(RTW)has prepared this Waste Handling Plan for the new Waste ' Management of Northern Colorado (WMNC) Operations Facility. The Plan outlines the sources of potential wastes/pollutants generated onsite, the onsite storage of potential pollutants that can reach the waste systems, and the systems designed to handle the various waste streams. Onsite wastes may include domestic and light industrial components. . 2.0 POLLUTANT SOURCES The facility generates mainly two types of waste streams,domestic and light industrial. Domestic waste is generated at both the Administration Building and the Shop and Container Repair Facility. Only the Shop and Container Repair Facility generates light industrial waste onsite. 2.1 Domestic Waste ' Domestic wastewater is generated onsite at both the Administration Building and the Shop and Container Repair Facility. Facilities contributing to the onsite domestic wastewater system include sinks,showers, floor drains,and toilets within restrooms,locker rooms,and the kitchenette. The volume of domestic wastewater was estimated in accordance with the Weld County Department of ' Public Health and Environment Individual Sewage Disposal System Guide and Application Forms guiding document. The Administration Facility contributes an estimated 1335 gallons of domestic wastewater per day. The Shop and Container Repair Facility contribute an estimated 258 gallons of domestic wastewater ' per day. In total,the two buildings contribute approximately 1593 gallons of domestic wastewater per day. 2.2 Light Industrial Waste ' Light Industrial wastes are only generated at the Shop and Container Repair Facility. Building activities contributing to the light industrial waste stream include wash waters from the container and Port-O-Let and truck wash wash bays,maintenance bay floor drains,paint booth,vehicle maintenance and repair,chemical storage leaks or spills,and solid wastes. The following chart outlines the potential pollutants entering the light industrial waste stream from each activity: Table 1.Light Industrial Waste Constituents Source Possible Pollutants Wash Bays Water,soil,road salts,greases,oils,trash remnants,surfactants,and minor amounts of transmission fluids,battery acid,anti-freeze, window wash,and industrial solvents, Floor Drains Water, soil, surfactants,greases,oils, transmission fluidsanti-freeze, welding slag. ' Paint Booth Water based paints, Vehicle Maintenance and Repair Greases,oils,trash remnants,transmission fluids,anti-freeze, window wash,and road salts Chemical Storage Leaks and Grease,oils,anti-freeze,transmission fluid,window wash,grease, ' Spills Solid Wastes Empty containers,rags,paper,boxes,and used machined parts, Each waste listed as a possible pollutant will vary in concentration and volume. The total light industrial waste stream from the Shop and Container Repair Facility was estimated using the highest contributing source with a safety factor. Of all the sources generating light industrial waste,the truck wash bay contributes significantly more volume than all the other sources combined. An individual wash cycle may use up to 300 gallons. If each truck in the fleet is washed two times per month,the wash bay can contribute approximately 75,000 gallons of light industrial wastewater per month. Estimating that the remaining waste sources account for 25 gallons of additional light industrial waste per every truck wash,the total light ' industrial waste stream was estimated at 81,250 gallons per month. WMNC—Operations Facility 3 March 2006 ' 3.0 ONSITE STORAGE It is unlikely that materials stored onsite could be released and impact the wastewater collection system, as ' the storage vessels are all either double walled or are equipped with secondary containment. To best understand the risk each material poses to contamination through the sewage disposal system, RTW outlined the sources and volumes for the most common waste pollutants stored onsite in the following table. Although a larger overall quantity may be stored onsite, if an accident were to occur, the most likely maximum volume to be released would be less than or equal to the quantity listed for an individual container. ' Materials stored in drums and tanks are provided secondary containment due to their large storage volumes and the possibility of a spill. Secondary containment for the containers stored inside is provided by either double walled tanks (diesel fuel and used oil) or by specially designed rooms with built in secondary containment(oil storage and paint storage rooms).These rooms have been designed to contain a ' spill from the largest tank or drum stored within the room. 4.0 DISPOSAL SYSTEMS ' The facility is equipped with four independent waste disposal systems: domestic,light industrial, solid waste,and recycle. The systems function cooperatively to serve the various disposal needs of the light industrial