WELD COUNTY COUNCIL
February 18, 1982

The Weld County Council met in special session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
February 18, 1982, at 2:00 p.m.
ROLL CALL
The following members were present in person: President DeAnn Emerson,
Vice President Howard Foster, Robert P. Martin, Patricia Anderson, and Ralph E.
Waldo. Also present was one member of the press and council secretary, Susan
Elton.
MINUTES APPROVED
Ralph Waldo made a motion to approve the minutes as written of the Council ' s
meeting of February 4, 1982. Howard Foster seconded the motion and it carried
unanimously.
ADDITIONS AND/OR DELETIONS
Under New Business the council discussed a letter from The League of
Women Voters of Greeley-Weld County, Inc.
Under New Business the council responded to the fourth quarter Objective
Tracking Statement.
PRESENTATION OF PLAQUE/SIGNING OF RESOLUTION
The council presented Patricia Anderson with a plaque honoring her for
her year as president of Weld County Council . A resolution was also approved
and adopted which thanked Pat Anderson for her efforts as president of Weld County
Council for the year 1981.
NEW BUSINESS
The council considered various questions presented to them in a letter
from The League of Women Voters of Greeley--Weld County. The League is trying to
identify areas of concern within Weld County Government and asked the council 's
opinion of a County Manager system as opposed to the present system.
The council responded to the fourth quarter - 1981 Objective Tracking
Statement and also commented on how their objectives were presently being accom-
plished.
EXECUTIVE SESSION (2:27 p.m. )
SALARIES OF ELECTED OFFICIALS
The meeting reconvened at 3:16 p.m. The council voted to set the salaries
of the Commissioners, County Treasurer, County Assessor, County Clerk and Recorder,
and County Sheriff.
Patricia Anderson made a motion to set the Commissioner salaries at $26,000
for the years 1985 and 1986. Motion seconded by Howard Foster and carried by
a vote of four to one, with DeAnn Emerson voting nay. (Roll Call Vote)
Pat Anderson made a motion to set the salaries of Treasurer, Assessor,
and Clerk and Recorder at $28,000 for the years 1983, 1984, 1985, and 1986. Motion
seconded by Robert Martin. Discussion ensued. Ralph Waldo made a motion to set
these salaries at $26,000. Motion failed for lack of a second. There was a call
for a vote. By roll call vote the motion carried by a vote of four to one, with
Ralph Waldo voting nay.
Robert Martin made a motion to set the salary of Weld County Sheriff at
$31,000. Motion seconded by Pat Anderson. There was discussion. Ralph Waldo
made a motion to set the Sheriff's salary at $28,000. DeAnn Emerson seconded the
motion. There was discussion and a call for the vote. Motion failed by a vote of

four nays and one yea. Ralph Waldo made a motion to set the salary at $29,500.
Motion failed for lack of a second. Pat Anderson made a motion to set the
salary at $30,000. Howard Foster seconded the motion. Motion passed with a roll
call vote of four to one, with Robert Martin voting nay.
ADJOURNMENT
There was no further business. Upon motion made and seconded, the meeting
was adjourned. The time of adjournment was 3:52 p.m. , February 18, 1982.
The next scheduled meeting is Thursday, March 4, 1982, at 1:30 p.m.
