PF-521 1. A separate building permit shall be obtained prior to the construction of any building. 2. A plan review is required for each building for which a building permit is required. Plans shall include a floor plan. Residential building plans may be required to bear the wet stamp of a Colorado registered architect or engineer. 3. Buildings shall conform to the requirements of the codes adopted by Weld County at the time of permit application. Current adopted codes include the 2003 International Residential Code; 2003 International Building Code; 2003 International Mechanical Code;2003 International Plumbing Code;2003 International Fuel Gas Code; 2005 National Electrical Code and Chapter 29 of the Weld County Code. 4. Each residential building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a Colorado registered engineer. 5. Fire resistance of walls and openings,construction requirements,maximum building height and allowable areas will be reviewed at the plan review. Setback and offset distances shall be determined by the Zoning Ordinance. 6. Building height shall be measured in accordance with the 2003 International Building Code for the purpose of determining the maximum building size and height for various uses and types of construction and to determine compliance with the Bulk Requirements from Chapter 23 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. When measuring buildings to determine offset and setback requirements,buildings are measured to the farthest projection from the building. Property lines shall be clearly identified and all property pins shall be staked prior to the first site inspection. 7. The cul-de-sac will have a radius of 45 feet or more to accommodate a 78-passenger bus. Don and Linda Owens understand that road conditions due to inclement weather may prohibit bus pick-up and drop-off from time-to-time. They agree to inform potential homeowners that road conditions may be a problem for school district transportation. Comments ❑ CR 19 is classified by the County as a collector road(Weld County Roadway Classification Plan,June 2002)east and adjacent to the proposed development requiring an 80-foot right-of-way. The applicant shall show CR 19 and dimension the 80-foot right-of- way shown on the final plat. The applicant shall verify the existing right-of-way,noting the inception documents on the final plat. ❑ The Pavement Thickness Design from Terracon Consulting Engineers and Scientists(Project No. 21995142)dated November 17, 1999 states the Aggregate Base Course Depth will be 4"thick based on the current foundation soil and subgrade. o It appears that the Oil/Gas heavy vehicles will access the internal roadways of the subdivision. The applicant must address the pavement design to support said vehicle loadings. o The applicant must address the concern of pavement damage by the heavy Oil/Gas equipment. ❑ County Code 8-2-40 states no access approach shall have an effective turning radius of less than twenty(20) feet. The applicant shall modify the road layout(C2,C3,C29, C30,C48)to coincide with minimum"curb"/turn radii of 20-feet. -3 The design of the 30' Oil/Gas and Irrigation easement in the Northwest corner of the development has turning radii which may be difficult for a larger Oil/Gas or drilling truck to maneuver through. Public Works asks the applicant to provide written evidence that the proposed access geometries are sufficient to accommodate Oil/Gas equipment. ❑ The applicant or their agents may be required to obtain permits from Weld County's Public Works - Utility Agent, for each utility. ❑ The applicant shall re-submit to Public Works amended sealed final roadway / construction / grading plan drawings and Final Drainage Report for acceptance by Public Works prior to recording final plat. ❑ The applicant must submit two (2) additional sets of final roadway, drainage, utility / construction plan drawings (stamped, signed,and dated)to Public Works for Weld County Field Inspectors' use during construction of the subdivision. ❑ The submitted drainage report appears to be appropriate,but a detailed drainage and stromwater review will be forthcoming. Comments made during this phase of the subdivision process may not be all-inclusive, as other concerns or issues may arise during the remaining application process. Drainage Comments ❑ Public Works received a Final Drainage Report for Gloraloma Estates PUD (PF -0521) on March 8, 2006. The report was submitted for final approval by Pickett Engineering,Inc., and is dated March 7, 2006. ❑ The Final Drainage Report is stamped, signed, and dated by R. Sean Phipps,P.E. #37698. ❑ Gloraloma Estates PUD is planned for 19 single family residential sites on 69 acres northwest of the intersection of WCR 19 and WCR 22. General Comments: ❑ Weld County will not be responsible for the maintenance of drainage related areas. The applicant must note -- this in the Final Drainage Report. ❑ A drainage easement will be required with the owners/operators of the Coal Ridge Ditch, and the landowner(s) on the downstream side of the Coal Ridge Ditch to receive any flows from the proposed site. The drainage design must assume this ditch is running full during the 100-year storm, or that the ditch may later be abandoned. This full-flow assumption was made on the Stanley Ditch/Bull Canal in the upstream section of the development,and should be made again at the downstream limit of the project. o Tract A has the potential to act as a detention pond during storm