RE: August 25,2006, Community Assistance Visit for the National Flood
Insurance Program
Dear Weld County Commissioners:
This is to confirm a Community Assistance Visit I have scheduled with Mr. Dave Bauer to discuss
your community's participation in the National Flood Insurance Program (NFIP)and address
questions the community may have about the program and its responsibilities. These visits are
conducted for the purpose of maintaining periodic contact with communities participating in the
NFIP in order to assess their needs for technical assistance and coordination, as necessary. In
addition,the visits provide an opportunity for assessing the effectiveness of local floodplain
management ordinances and enforcement practices.
Weld County has participated in the Regular Phase of the National Flood Insurance Program(NFIP)
since March 18, 1980. As a result of that participation,the citizens of your community are eligible
to purchase federal flood insurance for their homes and businesses, and are likewise eligible for
certain federal flood disaster assistance and loans. Considering that floods are the most devastating
of all natural disasters in this country, any efforts to reduce the impacts of that hazard is a
worthwhile undertaking.
The Federal Emergency Management Agency (FEMA) is the federal agency responsible for the
administration of the NFIP. The Colorado Water Conservation Board (CWCB)acts as a liaison
between FEMA and local governments. On behalf of the CWCB, I will be conducting a
Community Assistance Visit for Weld County at 8:30 a.m. on August 25, 2006, with Mr. Bauer.
The meeting will be at the Public Works office at 1111 H Street. The following is a list of
community material and records that should be assembled for this meeting:
1. One copy of the local adopted floodplain management ordinance.
2. Building permits for new and substantially improved wall and roof structures in the designated
Special Flood Hazard Areas(floodplains)in the past 12 months; please also have available records
of all variances requested(denied and approved)during this period.
3. Records of any flooding in your community in the past 12 months.

4. Any other community records relative to the NFIP.
Community officials should be prepared to discuss review processes and enforcement procedures.
Community officials responsible for administration,planning, record keeping, building permits and
code enforcement should also consider being in attendance at our 8:30 a.m. meeting on
August 25, 2006. I will leave it up to the community to determine who should attend the meeting.
The meeting may include a tour of the floodplain. I look forward to my visit to Weld County,and
