Enumeration District 47 of Census Tract 16 of Weld County is located
approximately 10 miles northeast of Greeley, Colorado, the county seat.
Gill, the major community in the area is unincorporated. The total number
of housing units in the Enumeration District, based on 1980 census data
is 422. There are 82 units which are unoccupied. The total population of
the Enumeration District is 1,125. There are 952 people above poverty,
while 173 persons are b he poverty level. There are a total of 320
households in the nur:mler_ca District. There arc,45 households containing
6 or more persons. There are 122 households whi.chvsole source of income is
fran Social Security, Public Assistance or other. A total of 100 house-
holds have an income of less than $10,000.00 annually. There are 71 units
which are not owner-occupied and only 16 units which rent for more than
$250.00 per month.
Gill is a small rural community with a population of approximately 225
persons. This in rated community of Weld County was platted in 1909
by the Gill and Land Company, shortly after the lhton Pacific Railroad
was built. The majority of the town was built between 1909 and 1930.
The population during the 1920's approached 300 persons, but decreased to
approximately 225 in the '30's' and has remained stationary. With the
increased use of the automobile, the town began to lose population and became
less self-Supporting, when medical care, education, and other services were
no longeravailable in Gill. Shortly after the town began to grow, Hispanic
agricultural workers began to settle in the north part of Gill, above the
railroad tracks. Although the northern part of Gill continues to be
Hispanic, the Hispanic population is now integrated throughout the town.
The overall percentage of minority population is 42%,.
According to a survey conducted in Gill, there are 83 housing units with
72 units being currently occupied. 39 units have been identified as needing
repairs to meet county building codes. Of those identified as needing repair,
34 units are in need of substantial repair. The survey revealed that 81%
of the homes built in Gill were construeed before 1950. The response to the
survey indicated that 904/ of the households in Gill were supportive of

community development activities. Of all households surveyed, 82% indicated
that their income was below the poverty level. Of all households responding,
43% were employed, while 57% received unearned income. 33% of households are
over 61 years of age. Because of the high percentage of low-income house-
holds, this has contributed to the depressed condition of the homes in need
of repair since the households cannot afford to correct the deficiencies.
Although many of the homes have bathrooms, the septic tanks have been
disfunctioning as a result of a raise in the water level overmuch of the town.
This has been attributed to an error in the engineering design of a water ditch
that runs adjacent to Sixth Street, a road that borders the east side of
Gill. Water remains in the ditch at all times, therefore restricting drainage.
Scattered throughout the town of Gill are vacant, often dilapidated,
units that are beyond repair. The community has also expressed interest
in a clearance and clean-up effort as a means of eliminating undesirable
conditions.

The activities included in this project are encouraged
and are consistent with the Weld County Comprehensive

Plan adopted by the Board of County Commissioners and
the Weld County Housing Plan.
This project deserves maximum impact points
based upon the criteria contained in the Review
Process Statement based on the following reasons:
1. The survey perfoLUed in the area establishes
a need for activities based on the poverty
level of the area.
2. The proposed activities recognize the long- .
standing goal of low-income families in need
(of affordable, decent, safe rental housing.
-A priority will be placed on the special
housing needs of larger families.
3. The activities of the project address 100%
of the needs for substantial rehabilitation
of substandard units and clearance demolition
and removal of dilapidated structures and
debris.
4. Activities of the project have very strong
community support with over 90'/0 of persons
expressing conmittment to the project.

On or about June 22, 1983, Weld County will request the Department
of Local Affairs to release funds under Title I of the Housing and
Community Development Act of 1974, as amended, (PL93-383) for the
following project:
Weld County_Cill Housing Rehabilitation Program

Estimated Cost of Project
Weld County has conducted an assessment of the project activities
in respect to impact on the environment. As a result, Weld County
has determined that the project activities are categorically excluod
from an environmental assessment in accordance with the National
Environmental Policy Act (NEPA) . We have determined that certain
properties identified in cooperation with he fltate Historic
Preservation Office as meeting their criteria for inclusion in the
National Register of Historic Places may be include: is 'P proioct .
We will be required to comply with all applicable state and federal
guidelines as appropriate. An Environmental ,Review Record documenting
review of all project activities, is on file at the above address
and is availa'-' .- (or puhlic examination or copying, upon request.
Weld County will undertake the project described above with Community
Development Block Crunt funds provided by the Colorado Department
• of Local Affairs, under Title I of the Housing and Con: .n_ty
Development Act of 1974 as amended. . Weld County is certifying to
the Colorado Department of local Affairs that Weld County and
Chairman, Chuck Carlson, in his o'_. ici_al capacity to accept the
jurisdiction o:" the Fc_'eral Courts if an action is brought to
enforce responsib4IIities relation tc environmental re-, ews,
decision-making, and acti -.. : and that these reraonsihil1ti -
have been satisfied . The legal effect of the certification is

that upon its approval `field County may use the C'',C funds, and that
the Department of Local Affairs will have satisfied it 's responsibilities
uneer the 7nvironmental Policy Act of 1_969 as delegated to the
State of Colorado, through the 19°l Amendments to the rousing and
Community Development Act.
The Department of Local Affairs will accent an oblecti_on to it's
approval of the release of funds and acceptance of the certification
only if it is on one of the following basis:
(a) That the certification was not in fact executed
by the chief executive officer or other officer
approved by the Department of Local Affairs: or
(b) that the applicant' s environmental review record
for the project indicates omission of a rewired
decision, finding, or step applicable to the project
in the environmental review process.
Objections must be prepared and submitted in accordance with the
required procedures (24 CFR Part 58) and may be addressed to the
CDBC Program Staff, Department of Local Affairs, 1313 Sherman Street,
Room 518, Denver, Colorado 80203.
Objections to the release of funds on basis other than those stated
above will not he considered by Cie Department of Local Affairs.
No objection received after July 7 , 1933 will be considered by the
Department of Local Affairs.