facility. ' 4.1 Domestic Waste Disposal System A domestic collection system serves both the Administration Building and the Shop and Container Repair ' Facility. The system collects waste from the floor drains, showers, sinks, urinals, and toilets located in the restrooms, kitchenettes, and mechanical rooms. The domestic waste collection system components are highlighted yellow on the attachments found in Appendix A. All domestic waste collection systems are constructed in accordance the 2003 International Plumbing Code and any applicable Weld County Code ' requirements. Just beyond each building, the domestic wastewaters are routed through septic tanks. The tanks are designed with a 30-hour detention time to remove the majority of the suspended solids within the waste stream. From WMNC—Operations Facility 4 March 2006 ' each septic tank, the wastewater flows to a common splitter box. This box divides the total incoming flow equally between two drain fields. The drain fields are designed to infiltrate the average day and peak day flows for maximum occupancy of the facility. The tile drain fields are designed in accordance with the Weld County Department of Public Health and Environment Individual Sewage Disposal System Guide and Application Forms guiding document. The septic system design is currently undergoing the review and approval process at the Weld County Department of Public Health and Environment. ' The septic tanks are accessible for service by a vacuum truck. The tanks will be monitored by WMNC and cleaned by an approved septage hauler. The waste will be removed from the site by truck and disposed of in an approved and permitted manner. The exact disposal site is dependent on the approved disposal points for the contracted septic disposal company. 4.2 Light Industrial Waste Disposal System The light industrial waste disposal system collects waste only from the Shop and Container Repair Facility. To best collect and treat the varied waste streams from the facility, the light industrial waste collection system is divided into three distinct collection systems within the building: container wash,repair bay, and vehicle wash area. These three waste collection systems are highlighted on the figures found in Appendix B. The container ' wash waste collection system is highlighted in orange, the repair bay waste collection system is highlighted in pink,and the vehicle wash area waste collection system is highlighted in green. 4.2.1 Container Wash Waste Collection System The container wash collection system serves a single bay designed for the repair of roll-offs and dumpsters. The waste from this area is collected in a trench drain and directed through a sand/oil interceptor to the evaporation lagoon. The sand/oil interceptor, serving only this operation, will be monitored by WMNC ' personnel on a quarterly basis. WMNC will contract with a permitted hauler and manage the material in an approved permitted manner. 4.2.2 Repair Bay Waste Collection System The repair bay waste collection system serves eleven vehicle repair bays,two welding shop bays,and a single Port-O-Let wash bay. All wastes from these areas are collected using three floor trench drains. The wastes are combined and directed through a single sand/oil separator to the evaporation lagoon. The ' sand/oil interceptor,for the repair bay waste collection system,will be monitored by WMNC personnel on a quarterly basis. WMNC will contract with a permitted hauler and manage the material in an approved permitted manner. 4.2.3 Vehicle Wash Bay Waste Collection System ' The wash bay waste collection system serves the single wash bay and wash equipment room on the north side of the Shop and Container Repair Facility. The equipment room is an enclosed room with masonry walls and a concrete floor. This room serves as the equipment and chemical storage room. The mechanical room has access only from the outside of the building along the north wall. The wash bay will be an enclosed bay ' constructed of masonry walls and a concrete floor. The bay is accessible on each end through a roll-up door for drive-through service. This room houses three wash arches. Red Arrow Manufacturing will supply all wash equipment in accordance with the general specification attached in Appendix C. ' Water used to clean the vehicles passing through the wash bay will be directed at the trucks using high pressure nozzles mounted on one of three spray arches. The directive nozzles limit overspray and the loss of water outside the enclosed structure. Water running from the trucks within the wash bay is directed into one of two ' trench drains using sloped concrete floors. Water from the first two spray arches,used for the application of surfactants,is collected in a single trench drain and directed to the truck wash water sand/oil separator located on the east side of the building. This sand/oil