Subject: Barber Annexation
Please find the enclosed Annexation Impact Report pertaining to a petition for annexation for a
parcel of ground which is located at 7630 W. 20th Street. The subject property is owned by
Duane H. and Florence Ann Barber. This document fulfills the statutory requirements pursuant
to C.R.S. 31-12-108.5 of filing one copy with the Board of County Commissioners governing
the area proposed to be annexed.
The following is the City of Greeley schedule for processing this request.
September 5, 2006 City Council Ordinance Introduction
September 12, 2006 Planning Commission Public Hearing
October 17, 2006 City Council Public Hearing/Final Reading of Ordinance

INTENDED/PROPOSED USES The subject site is currently developed with a
residential use on a large lot. The City of Greeley
will pursue establishing H-A(Holding Agriculture)
zoning on the property. The property must be zoned
within 90 days of annexation. The specific zoning
request will be evaluated during that process.
COMPREHENSIVE PLAN The property is entirely within the City of Greeley's
Long-Range Expected Growth Area(LREGA),
Urban Growth Area(UGA), and Mid-Range
Expected Service Area(MRESA). The subject site
is outside of the Municipal Services Suitability Area
(MSSA). A full level of urban services is currently
available to the site.
ANALYSIS As an enclave, the property is enclosed entirely by
the municipal boundaries of the City of Greeley,
which gives the annexation 100% contiguity with
the City boundaries. The area of annexation has
been an enclave of the City of Greeley since 2000.
• The annexation will not further extend the
municipal boundary of the City of Greeley in any
direction.
The annexation of this site into the City would be
consistent with present growth patterns and
Comprehensive Plan policies. There is evidence that
this site shares a common interest with the City's
future. The requirements of State statutes and City
of Greeley guidelines for annexation appear to have
been met by this requested annexation.
Since the subject site is already developed, and any
further development of the site would be minimal,
there should be minimal impact on School District
No 6.

A parcel of hind located in the Northeast Quarter of Section 17, Township 5 North, Range 66 \Vest of the Sixth
Principal Meridian, Weld County,Colorado and further described as.
Commencing at the North Quarter Comer of said Section 17 and considering the \Vest line of the Northeast Quarter of
said Section to bear South 00°02'44"East with all other bearings contained herein being relative thereto'
Thence South 00°02'44"East, 30.00 feet to a point on the South line of DRAKE ANNEXATION PLAT l'arcel I and
the TRUE POINT OF BEGINNING;
Thence North 89°32'42" East, 303.32 feet along said South line to a point on the I IOUTCHENS ANNEXATION
PLAT;
Thence along said HOUTCHENS ANNEXATION PLAT by the following three courses;
