The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
October 4, 1934, at 1 :45 p.m.
ROLL CALL
the following members were present in person: Vice-President DeAnn Emerson,
Patricia Anderson and Don Elliott. Bill Rupp came to the meeting shortly before
adjournment. President Ralph Waldo was absent. Also present at the meeting
were Larry Linder, eight university students, three members of the press, and
the Council secretary.
MINUTES
Don Elliott made a motion that the minutes of September 6, 1984, be
approved as written. Patricia Anderson seconded the motion and it passed
unanimously.
APPOINTMENTS
Council members were asked to review the schedule of upcoming departmental
budget hearings and advise the secretary which sessions they planned to attend.
CORRESPONDENCE
The Vice-President made the Correspondence File available for the individual
review of Council members.
REPORTS
The Vice-President stated that the final report on the audit of the County
Engineering Department is now in the hands of the Council 's attorney. Until
Mr. Lambden advises the Council of what they legally can do with the report,
it will not be released.
The Council received a report from the Finance Department detailing the
status of the Commissioners' repayment of salaries.
UNFINISHED BUSINESS
The Council decided to furnish copies of the transcript of the September 6,
1984, public hearing concerning the County Engineering Department. Copies will
be forwarded to the County Commissioners and the County Engineer.
The Home Rule Charter Amendment Study Committee earlier requested the Council
to consider establishing written standards and guidelinesconcerning conflict of
interest and establishing written procedures insuring due process for the consider-
ation of suspension from office of an elected official charged with a crime. The
Council decided to ask their attorney the following questions: 1 ) Does the
Council have the authority to set such standards? 2) If so, what procedure
should be followed? 3) Could the "Amendment to Rules and Regulations and
Procedures Pertaining to Suspension of Elected Officials Pursuant to Weld County
Charter Provision 13-8-(5)" adopted by the Council on August 1 , 1978, be used?
The Council secretary was instructed to ask Mr. Lambden to have his opinion
available as soon as possible so that a worksession could be scheduled to discuss
this issue prior to the November Council meeting.

NEW BUSINESS
Don Elliott moved that the September bills be paid. Patricia
Anderson seconded the motion and it carried unanimously.
Let the record reflect that Bill Rupp is now present.
PUBLIC COMMENTS
The Councilmen answered questions from a university student regarding
the Home Rule Charter Amendment Study Committee's request.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time
of adjournment was 2:05 p.m. , on October 4, 1934.
The next scheduled meeting is November 1 1984, at 1 :451p m.
