Dear Secretary of State, Board, and Council:
Pursuant to §24-18-109(3)(b) and § 24-18-110, C.R.S., this letter constitutes disclosure of a
relationship which may have the appearance of conflict of interest in my official duty as Director
of the Department of Human Services of Weld County, Colorado.
I am currently serving as the Director of the Weld County Department of Human Services.
However, I also have rental property in Weld County. An applicant to rent has gotten the
Department of Social Services to assist in paying a portion of the deposit on my apartment. The
amount involved is a one-time payment of$400.00 to hold the apartment until the prospective
tenant can get the balance of the deposit and 1st months rent.
I have had no previous discuss with anyone at the Department of Social Services about this, I
have not influenced the Department of Social Services in anyway, nor did I suggest the applicant
see the Department of Social Services for rental assistance.
I have discussed this situation with Bruce T. Barker, Weld County Attorney. We concur that the
perceived conflict of interest does not exist. Central to our consideration is the fact that in this
situation my role has been only as a landlord. I have not had any involvement as a county
employee.
I request that this be my disclosure of this event and become part of the record for all concerned.
