RE: APPROVE APPLICATION FOR VALE ASSISTANCEFUNDS FOR WELD COUNTY LAW
ENFORCEMENT VICTIM SERVICES AND AUTHORIZE CHAIR TO SIGN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for VALEAssistance Funds
for the Weld County Law Enforcement Victim Services between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Sheriff's Office, commencing July 1, 2006, and ending June 30, 2007, with further terms and
conditions being as stated in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for VALE Assistance Funds for the Weld County Law
Enforcement Victim Services between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County,on behalf of the Sheriffs Office, be, and hereby
is, approved.

NOTE:Late applications maybe denied solely due to failure to meet the deadline. Applicants are responsible for the method of
delivery selected and to assure that applications are delivered to the DA's Victim/Witness Program prior to the deadline.

SECTION B - NARRATIVE SUMMARY:
9. Agency description:
Weld County Law Enforcement Victim Services(WCLEVSU) is a law enforcement based volunteer
victim services program providing immediate crisis intervention to victims of crime and other sudden
traumatic events in communities located in Weld County.
10. Brief Project Description for which the funds are being requested.
WCLEVSU is currently staffed with 1 full time victim services director and 1 full time victim services
assistant along with a volunteer staff that provides 24 hour service, 365 days a year for immediate
crisis intervention to victims of crime and other traumatic events. WCLEVSU's coverage area
includes the entire county, with the exception of those areas covered by Greeley Police Department.
We have also been trained by Colorado State Patrol so that we are able to assist them when needed.
This grant will provide funding for the position of the victim services director and assistant to continue
training for all law enforcement officers and current volunteers. It will also provide the ability to
continue recruiting and training new volunteers to the program so that all areas of Weld County can
be serviced the way they should be. By providing phone for each area, volunteers are not using their
personal phones to contact victims thus making it easier for dispatch to have a smaller pool of
contact numbers to get a hold of everyone.
We are also asking that this grant provide us with a start up cost for sex assault clothing. Purchasing
"warm up"clothing in a variety of sizes would give a sex assault victim dignity walking out of a
hospital in "normal clothing" vs. walking out in a hospital gown. We also ask that part of the paper be
purchased for the many referral packets that we hand out. We feel it is very important to give every
victim information/referrals to help them with the healing process. Our packets provide that very
important first step.
11. What is the management plan for the project? (Specifically, who will be responsible or accountable
for the administration of the project?)
The director will maintain management of this project making sure that all reports are done on time
and will be responsible for purchasing any items under this grant.
Supervision of the Victim Services Unit is provided by the Division Commander of the Operational
Support Division of the Weld County Sheriff's Office.
12. Who will provide the proposed services? Will volunteers be utilized? (Include a description of duties,
qualifications, training, etc. in the response.)
Coordination of the services will be provided by victim services director utilizing paid personnel and
volunteers. They will provide the direct crisis intervention on scene as required.

NOTE:The instructions and definitions for the preceding objectives are identical to those specified by VOCA and local VALE
applicants should refer to the VOCA guidelines for detailed explanations. Additional project objectives should specify a method of

14. OTHER GOALS (maximum of 5 total) :
Goal 2 As a fairly new provider, we are past most of our"trail and error" portion of the start up time that
comes with all new programs. We now need to recruit, train and retain a minimum of volunteer victim
advocates to provide immediate crisis intervention to all victims of crime throughout Weld County.
Objective 1 - Provide a minimum of two, forty hour basic trainings that will teach all aspects of
victimization and how to deal with crisis situations. In addition to CPR and First Aid classes will be mandatory.
Obiective 2—Provide continuing education through monthly meetings for WCLEVSU volunteers
regarding victim rights, advocacy, services available and updated resources and referrals.
Objective 3—Complete at least one fund raiser to provide funding for volunteers to attend the annual
COVA conference in November.
Objective 4 - Provide 4 cell phones for volunteers when on duty to provide safety and security for them
when dealing with victims. This would ensure they don't have to use personal cell or home phones when
dealing with victims.
Goal 3 WCLEVSU is committed to the communities that we service. We will provide education to the
communities to help all understand the issues regarding the VRA.
Objective 1 —We will attend all community events we are invited to and help educate people we
provide services to.
Objective 2— Help law enforcement officers articulate the importance of our job to those who are
entitled to services, this will be accomplished thru trainings.
Objective 3—Print up brochures in both Spanish and English to be provided to victims of crime and to
be used as an educational tool for the community.
Goal 4 -To continue providing on scene advocacy and other services to crime victims for the eight (8)
Police Departments in addition to the Sheriff's Office, servicing all of unincorporated Weld County.
Objective 1 —We are actively looking for more Spanish speaking advocates to provide services to
those citizens who are not familiar with the system. When they are given information in the language they
understand, their victimization is lessened and they feel like they can move forward. We currently have all of
our information packets resources being translated into Spanish.
Objective 2—To provide clothing for sex assault victims so they are not revictimized when leaving the
hospital in a hospital gown.

