The Board of County Commissioners of Weld County,Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center,
Greeley, Colorado, May 1, 2006, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tem
Commissioner William H. Jerke
Commissioner Robert D. Masden
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Jenny VanEgdom
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of County Commissioners
meeting of April 26, 2006, as printed. Commissioner Vaad seconded the motion, and it carried
unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
PUBLIC INPUT: No public input was given.
CONSENT AGENDA: Commissioner Vaad moved to approve the consent agenda as printed.
Commissioner Masden seconded the motion, and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants
for approval by the Board:
All Funds $1,663,646.67
Electronic Transfers -All Funds $1,306,717.32
Commissioner Long moved to approve the warrants as presented by Mr. Warden. Commissioner Jerke
seconded the motion, which carried unanimously.

NEW BUSINESS:
CONSIDER TEMPORARY CLOSURE OF WCR 17 BETWEEN WCRS 34 AND 36: Frank Hempen, Jr.,
Director of Public Works, stated Weld County Road 17 will be closed between Weld County Roads 34 and
36 from May 8, 2006, through May 12, 2006 to replace a culvert. Commissioner Jerke moved to approve
said temporary closure. Seconded by Commissioner Masden, the motion carried unanimously.
CONSIDER TEMPORARY CLOSURE OF WCR 17 BETWEEN WCRS 14 AND 18: Mr. Hempen stated
the Town of Firestone has requested the closure of Weld County Road 17, between Weld County Roads
14 and 18, for the installation of a 14-inch water line. He stated the road will be closed from May 2, 2006,
through July 7, 2006, and staff recommends approval. Commissioner Jerke moved to approve said
temporary closure. Seconded by Commissioner Long, the motion carried unanimously.
CONSIDER SERVICEAGREEMENT FOR UNDERGROUND FACILITIES LOCATING AND MARKING AND
AUTHORIZE CHAIR TO SIGN - ONE CALL LOCATORS, LTD, DBA ELM LOCATING AND UTILITY
SERVICES: Bruce Barker,County Attorney,stated the company,currently utilized by the County to provide
locating services, terminated its service as of April 30, 2006; therefore, services will now be provided
through ELM Locating and Utility Services. Mr. Barker stated the contracted work will be completed at a
very reasonable rate;however,the liability is limited to$2,000.00 per incident. He stated the risk of liability
is low since the utilities are well mapped and continually updated. In response to Commissioner Masden,
Mr.Warden stated the utilities to be mapped are optical fiber owned by the County,and the services to be
provided are different than the services utilized by the Department of Public Works to locate utilities within
an easement. Commissioner Vaad moved to approve said service agreement and authorize the Chair to
sign. Seconded by Commissioner Jerke, the motion carried unanimously.
PLANNING:
SECOND READING OF ORDINANCE#2006-3, IN THE MATTER OF REPEALINGAND REENACTING,
WITH AMENDMENTS, CHAPTER 29 (BUILDING REGULATIONS),OF THE WELD COUNTY CODE:
Commissioner Long moved to read by title only. Seconded by Commissioner Jerke, the motion carried
unanimously. Mr. Barker read said title into the record. Roger Vigil, Department of Planning Services,
stated Section 22-9-70 of the Weld County Code has been modified to approve the National Electrical Code,
with amendments, and the modification was previously approved by the Building Trades Advisory
Committee. He stated another modification has been made to Section 29-8-40 to amend the expiration date
on building permits, so that a majority of the permits issued for manufactured homes built on a crawl space
or basement will expire within twelve months. He further stated Section 29-7-130 has been deleted,which
requires a manufactured home to have a final inspection within six months, and the modification only
deleted the provision of a six-month time period. He stated Section 29-3-290 will remain in the Code,
requiring a Certificate of Occupancy for all manufactured homes at final inspection. Commissioner Vaad
moved to approve Ordinance#2006-3 on second reading. Seconded by Commissioner Long,the motion
carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
consent agenda. Ordinance#2006-3 was approved on second reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
