The subject property is owned by the Public Service Company, also known as Xcel. This document fulfills the statutory requirements pursuant to C.R.S. 31-12-108.5 of filing one copy with the Board of County Commissioners governing the area proposed to be annexed. At this time it is unclear if PSCC has plans to further develop the site. The City of Greeley intends to establish R-L(Residential Low Density) zoning on the property. The property must be zoned within 90 days of annexation. COMPREHENSIVE PLAN The property is entirely within the City of Greeley's Long-Range Expected Growth Area (LREGA), Urban Growth Area (UGA), Mid-Range Expected Service Area (MRESA), and Municipal Services Suitability Area (MSSA). A full level of urban services is currently available to the site. ANALYSIS As an enclave, the property is enclosed entirely by the municipal boundaries of the City of Greeley, which gives the annexation 100% contiguity with the City boundaries. "Ihe annexation will not further extend the municipal boundary of the City of Greeley in any direction. The annexation of this site into the City would be consistent with present growth patterns and Comprehensive Plan policies. There is evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation. Since the only development planned for the property is for a utility service station, there should be no impact on School District No 6.
