RE: GRANT REQUEST TO PREADVERTISE SITE SPECIFIC DEVELOPMENT PLAN AND
USE BY SPECIAL REVIEW PERMITS #1562 AND #1563 - CEDAR CREEK WIND
ENERGY, LLC / GREEN LIGHT ENERGY, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has received a request from CedarCreek Wind Energy, LLC/Green
Light Energy, Inc., 310 4th Street, Charlotesville, Virginia 22902, for preadvertisement of the
applications for a Site Specific Development Plan and Use by Special Review Permit(USR)#1562
for a Major Facility of a Public Utility (a 72-mile, 230 kV transmission line and one new switching
station), and a Site Specific Development Plan and Use by Special Review Permit #1563 for a
Major Facility of a Public Utility (up to 300 individual three-bladed wind turbine generators), both
in the A (Agricultural) Zone District, and
WHEREAS, said properties for USR#1562 are described as parts of Sections 2, 3, 9, 10,
16, 17, 19, 20, and 30, Township 10 North, Range 60 West; parts of Sections 2, 3, 8, 9, 10, 17, 18,
19, 25, 35, and 36, Township 10 North, Range 61 West; parts of Sections 24, 25, and 36,
Township 9 North, Range 62 West; parts of Section 1, 12, 13, 24, 25, and 36, Township 8 North,
Range 62 West; parts of Sections 1, 12, 13, 24, 25, 36, Township 7 North, Range 62 West; parts
of Sections 1, 12, 13, 24, 25, 34, 35, and 36, Township 6 North, Range 62 West; parts of Sections
1, 3, 4, 7, and 8, Township 5 North, Range 62 West; parts of Sections 12, 13, 14, 15, and 22,
Township 5 North, Range 63 West; parts of Sections 2, 3, 11, 14, 23, 26, 34, and 35, Township
4 North, Range 63 West; parts of Sections 3, 10, 15, 22, 27, and 34, Township 3 North, Range 63

WHEREAS, said properties for USR#1563 are described as parts of Sections 19, 30, 31,
and 34,Township 11 North, Range 58 West; parts of Sections 6 and 7, Township 10 North, Range
59 West; parts of Sections 16, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 34, and 36, Township
11 North, Range 59 West; parts of Sections 1, 2, 3, 4, 8, 9, 10, 11, 12, 13, 14, 15, 16, 21, 22, 23,
28, and 29, Township 10 North, Range 60 West; parts of Sections 1, 2, 3, 4, 9, 10, 12, 14, 15, 16,

WHEREAS,after study and review the Board deems it advisable to grant said request,with
the hearing date for each case to be set as August 2, 2006, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,thatthe requestfrom CedarCreek Wind Energy, LLC/Green Light Energy, Inc.,
for preadvertisement of the applications for a Site Specific Development Plan and Use by Special
Review Permit(USR)#1562 for a Major Facility of a Public Utility (a 72-mile, 230 kV transmission
line and one new switching station), and a Site Specific Development Plan and Use by Special
Review Permit#1563 for a Major Facility of a Public Utility (up to 300 individual three-bladed wind
turbine generators), both in the A (Agricultural) Zone District, be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider both cases
be, and hereby is, set as August 2, 2006, at 10:00 a.m.
The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 5th day of July, A.D., 2006.
