to dBm, subtract 48.75 dB
from the dBmV value.
For a VHF station: if the initial test results are less than-55 dBm(-6.25 dBmV),at least four readings must be
taken over a two-hour period. Where the initial readings are between-55 dBm(-6.25 dBmV)and-49 dBm
(-0.25 dBmV), inclusive,at least six readings should be taken over a 24-hour period with measurements not more
than four hours apart.
For a UHF station: if the initial test results are less than-51 dBm(-2.25 dBmV), at least four readings must be
taken over a two-hour period. Where the initial readings are between-51 dBm(-2.25 dBmV)and-45 dBm
(+3.75 dBmV),inclusive,at least six readings should be taken over a 24-hour period with measurements not more
than four hours apart.
