WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,A and G Concepts, Inc., dba Bears Sports Saloon, presented to the Board of
County Commissioners of Weld County,Colorado,an application for the renewal of a Tavern Liquor
License, for the sale of malt, vinous and spirituous liquors, and
WHEREAS,pursuant to Exhibit 5-H of the Weld County Code,said applicant has paid the
sum of$125.00 to the County of Weld for the renewal of the existing license, and
WHEREAS,a hearing was held on the 8th day of November,2006,at which time the Board
deemed it advisable to continue the matter to November 15, 2006, at 9:00 a.m.,to allow the owner
of the establishment to be present, and
WHEREAS,said applicant has exhibited a State Liquor License for the sale of malt,vinous
and spirituous liquors for consumption by the drink on the premises only, outside the corporate limits
of any town or city in the County of Weld at the location described as follows:

NOW,THEREFORE,BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, having examined said application and the other qualifications of the applicant,
does hereby grant License Number 2006-17 to said applicant to sell malt, vinous and spirituous
liquors for consumption by the drink on the premises only,and the Board does hereby authorize and
direct the issuance of said license by the Chair of the Board of County Commissioners, attested to
by the Clerk to the Board of Weld County, Colorado, which license shall be in effect until
November 17,2007,providing that said place where the licensee is authorized to sell malt,vinous,
and spirituous liquors for consumption by the drink on the premises only,shall be conducted in strict
conformity to all of the laws of the State of Colorado and the rules and regulations relating thereto,
heretofore passed by the Board of County Commissioners of Weld County, Colorado, and any
violations thereof shall be cause for revocation of the license.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.

Re: Liquor License Renewal,Bears Sports Saloon
This report is regarding the calls-for-service at Bears Sports Saloon, 2519 8m
Avenue from November 1,2005 to October 30,2006. In the last twelve months, there
have been 127 occasions when the Weld County Sheriff's Office has been to Bears
Sports Saloon; of those, 61 were deputy-initiated bar checks. Those remaining are calls
requiring some other type of law enforcement action. A further breakdown is attached to
this document.
Of the remaining 66 calls-for-service, there are three incidents that are of note.
The first is an allegation of Sexual Assault where the owner, Robert Alan Dean, is listed
as the perpetrator. The case in court against Mr. Dean is still pending. The alleged
incident occurred when the bar was closed to the public and did not involve a customer.
The second incident of concern involves an employee of the establishment taking a
confiscated phony identification card and using it for his benefit. This case was
investigated by the Colorado Department of Revenue Liquor Enforcement Officers, and
charges were filed against the employee.
The last incident involves a fatal traffic collision on U.S 85 in Evans, Co. The suspect
driver in that case had been drinking at Bears Sports Saloon earlier in the evening, but the
bartender stopped serving him liquor because he was showing signs of a discernable
medical condition and the bartender was uncomfortable serving him anymore,not
knowing the effects of the alcohol in combination with the medications the suspect may
or may not have been taking. The suspect then left Bears and went to another liquor
establishment in the Garden City area, the Olde Town Tavern. The suspect was served
liquor at the Tavern, but was cut off again when that bartender was uncomfortable trying
to distinguish between the signs of the discernable medical condition and intoxication. It
was after leaving the Olde Town Tavern when he was involved in the fatal collision. An
investigation by the Department of Revenue Liquor Enforcement was not able to
substantiate any wrong-doing on the part of either liquor establishment.
Since Bears Sports Saloon caters to primarily college-age customers, there is
always the concern of and propensity for over-service. Bears does have a game called
'Beer Pong' on Wednesday evenings. This game involves trying to get a ping-pong ball
in a beer mug from a set distance, and if the ball does not make it in the mug, the player
must take a drink. This is obviously a concern for over-service. This issue was discussed
with Ryan Speer,manager at Bears. Mr. Speer assures that there is a soft drink available
if the player does not wish to drink liquor or if the player is starting to show signs of
intoxication. To date, the Sheriffs Office has no documented cases of over-service
involving Bears Sports Saloon.
A complete liquor inspection was conducted by Officer Brian Small of the Liquor
Enforcement Division on September 20, 2006. I was present during the inspection, no
service-related violations were found.
I am working with the manager at Bears to mitigate the above concerns. At this
time, there are no unresolved concerns that would require a Probable Cause Hearing.
