RESOLUTION RE: APPROVE AMENDMENT TO AGREEMENT FOR SERVICES FOR SHORT-TERM NEEDS GRANT AND AUTHORIZE CHAIR TO SIGN WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Amendment to the Agreement for Services Under Federal Grant between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Sheriffs Office,and the Colorado Division of Criminal Justice, Nineteenth Judicial District Probation Department, commencing February 1, 2006, and ending April28, 2006, with further terms and conditions being as stated in said agreement, and WHEREAS,after review,the Board deems it advisable to approve said amendment,a copy of which is attached hereto and incorporated herein by reference. The COUNTY and the DISTRICT may be referred to herein as the"Parties." WHEREAS,the Colorado Division of Criminal Justice("DCJ")is the recipient of an award of Juvenile Accountability Incentive Block Grant("JAIBG")funds from the Federal Office of Juvenile Justice and Delinquency Prevention of the Federal Department of Justice under Award No. 2004-JB-FX-0050,and has awarded a portion of that money to the COUNTY under JAIBG Grant No. 24-JB-L-19-13,and the COUNTY, in turn,has awarded a sum of$9,835 to the DISTRICT under the Original Agreement identified above; and WHEREAS,the DCJ has granted to the COUNTY an additional JAIBG Short-Term Needs Grant of funds,No. 23-JB-L-19-801 ("Short-Term Funds"), not to exceed$4,000 to provide additional support to the activities being carried out through the DISTRICT'S Female Offender Program ("Program")under the Original Agreement;and WHEREAS,the Parties desire to amend the Original Agreement to include the additional funds and additional activities authorized by DCJ through the said JAIBG Short-Term Needs Grant, for expenditure for expenses incurred between February 1, 2006 through April 28, 2006; NOW THEREFORE, in consideration of their mutual promises,the COUNTY and the DISTRICT agree to amend the Original Agreement as follows: 1. Section 1. "Term of the Agreement"shall be amended by adding the following statement at the end of the existing sentence: "Notwithstanding the foregoing statement,and notwithstanding the date of execution of this Amendment,the time authorized for expenditure of the Short-Term Funds shall be from February 1,2006 to April 28, 2006." 2. Section 2.a. "Statement of Work"shall be amended by the addition of the description of the Program expansion contained in the"Problem"section of the 19th Judicial Probation Funding Request contained in the"JAIBG Program Application for Short-Term Needs,"attached hereto as Exhibit A. 3. Section 3. "Duties of the County"shall be amended by adding a second paragraph as follows: "The COUNTY shall compensate the DISTRICT for additional services totaling up to a maximum of$4,000 of Short-Term Funds in accordance with the Budget section of the"19`s Judicial Probation Funding Request"(see Exhibit A). Purpose Area#: 15 Purpose Area Title: Juvenile Female Offender Program 19TH JUDICIAL PROBATION FEMALE OFFENDER PROGRAM FUNDING REQUEST PROBLEM: Statistics in Weld County over the past several years indicate that for juvenile female offenders there is/are: • Increases in the total number of juvenile female offenders • Increase in DA filings for juvenile female offenders • Increases in commitments • Decreases in out-of-home placement/treatment options available • Increases in the length of time on probation At an observational/empirical level it appears that we are seeing more and more juvenile female offenders with a greater range of unidentified problems and unmet needs: • Housing • Employment • Pregnancy • Education • Family • Mental Health • Substance Abuse Additionally, the programs and services that are available are often not integrated into a comprehensive planning strategy. Consequently, the probation officer can often become overwhelmed in reacting to the sheer weight of the needs and numbers, instead of directing the plan. Within the total population of juvenile female offenders there is a subset of extremely high-risk juvenile females who present an even greater challenge to the Juvenile Probation Department. They have significant histories of gang involvement, sexual assaults, drug and alcohol abuse, previous failed out-of-home placements, suicide attempts, parental abandonment, depression, abusive relationships with boyfriends, chronic educational failures, etc. Unfortunately, it is these juvenile females that are often identified for commitment, primarily because they have failed to positively respond to previous services, even when the service was inappropriate for the need. We have been fortunate over the previous years to receive funding through the JAIBG. Due to the significant decrease in funding this year, we have cut back on specific services to include the number of young women served through the program. The additional funds would be used to increase the number of juvenile female offenders served through the program, and to supplement our assessment tools through Hawk II Systems. Additionally as a new component, the funds would be utilized to provide the program participants with incentive rewards for reaching specific milestones within the program; to include completion of program groups, attendance in school, remaining substance free, and for overall participation in the program. This program is designed to address the conflict in each young woman's life; at times it can be very difficult to be involved with the program; the ability to recognize their effort and commitment would only serve to enhance these young ladies confidence in their abilities to confront adversity and to experience success in doing so. BUDGET/BUDGET NARRATIVE: SUPPLIES AND OPERATING $2,000.00 is requested for a Gateway Laptop. $1600.00 for the Laptop and $100.00 for wireless programming, and the remaining$300.00 would cover the costs of licensing the computer with the Judicial Branch. In order to effectively work with this high risk population, a majority of the probation officer's time is spent in the field (home visits, school visits, agency visits) and away from probation's data base. A lap top in the field would provide the officer with access to client information that includes the following: • warrant status information • Court records information • drug testing information • Narratives and collateral information At this time, the officer is unable to access this information when conducting field work. Instant access to information would also enable the officer to respond to phone calls in the field which would increase the timeliness of response to clients, families and collateral agencies. The addition of a Laptop computer would also enable the probation officer to enter contacts into the system immediately versus waiting to return to the office. $500.00 is requested for incentive rewards for program participants. CONTRACTED CONSULTANT/PROFESSIONAL SERVICES Weld County Probation and specifically Juvenile Probation have contracted with Hawk II Systems L.L.C. continuously for the past several years to work with the Juvenile Female Offender Program @FOP). In order to service more juvenile female offenders with the reduced funding, the Probation Officer is requesting $1,500.00 to be allocated towards Hawk II Systems' services. Like other providers or agencies working directly with JFOP, Hawk II Systems will attend monthly staffings where the Individual Probationary Plan (IPP) will be developed, and review and create new goals for the upcoming month outlined. Expenses will cover Hawk II Systems' provision of the required parent/daughter groups that will contain parenting and behavior management information. Additionally, weekly, on-going cognitive girls groups will be provided by Hawk II Systems to address issues of personal safety, teen pregnancy, interpersonal relationships, personal decision making and career choices. In order for the girls and their families to receive support and program consistency, regular in- home and/or school visits will be conducted jointly by Hawk II Systems and the Probation Officer.
