All new construction and any change of use will require building permits. A complete set of engineer stamped plans will be required with each permit. The office will most likely be classified as a B occupancy. The repair garage will most likely be classified as a S-1 occupancy 2. Buildings shall conform to the various codes adopted at the time of the permit application. Current codes adopted by Weld County include; 2003 International building code, 2003 International Mechanical code, 2003 International plumbing code, 2003 International fuel gas code, 2002 national electrical code, and chapter 29 of the Weld County code. 3. This project falls primarily under the purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Our comments and requirements are as follows: COMMENTS: Hart Street within Aristocrat Ranchettes Subdivision is a local gravel subdivision road, which requires a 60-foot right-of- way at full buildout. This road is maintained by Weld County. REQUIREMENTS: Access: The Weld County Access Information Sheet does not match the plat drawing for identification of the access point. The following are recommendations of the proposed new access points are as follows: Directly south of WCR 18 on Hart Street, the existing access identified to the front of the home is gated and appears not to be used. I recommend this remain gated. • The second access south of the home and in the location of the outbuildings identified as used asphalt drive, which appears to be the main access to the property be utilized. There was an existing access being used directly north of Morrison Avenue and Hart Street. This access point is located too close to the intersection and should be closed. The applicant is identifying the proposed access point directly north of that intersection to the center of Lot 8. This access point should be placed in such a location that there is adequate sight distance in both directions. • On the plat drawing, the applicant is identifying a proposed access to Morrision Avenue, which is not identified on the Weld County Access Information Sheet. I recommend not approving this additional access point. Summary: Utilize this second access directly south of WCR 18 identified as the main access to both the house and the outbuildings. Install the proposed access point approximately in the center of Lot 8 to accommodate the proposed USR use. All other existing and proposed accesses identified either on the plat or on the Weld County Access Information Sheet should be closed to minimize direct access to the internal road system. Off-Street Parking: The off-street parking spaces including the access drive shall be surfaced with gravel, recycled asphalt, or the equivalent and shall be graded to prevent drainage problems. Strom Water Drainage: The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. The applicant shall submit a dust abatement plan for review and approval, to the Environmental Health Services, Weld County Department of Public Health & Environment. 2. The applicant shall provide current evidence that the facility has an adequate water supply (i.e., well or community water system). 3. In the event, the applicant intends to wash vehicles or equipment on site the following shall apply: The applicant shall provide evidence that the washing area will be designed and constructed to capture all effluent and prevent any discharges from the washing of vehicles or equipment in accordance with the Rules and Regulations of the Water Quality Control Commission and the Environmental Protection Agency. 4. The septic system serving the residence shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Regulations. 5. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirements be incorporated into the permit as conditions that must be met prior to the issuance of the Certificate of Occupancy: 1. An individual sewage disposal system is required for the proposed shop and shall be installed according to the Weld County Individual Sewage Disposal Regulations. 2. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. The applicant shall operate in accordance with the approved "waste handling plan". 2 5. Any vehicle washing area(s) shall capture all effluent and prevent discharges in accordance with the Rules and Regulations of the Water Quality Control Commission, and the Environmental Protection Agency. 6. Fugitive dust and fugitive particulate emissions shall be controlled on this site. The facility shall be operated in accordance with the approved dust abatement plan at all times. 7. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone as delineated in 25-12-103 C.R.S., as amended. 8. Adequate handwashing and toilet facilities shall be provided for employees and visitors of the facility. Employees shall be allowed to use the residence restroom facilities until restroom facilities in the proposed shop are completed and properly permitted. 9.