15.. What is your timetable for accomplishing the goals and objectives?
#1 Time table for this goal is based on a 12 month period and would be looked at each month.
#2 Time table for this is continuous. We currently plan the two trainings for the fall and spring of the
year but if our wait list is growing, we could plan for addition training at anytime. Fund raiser could happen
during the summer, possibly during fair season, to maximize our earning potential.
#3 Training will be provided for law enforcement officers as needed (or requested). When new officers
are brought on to the various departments, we will provide trainings per their schedule.
Printing of the VRA brochures will begin when the brochures we have now run out. I am estimating this to be
towards the end of the 2006 year.
#4 Active searching for bi-lingual advocates is also ongoing and continuous. The sex assault clothing
would be purchased as soon as this grant is funded so that we would have those available at any time for
use.
16. How will the goals and objectives be accomplished?
All goals and objectives will be the responsibility of the victim services director and staff. Oversight and
supervision of director is provided by commander of victim services.
By actively working on a daily basis with law enforcement and the general population, we would be able
to reach our goals and complete them.
17. What problems do you anticipate in implementing your program's goals and objectives, if any?
The only problem that has been a constant in the past is being able to coordinate training will all of the
police departments that we service. Most have trainings planned months ahead of time and it is hard to get
worked in and the turn over rate in the smaller departments could potentially be a time issue with having to go
back and train 1-3 officers at a time.
18. How does the project address the victim-service needs outlined in the V.A.L.E. statute?
This project is within the guidelines and perimeters of the VALE statue. It addresses the victim's needs
and provide them with the tools they need to move past their victimization if they choose to do so.

SECTION D - SERVICE INFORMATION:
19. What is the population and geographic area targeted for service through this project?
The population of Weld County is almost 210,000 citizens, with approximately 80,000 residing in the
Sheriff's Office jurisdiction alone. This does not include the areas that are located within the other 8
jurisdictions that we service.
20. Provide the following summary information:
a) How many people are in need of these services?
Potentially anyone in the county could need our services. Depending on circumstances, we could
serve over a thousand victims and their families.
b) How many people are presently being served?
Our statistics are currently only for 6 months we have be operating. During this time we have not
serviced all those that could have been but through our training of the various police
departments/sheriff's office they are beginning to call us out more.
c) How many people will be served by the project during its operation?
Our forecast of service is ongoing, as more people learn of our services; we believe our number
served will increase.
21. Are there other community agencies currently providing like services to the targeted population?
There are no other agencies providing services. Churches provide to their congregations and other
they may hear about but non have a direct line like we do to all victims. Southeast Weld County is
beginning to be served now and the northern section is a targeted area we would like to actively
pursue.
22. Document community support, coordination and networking by providing the following information:
a) List the agencies with whom your agency has an active memorandum of understanding or an
agreement regarding the coordination and provision of services. (Attach supporting documentation in
appendix.)
The Weld County Sheriffs Office has agreements will all other law enforcement agencies in the
county. We have made agreements with Greeley Police Department, Colorado State Patrol, Brighton
Police Department and A Women's Place for all victim services needs and it is understood that we
provide services for the 8 additional jurisdictions we service.
b) Is your agency an active participant in Weld County's Coordinating Committee for Victims of Crime
(CCVC)? yes
If"yes," provide the name and position(s)of the CCVC participant(s)and their level of involvement in that
group.
Both the director and the assistant attend and participate in the quarterly meetings of the CCVC. We
help in all things we are asked to do.
c) Briefly describe any other agency actions that demonstrate its high priority for developing community
support, coordination, networking, and cooperation.
Either the director, assistant director or both attend meetings for the following community groups.
CCVC, Domestic Violence Coalition, (the National Crime Victim's Rights week committee), Fast Track,
SART, Underage Drinking Coalition and the Weld County Chief's of Police Association

SECTION E - VICTIM COMPENSATION;
23. Provide the following information concerning your agency's involvement with the Crime Victim
Compensation Program:
a) Does your agency regularly inform victims about Victim Compensation and help them to apply when
appropriate? yes
How? It is listed in our VRA Brochure and when appropriate, we give application forms to victims. When
needed we also will provide help in completing forms for victims.
b) Explain any major issues that hinder your agency in helping crime victims to understand Victim
Compensation eligibility requirements and to apply for benefits.
Language barriers have been a problem in the past but we now have trained bi-lingual advocates that
can explain the process in detail to this issue is becoming less of a problem.
c) Does your agency regularly conduct/receive Victim Compensation training for direct services staff and
volunteers? yes
If"yes,"what was the date of the last training and who provided it?
Our last training was in February of 2006. Training was provided by Karol Patch, Victim
Compensation Guru from Weld County District Attorneys office.
SECTION F - VICTIM RIGHTS ACT:
24. Has your agency taken steps to assure that all staff and volunteers have read and understand the rights
afforded to crime victims in 24-4.1-302.5 CRS and the services delineated in sections 24-4.1-303 and 24-4.1-
304 CRS (i.e., the Victim Rights Act(VRA) and enabling legislation)? YES

a) Does your agency have a statutory mandate to notify victims about their rights under VRA?

