The applicants would be responsible for extending City of Greeley water, City of Greeley sewer, gas, electric, and telecommunication utilities at the time of development. The subject property is proposed to be incorporated into a subdivision that will also include the land within the Denzel Annexations 1, 2, and 3. COMPREHENSIVE PLAN The entire site lies within the Long-Range Expected Growth (LREGA) and Urban Growth Area (UGA). The property is outside of the Mid-Range Expected Service Area (MRESA) and Municipal Services Suitability Area(MSSA). The property owners have petitioned to be included in the MRESA this year. A full compliment of urban services is not currently available to the site. The developer will be responsible for extending City of Greeley water and sewer and all other utility services to this property. • ANALYSIS The proposed annexation has 55.44% contiguity with existing municipal limits which exceeds the State of Colorado one-sixth (16.67%) contiguity standard regarding annexations. The annexation of this site into the City would be consistent with present growth patterns and Comprehensive Plan policies. There is evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation. According to figures the applicant obtained from Mr. Wayne Eads with Weld County School District 6, single-family residential lots in this development will generate 0.735 students per residence. Because only one home is anticipated on the subject 11.65 acres, only one additional student is anticipated from the development of this property. Fourty-eight students are expected to be generated from the entire Denzel development.