separator pre-treats the wash bay waste before discharging to the ' evaporation lagoon. Water from the third spray arch, used for the final rinse of the vehicle, runs off the vehicles and is directed into the second trench drain. The collected rinse water flows from the trench into two wash water recovery sand/oil separators in series on the north side of the building. These units provide treatment for the rinse water for reuse in one of the wash bays. Any excess treated rinse water not reused ' WMNC—Opctations Facility 5 Match 2006 ' overflows to the truck wash water sand/oil separator that discharges to the evaporation lagoon. A flow schematic of the wash system is attached in Appendix D. ' The wastewater exiting the wash system flows to the lined evaporation pond. The water enters the first of three storage bays in the evaporation pond and receives a dose of aeration from a floating aerator. This treatment removes the biological oxygen demand (BOD) from the wastewater and serves as odor control for the pond. Excess water from the first bay overflows into a second bay and then into a third. The total surface area of the pond is designed to evaporate all the light industrial wastes collected from the Shop and Container Repair Facility. The overall flow to the pond is based on 300 gallons per wash cycle with an additional 25 gallons ' added per wash cycle to account for the other light industrial wastes generated about the Shop and Container Repair Facility. The basis of this design is attached in Appendix E. The results fmd that a 1.8 acre pond provides the yearly evaporation required. The pond designed for the site provides a minimum of 1.8 acres of surface area. The lined evaporation pond will also serve to supplement the North Weld Landfill's (NWLF) wash water beneficial re-use program.NWLF is located approximately one half mile south of the site at 40,000 WCR 25, ' Ault, Colorado and the telephone number is (970) 686-2800. The wash water from the pond will be beneficially re-used for dust control within the lined limits of the landfill similar to the approved re-use of wash water removed from the wash pad at NWLF. This re-use is consistent with Waste Management's commitment to implement programs that are environmentally friendly and conducive to reuse/recycling. ' The beneficial reuse of wash water from the pond will support the re-use program and will allow NWLF to continue to conserve public water that is otherwise used for dust control purposes. The Colorado Department of Public Health and Environment (CDPHE) and the Weld County Department of Public Health and Environment(WCDPHE) are supportive of beneficial re-use and have approved management of wash water in this manner. Copies of the CDPHE and WCDPHE approval letters are included in Appendix F Additionally, the re-use of wash water will be managed in accordance with the provisions of the NWLF approved Waste Identification Plan (WIP). The WIP was approved by CDPHE and WCDPHE in ' accordance with Regulations Pertaining to Solid Waste Disposal Sites and Facilities. The WIP incorporates provisions for waste identification that apply to waste generated by our commercial and industrial customers as well as waste produced by Waste Management. Accordingly, pond wash water will be managed in accordance with the NWLF WIP including the waste screening process. The waste screening process requires completion of a Generator Waste Profile Sheet along with sufficient technical information to accurately characterize the waste. The WIP further requires review of the profile and corresponding technical information by Waste Management technical staff that results in conditions of approval for ' managing the pond wash water at NWLF. ' 4.3 Solid Waste Disposal System The solid waste disposal system temporarily stores solid wastes such as site generated municipal solid waste from the administration and maintenance buildings,vehicle maintenance wastes and container repair wastes ' Solid wastes will be stored in roll-off containers or dumpsters located near the Administration and Maintenance Facility. Solid waste containers will be monitored and emptied by WMNC staff as part of their normal operating routes. Solid wastes generated at the facility will be disposed of at the adjacent North ' Weld Landfill as outlined in the following table. Suggest that tables be prepared for both 4.3 and 4.4 that can be stand alone to alleviate the need to amend and resubmit the plan with any change in management facility or vendor. ' 4.4 Recycling Systems Waste Management is committed to implement programs that are environmentally friendly and conducive ' to reuse and recycling. Site generated materials,which will be reused or recycled are described in the following table. These materials will be collected and stored in appropriate containers until they are reused or transported off-site for recycling.
