RE: A SITE SPECIFIC DEVELOPMENT PLAN AND THIRD AMENDED USE BY SPECIAL
REVIEW PERMIT #842 FOR A SOLID WASTE DISPOSAL SITE AND FACILITY
(COMMERCIAL JUNKYARD AND SALVAGE YARD, INCLUDING A TIRE LANDFILL,
STORAGE, SHREDDING, AND RECYCLING FACILITY), MANUFACTURING/
PROCESSING FACILITY (CRYOGENIC PROCESSING/CRUMB RUBBER), AND A
MOBILE HOME FOR HOUSING IN THE 1-3 (INDUSTRIAL) ZONE DISTRICT - TIRE
RECYCLING, INC.
A public hearing was conducted on September27,2006, at 10:00 a.m.,with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated September 8, 2006, and duly published
September 13, 2006, in the Fort Lupton Press, a public hearing was conducted to consider the
request of Tire Recycling, Inc., for a Site Specific Development Plan and Third Amended Use by
Special Review Permit#842 fora Solid Waste Disposal Site and Facility(commercial junkyard and
salvage yard, including a tire landfill, storage, shredding, and recycling facility),
Manufacturing/Processing Facility(cryogenic processing/crumb rubber), and a Mobile Home for
housing in the 1-3(Industrial)Zone District. Bruce Barker, County Attorney, made this a matter of
record. Jacqueline Hatch, Department of Planning Services, presented a brief summary of the
proposal and entered the favorable recommendation of the Planning Commission into the record
as written. She stated the site is located west of,and adjacent to,Weld County Road 41, and north
of, and adjacent to, Weld County Road 26. She further stated the site consists of 120 acres
currently being utilized as a commercial junkyard and salvage yard, along with a mobile home for
housing of tire purchasers. Ms. Hatch stated the surrounding properties consist of an auto salvage
yard to the north, and agricultural properties to the south,east,and west. She stated twelve referral
agencies have reviewed the request,and no comments were received from the Weld County Office
of Emergency Management, the Platte Valley Soil Conservation District, or the Colorado
Department of Public Health and Environment. She further stated no objections were received from
surrounding property owners, and she displayed photographs of the site. Ms. Hatch stated two
videos clips have been submitted by the applicant, marked Exhibit G; however, she was not able
to display the videos through the projectors.

Troy Swain, Department of Public Health and Environment, stated the Conditions of Approval and
Development Standards will properly address the changes to the operation.
Don Carroll, Department of Public Works, stated he is familiar with the site, and it is located south
of the Town of LaSalle, and east of the Town of Platteville. He stated there is an existing access
to the facility, and the applicant will provide adequate parking and drainage.
Mike Venditto, Vice President of Operations for Tire Recycling, Inc., stated Development
Standard#17 requires an automatic sprinkler system be placed,and he requested the language of
the second sentence be modified to state, "The building will be required to have an automatic
sprinkling system, or an alternative system approved by the Platteville/Gilcrest Fire Protection
District." He stated he has spoken with the District, and an alternative has been agreed upon. In
response to Commissioner Masden, Mr.Venditto stated the cryogenic recycling process involves
placing an old tire into the shredder, and grinding it down into a primary shred. He stated it is then
run through a secondary shredder,which removes 90 percent of the wire within the tire. He further
stated the tire matter is introduced through a feed system into a cryogenic freeze tunnel, and the
rubber is placed into a liquid nitrogen bath. Mr.Venditto stated the matter is then dropped into a
hammermill,which shatters the rubber into fine particles,the particles are then screened,sized,and
loaded into sacks. He stated once the sacks are full,they are made ready for shipping to athletic turf
fields. Commissioner Vaad stated he does not have reservations about the recycling process. The
Board agreed to modifying Development Standard#17 to include an acceptable alternative by the
Platteville/Gilcrest Fire Protection District. In response to Chair Geile, Mr.Venditto stated he has
reviewed,and concurs with,the Conditions of Approval and Development Standards,and proposed
and modified.
No public testimony was offered concerning this matter.
Commissioner Vaad moved to approve the request of Tire Recycling, Inc., for a Site Specific
Development Plan and Third Amended Use by Special Review Permit#842 for a Solid Waste
Disposal Site and Facility(commercial junkyard and salvage yard,including a tire landfill, storage,
shredding, and recycling facility),Manufacturing/Processing Facility(cryogenic processing/crumb
rubber), and a Mobile Home for housing in the 1-3 (Industrial) Zone District, based on the
recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record, and his motion included the
described modification to Development Standard#17. The motion was seconded by Commissioner
Masden,and it carried unanimously. There being no further discussion,the hearing was completed
at 10:35 a.m.
