One of the major aspects of this lack of regard is the failure of the County to provide adequate services to support these developments, putting that burden on other entities such as municipalities and special districts. With regard to supporting private property rights, 22-1-120A suggests that private property rights should include the ability to utilize land, but does not suggest that this utilization should be for that use that would permit the property owner to maximize his profit from that land from urban development, mostly through sale of that land to developers, at the expense of sacrificing protection of community health, safety and welfare. 26-1-60 states that "Due to the expense and limited available funding" obtained from "levying property taxes and user fees", there should be an increase in efficiency in providing services. These developments scattered through the existing and expanded MUD do not and will not lend themselves to reducing costs or improving the efficiency of providing services. However, now, in addition to the County's egregious support of the above policy, it is showing that it opposes the harmonious planned, urbanization of land under the auspices of municipalities as provided for in the Municipal Annexation Act. For instance, its support of a private waste treatment plant and development of properties using this plant under the County MUD rather than through municipal annexation, in competition with a municipality, reveals a County agenda that lacks consideration for local government cooperation as recommended by statute. Especially, since this municipality is actively moving forward to provide waste treatment for the subject land. County government is now spending a half million dollars of taxpayer money to rationalize the irrational; the contention that urban growth, scattered across a large area and in competition with concentrated, planned growth in municipalities is for the benefit of the health, welfare and safety of Weld County citizens.
