RE: APPROVE APPLICATION FOR VICTIM ASSISTANCE AND LAW ENFORCEMENT
GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for Victim Assistance and
Law Enforcement Grant between the County of Weld, State of Colorado,by and through the Board
of County Commissioners of Weld County, on behalf of the Weld County Sheriffs Office, Victim
Services Unit,and the Colorado Division of Criminal Justice,commencing upon full execution,with
terms and conditions being as stated in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Application for Victim Assistance and Law Enforcement Grant between
the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Weld County Sheriffs Office, Victim Services Unit, and the Colorado
Division of Criminal Justice, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 1st day of February, A.D., 2006.

VALE Grants under$5,000 are for one time expenditures for equipment (computers, TTY,
phones, translation equipment, furniture, facility remodeling). Direct benefits to victims or
witnesses must be shown for the purchase of equipment to facilitate smoother
operation of law enforcement activities.
The request may not be used to defray the costs of ongoing and routine operating expenses or
used for personnel completing ongoing victim services.
Please be advised that any contract/grant may be revoked by the board if used inappropriately. The application must be
typed or printed in black ink. Please submit one(1)original and ten (10)copies of your application.

I. JUSTIFICATION
1. Briefly state the purpose of this VALE grant application.
Currently we have no "family" area. When victims come in to talk with us, there is not a
place to entertain their children. We would like to set up an area with videos and toys for
children to play while we are speaking with the victim. This would be for both the north and
south offices. Also, if we needed to transport a child we have no car seats available to us. We
would change that and have the three sizes of car seat at our disposal, for both north and
south offices.
The fax machine would be for the south office and would be solely for victim services use.
Currently we receive copies of reports from the 9 other jurisdictions we service, it is important to
maintain confidentiality for the victims so the fax machine would be housed in the victim
services office so that we are the only ones to have access to those reports.

2. What are your goals and objectives for this grant application? Please be specific.
Goals:
Set up south office for smooth operation and maintain
confidentiality.
Objective: Have fax machine in office for receipt of reports from outside
agencies.
Have family friendly area for child victims or children of victims.
Objective: Area for children to relax and feel comfortable when waiting for
parents to complete their time with us.
Objective: Place where children can play without interruption. Videos,
toys and coloring/drawing are ways of letting children be kids without fear
and anxiety in an unfamiliar area.

4. Who will benefit from this grant application and how will it affect your services to
victims of crimes?
Benefits would be for any child who is a victim or any parent who is a victim. A
parent always feels relief if their children are safe and happy. This would be a warm and
inviting place for children to wait.
5. How will you measure the success of this grant?
By watching the faces of the parents and children who have access to this play
area and watching them relax and feel that they are in a safe place. Victims tend to trust you if
they feel that there is true concern for their children.
6. How does this grant request relate to victim services and/or law enforcement
needs outlined in the VALE statute?
As a victim services provider we must be there for the victims that we serve. This
is one way that we can enhance services. It could also be a tool for law enforcement officers
who need to come to an area where they can speak to the children in an area the child feels
comfortable.

Fir t Director:The person who has direct responsibility for the implementation of the project. This person should combine knowledge and experience in the
pr,je t area with ability to administer the project and supervise personnel. He/She shares responsibility with the Financial Officer for seeing that all expenditures
a - ithin the approved budget. This person will normally devote a major portion of his/her time to the project and is responsible for meeting all reporting
r irements. The Project Director must be a person other than the Authorized Official of the Financial Officer.
A -nc Director:The executive director of the agency. This may in some agencies be the same person as the project director or authorized official.
Financial Officer:The person who is responsible for all financial matters related to the program and who has responsibility for the accounting,management of
funds,verification of expenditures,audit information and financial reports. The person who actually prepares the financial reports may be under the supervision of
the Financial Officer. The Financial Officer must be a person other than the Authorized Official or the Project Director.
