RE: CREATION OF PIONEER COMMUNITY LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on October 4, 2006, at 10:00 a.m., with the following present:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tem
Commissioner William H. Jerke - EXCUSED
Commissioner Robert D. Masden
Commissioner Glenn Vaad

The following business was transacted:
I hereby certify that pursuant to a notice dated September 8, 2006, and duly published
September 13, 20, and 27, 2006, in the Fort Lupton Press, a public hearing was conducted to
consider the Creation of the Pioneer Community Law Enforcement Authority. Bruce Barker,County
Attorney, made this a matter of record. He stated the property owners have requested that a Law
Enforcement Authority be established, and the Resolution includes the legal description of the
property, the establishment of the ballot question, and the establishment of setting the mill levy.
He further stated the required TABOR questions are included in the Resolution, and the Resolution
establishes the intent of the Law Enforcement Authority. He stated the Pioneer Community Law
Enforcement Authority will become the third Law Enforcement Authority within Weld County, and
the property is located north of Interstate 76. Mr. Barker stated the election date will be
November 7, 2006, and the election will be conducted by Susan Kikoen of McGeady Sisneros,
P.C., the Designated Election Official. He stated discussions have been held with John Cooke,
Weld County Sheriff, and the mill levy will be assessed at a maximum of seven mills.
MaryAnn McGeady, attorney, represented the property owners who submitted the request for the
creation of the Law Enforcement Authority. She stated the property is referred to as the Pioneer
Community, and preliminary steps for development have begun on the property. She stated the
property owners are in support of the election taking place. In response to Chair Geile, Mr. Barker
stated proof of publication has been provided.
Commissioner Vaad moved to approve the Ballot Question for the 2006 General Election, and
Declare the Intent to Create the Pioneer Community Law Enforcement Authority. The motion was
seconded by Commissioner Masden, and it carried unanimously. There being no further
discussion, the hearing was completed at 10:00 a.m.
