RE: AFFIRMATION OF GRIEVANCE BOARD DECISION OF JANUARY 13, 2006,
REGARDING JUDITH WORKMAN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,pursuant to Section 3-4-70 of the Weld County Code,the Board has received
an appeal of the Grievance Board decision of January 13, 2006, regarding Judith Workman, and
WHEREAS,said appeal was received in a timely manner and was properly filed, and
WHEREAS,the Board of County Commissioners, having reviewed the Findings of Fact and
decision of the Grievance Board,the request for an appeal from Ms.Workman,the response to Ms.
Workman's appeal of the Findings of Fact and decision of the Grievance Board(memorandum brief
submitted by the County Attorney's Office), and Section 3-4-70 of the Weld County Code, deems
it advisable to affirm the January 13, 2006, decision of the Grievance Board.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Grievance Board decision of January 13, 2006, regarding Judith
Workman was not wrong or in excess of the Grievance Board's jurisdiction, authority, purposes, or
limitations.
BE IT FURTHER RESOLVED by the Board that the decision of the Grievance Board be,
and hereby is, affirmed.
BE IT FURTHER RESOLVED by the Board that, to maintain the confidentiality of this
personnel matter, the Clerk to the Board be, and hereby is, directed to return the above listed
documents to the Personnel Department.

Subject: Grievance Hearing Appeal
In accordance with County Code, Chapter 3, Personnel, the Board of County
Commissioners is the designated authority for Grievance Hearing appeals.
Attached are the documents pertaining to the Grievance Hearing for Judith Workman.
Documents attached:
1 . Findings of Fact of the Grievance Board.
2. Notice of appeal regarding Judith Workman along with the attached transcript* of
the grievance hearing.
3. Response from the County Attorney's Office.
4. Sec.3-4-70. Grievance hearing. This is the policy from County Code defining the
appeal process.
The Board of County Commissioners may review the entire hearing record upon a majority
vote of the Board of County Commissioners. The grievance hearing was audio taped, and
the tape is available from the department of Personnel/Human Resources. In addition, the
entire grievance packet is available from the personnel file if you would have the need to
review it.
*The transcript has been attached by the grieving party's attorney. Upon a majority vote of
the Board, the transcript may be reviewed by the Board.