b) Briefly describe how your agency assures that all staff and volunteers are trained on VRA.
It is taught by providing yearly training for staff and at all trainings for volunteers. It is also in our VRA
brochures for advocates, officers and deputies to inform victims.
c) Provide the date of your last VRA training and who provided that training.
In February of 2006, Joann Holden, Victim Witness DA's Office conducted training for volunteers and
in 2006 to all law enforcement officers by WELEVSU director during trainings.
d) How does your agency notify victims of their rights under VRA?
It is in the VRA brochure that each victim is given and it is explained by law enforcement officers
and/or victim advocates
e) Does your agency have a brochure describing VRA? If"yes", list the languages in which your brochure is
available and attach copies in the appendix.
Yes, our new brochure is currently only in English but is in final revisions of the Spanish version. We
are using an old brochure for the Spanish speaking population until the new ones are printed.

SECTION G - EFFICIENCY DESCRIPTION:
25. If this is an application for continuing funding, how successful has this project been in the past in
accomplishing its proposed goals and objectives?
In the past six months that we have been in existence, we have done a good job of maintaining all of
our goals and objectives. We should be able to complete all of them.
26. What is the projected cost per client served (cost/benefit ratio)?

Please explain the source of"Other Funds" in the budget narrative.
This project will employ a full time victim services staff with a salary of$63,744.00 and benefits of
$22,700.00. Eighteen thousand miles of travel expense @ .405 per mile for a total of$ 7,290.00. A
volunteer budget of$4,000.00 for recruiting, training and retention, and 4 cell phones for volunteer use @
a cost of$2,360.00. We would share the cost of printed resource and referral packets with others.
Clothing for sex assault victims at a cost of$500.00 would be used to start an inventory of various sized
clothing for anyone needing clothing when leaving the hospital after an exam. The COVA convention
cost will be for the director or the assistant to go for additional training and networking to improve our
skills as service providers.
Other funds would be mostly provided by the Weld County Sheriff's Office. They are providing the office
space, telephone lines, cell phones for paid staff, all postage and space for volunteer trainings. Other
local Police Departments have provided monies for our services and trainings. There is no area for listing
cost saved to the program by the volunteers but it is estimated at a minimum of$3,600.00 per year for
the small number of volunteers we have currently.
29. If this is an application for continuing funding, explain any changes in proposed funding.
The changes in funding are mainly for training of new volunteers, improvement of services to victims
and to promote our existence to the communities that we service.
30. How will future funding needs be met?
Future funding will be by continued support for the departments that we service and through
private/public grants such as this one.

Dear Sir or Maddam,
I am Sergeant McIntyre with the Lochbuie Police Department located in the
southern most section of Weld County. Shortly after I began my career here I also
began working with Suzi Cvancara, who was our contact for Victim Services.
I immediately noticed what an impact Ms. Cvancara made for our Police
Department and the Town of Lochbuie due to our isolated location and lack of
resources available at our disposal. Ms. Cvancara has provided valuable training
for our department and has made herself available to us any time day or night,
proabably at the expense of her family. Ms. Cvancara's response time along with
her fellow co-workers has been excellent.
This speaks volumes to her passion as a Victim's Assistant and shows in her
compassion at scenes. Ms. Cvancara is always professional and willing to assist or
just be available for any questions we as Law Enforcement may have.
Ms. Cvancara and the Weld County Victim Services Unit have a tough job, one of
which only a select few could do and be good at it. Ms. Cvancara and the people
she has selected to assist her do an excellent job that is not easy. The service they
provide to citizens and as a resource to Law Enforcement is immeasurable.

Collaboration Agreement
Colorado State Patrol(CSP) and Weld County Victim Services (WCVS)
Understanding that collaboration between our agencies to assist CSP Victim Advocates for
coverage, when needed within Weld County as backup, hereby agree:
I) Colorado State patrol will provide training to WCVS staff and volunteer victim advocates, as
requested. Training topics will include CSP procedures for victim assistance, response to calls,
completing call-out form.
2) Colorado State Patrol will provide WCVS with CSP brochures and any other material pertinent
to call response.
3) Colorado State Patrol will page WCVS advocate through Weld County Dispatch.
4) WCVS will provide CSP victim advocate with a copy of the call-out form via fax within 24
hours of the incident.
5) Weld County Victim Services will confirm with their dispatch that a CSP advocate is not
available before responding to the scene.
6) Weld County Victim Services will provide 24/7/365 coverage as needed to CSP.
7) Colorado State Patrol will provide any reports that WCVS might need to complete their
paperwork
We jointly understand that WCVS is responding as an"assist other agency" and the CSP trooper is
in charge of the scene, and that the WCVS victim advocates axe under CSP's jurisdiction during the
event or incident.
We also understand that if there are any questions or concerns regarding a WCVS victim's
advocate's conduct, CSP will contact WCVS Coordinator immediately to resolve the issue as
quickly as possible so as to not interfere with future assistance to CSP.

As provided in C.R.S. 24-4.2-105, (4.7), Colorado law requires the following:
