HomeMy WebLinkAbout20062793.tiff WELD COUNTY'COUNCIL .,Se,Rtember 18, 2006 T elef.9A2008 & 9B2006 The Weld County Council met irk regular session in full conformity with the Weld County Home Rule Charter, Monday, September 18, 2006, 6:30 p.m., at Weld County Centennial Center, 915 10th Street, Greeley, CO. • ROLL CALL: The meeting was called to order by Vice President Tom Pettit, Councilwoman Ginny Buczek, Councilman Dwaine Kurtz, and Councilman Chip Marks were present constituting a quorum of the members. President Gene Stille was excused. Also present: Weld County Director of the Department of General Services Pat Persichino and Bev Thomas, council secretary. REVIEW PROGRAM: Weld County Director of the Department of General Services Pat Persichino explained his department comes under the authority of Weld County Director of Finance and Administration Don Warden and includes the following: Personnel Services/Human Resources (HR), Central Purchasing (CP), Facilities/Buildings & Grounds and Missile Site Park, Veteran's Service Office, Phone Services, Printing and Supply, and Special Projects. Personnel Services/HR, with four employees, serves 1150 county employees. The HR employees' responsibilities include recruitment, hiring, benefits, salary recommendations, discipline assistance, equal employment and civil rights, safety and training. Central Purchasing with two employees, manage Weld County's centralized purchasing function. 2007 projected purchases by CP total 34 million dollars. CP employees prepare bids for everything from heavy equipment and vehicles to diapers. Facilities/Buildings and Grounds (B&G) and the Missile Site Park are maintained by 25.5 employees who maintain 796,600 square feet of county space. B&G employees include an electrician, a plumber, a heating, ventilation, and air conditioning person, besides outside grounds and general maintenance employees. One employee administers the contract with a company providing custodial services for county buildings except for the North Jail Complex which for security reasons is cleaned by four county employees who supervise and work along side the trustees who are assigned to custodial duties in the jail. The Missile Site Park is available to the public for picnics and camping. The building is used primarily for storage and archiving documents and files by the county. Tours are also available by scheduling a time with the caretaker. Pat Persichino is the assigned Weld County Veteran's Service Officer. The county has one veterans counselor who serves the thousands of veterans in Weld County by assisting eligible veterans in the paperwork required by the Veteran's Administration (VA) CCinmu-)tUQCyL•2y �� .. 23 - :sZf/re, Weld County Council Minutes September 18,2006 Page 2 of 4 in securing VA benefits. Data from 2005 indicated Weld County had 14,757 veterans receiving more than 18 million dollars in VA expenditures. Phone Services is staffed by two employees who manage the phone needs for Weld County and the courts system. They provide liaison with the county's computer contractor in pulling cables and connections for phone and computer hookups. They also manage cell phone acquisition (currently over 450), radios for people in the field, many laptops and land lines. Printing and Supply has two employees who manage printing, supplies, and mail for the county. All county postage is handled through the print shop as well as all intra county mail. Bulk printing is done by the print shop as well as determining if print jobs need to go off site for color or quantity or functions the county is unable to perform. Special Projects handled by Mr. Persichino includes all the capital building projects for Weld County government. Buildings such as the jail and additions to it, grader sheds, Health Department buildings, and other county-owned buildings are all managed by General Services. The county does not hire independent construction management contractors, but handles this function in-house resulting in cost savings to the tax payers. Special projects include the remodels of different buildings and areas. Current special projects include the Southeast Weld Services Building in Ft. Lupton; remodel of second floor of Centennial Center for expansion of the District Attorney's office and for the 19th Judicial First Appearance Center; remodel of second floor of downtown jail for two additional criminal courtrooms; a new parking lot for Social Services; and phase three of the North Jail Complex. Mr. Persichino explained his management style of empowering his people to make decisions and run their departments so they are invested in positive outcomes. He noted that one of Weld County's smartest moves was to privatize the motor pool, the kitchen and nurses at the jail, and computer technology as these services are very expensive to provide with county employees. APPROVAL OF MINUTES: Approval of August 21 Council Minutes Councilman Dwaine Kurtz made a motion to approve the August 21, 2006 council minutes. The motion was seconded and carried. UNFINISHED BUSINESS: Salary Setting Resolutions for Weld County Elected Officials Councilman Dwaine Kurtz made a motion to adopt resolution 153 setting the salaries of the Weld County Commissioners at $76,000 for the year 2009 and $80,000 for the year Weld County Council Minutes September 18,2006 Page 3 of 4 2010. Councilwoman Ginny Buczek seconded the motion. With a roll call vote the Councilman Kurtz spoke in favor of getting the Commissioners' salaries closer to the salaries of other elected officials and persons in the private sector It was noted the council received a couple of public responses against raising the salaries of elected county officials. The motion carried unanimously. • Councilwoman Ginny Buczek made a motion the adopt resolution 154 setting the salary of the Weld County Sheriff at $105,000 for the years 2007 and 2008 and $111,100 for the years 2009 and 2010. Councilman Chip Marks seconded the motion. The motion carried unanimously. Councilwoman Ginny Buczek made a motion to adopt Resolution 155 setting the salary of the Weld County Assessor at $81,000 for the years 2007 and 2008 and $87,300 for the years 2009 and 2010. Councilman Dwaine Kurtz seconded the motion. Councilman Dwaine Kurtz made a motion to amend the motion to set the Assessor's salary at $80,000 for the years 2007 and 2008 and $85,000 for the years 2009 and 2010. Councilman Chip Marks seconded the amended motion and with a roll call vote it carried unanimously. The council secretary was instructed to prepare an updated version of Resolution 155 to be adopted at the Council's October 16 council meeting. Councilwoman Ginny Buczek made a motion to adopt resolution 156 setting the salary of the Weld County Clerk and Recorder at $81,000 for the years 2007 and 2008 and $87,300 for the years 2009 and 2010. Councilman Chip Marks seconded the motion. Council members spoke about the dramatic increases in the responsibilities of the County Clerk and Recorder. With a roll call vote, the motion carried unanimously. NEW BUSINESS: Announcements Note was made no persons have petitioned on to the 2006 ballot to run for the Weld County Council. Correspondence Councilman Chip Marks noted the council received no reason from the Weld County Commissioners why the Commissioners changed to 100 signatures the council's request to change the Home Rule Charter to require 35 rather than 200 signatures to petition on to the ballot for the position of Weld County. Coordinator Reports Vice President Tom Pettit reported on the September 11 Elected Officials Meeting. Payment of the Bills Councilman Dwaine Kurtz made a motion to pay the bills as listed: Mileage for Vice President Tom Pettit $ 10.42 Weld County Council Minutes September 18,2006 Page 4 of 4 Mileage for Councilwoman Ginny Buczek $ 27.20 Mileage for Councilman Chip Marks $ 35.70 The motion was seconded and carried. ADJOURNMENT: Councilman Chip Marks made a motion to adjourn the meeting at 8:25 p.m. The motion was seconded and carried unanimously.