events, and significant ponding may occur at the site. Please show the approximate potential inundation limits of this ponding on a map and discuss in text. o The inundated area must be dedicated as a permanent drainage easement o If infiltration is to occur,please provide calculations to show the rate of infiltration and copy pertinent portions of the soil report into the appendix of the drainage report. ❑ The 5-year historic runoff for sub-basins Ex-I through Ex-5 cannot be determined using the allowable unit flow release rates from the USDCM,Volume 2, Chapter 10, Section 3.2.1. This is justified by the following statement from Section C: "When developed, the site's runoff will be increased. Detention ponds throughout the site will control the increased runoff from the site. " o This statement clearly justifies the need for detention at all sites through the project. o Please revise the drainage patterns for sub-basin ND to include new detention. o If the grading cannot be refined to include detention for this 6.8 acre sub-basin,then the flow contribution from this undetained basin must be subtracted from the total allowable 5-year historic release. Appendix Comments for the Final Drainage Report: ❑ Please address all redline comments in the Final Drainage Report. ❑ Please add a north arrow to the Vicinity map, and place a larger scale on the map for ease of reading. Please indicate the location of Tract A, and of the development site for clarity. ❑ Please include responses to the letter to Don Martin and the e-mail to Mr. Montoya in the next submittal. Both of these correspondence items were sent on March 6, 2006. The final drainage report is dated March 7, 2006, and any responses may affect drainage on the project site. ❑ Please list the equations used in Table 1 and Table 3 for completeness of documentation and ease of review. • ❑ Detention ponds: o_ Please limit the emergency overflow depth of all detention ponds to a maximum of 6 inches. • Emergency overflow sections must have permanent erosion control features on both the upstream and downstream face. • Emergency overflow sections must include cutoff walls for safety. • The location of the emergency overflow section must be clearly marked in plan view on sheet C-5.2 and sheets C-9.1 through C-9.6. • Please include a cross section of emergency overflow weirs on all ponds in sheets C-9.1 through C-9.6. o Please use the 10-yr storm to determine the WQCV of all proposed detention ponds at the Gloraloma site. • Please propose an outlet structure design for all ponds that meets 10-yr water quality requirements and 100-yr release limitations. • The orifice for the water quality release is elevated 0.65 ft to 1.25 ft above the pond invert in the WQCV calculations for all proposed ponds. The detail sheet,however, shows the bottom of the orifice approximately 2 inches above the invert of the outlet pipe. Please determine which of these scenarios is correct for each pond, and show how water drains from detention ponds in minor storms (5-yr and less). ❑ Trapezoidal channels: o Please move all titles away from the comb binding so they are legible. o Maintain channel slopes between 0.2% and 0.6% for grass-lined channels. Any channels exceeding 0.6% will require permanent erosion control features. o Please limit open channel Froude numbers to 0.50 or less for public safety and erosion protection. • The maximum Froude number shall be determined from the maximum channel velocity. • The maximum channel velocity shall be determined using a minimum Manning's-n value of 0.030, as per USDCM, Volume 1, Chapter 7,Table MD-2. The Sheriffs Office requests that builders and developers designate an area by the entrance of the sub-division in which to place a shelter for school children awaiting the school bus. This area should also include a pull off for the school bus which enables it to safely load and unload children out of the roadway. 2. Either mail distribution within the sub-division or a central drop off location within the sub-division should be developed so that residents do not have to cross a county road to obtain their mail. 3. A permanent sign should be placed at the entrance to the subdivision detailing the name of the sub-division, address, and a graphical presentation of the roadways within the subdivision. There should be a plan developed to maintain this sign. 4. If the roadways within this sub-division are not maintained or adopted by the county, individuals purchasing property in this sub-division should be notified that the Sheriffs Office will have limited traffic enforcement powers. 5. A plan should be developed to maintain roadways within the sub-division especially during inclement weather conditions for emergency vehicles. 6. The Sheriffs Office is very supportive of homeowner funded homeowner's associations. These associations provide a contact for the Sheriffs Office and a means of maintaining common areas. 7. If there are oil or gas production facilities within this sub-division, they need to be fenced off in order to mitigate the potential for tampering. These facilities are known to create an attractive nuisance for young people. Tampering not only creates a significant danger to safety but also of environmental damage with extensive mitigation and clean-up costs. 8. The names of all streets within the sub-division should be presented to the Sheriffs Office for approval. This will eliminate duplication of street names within the county. 9. The Sheriffs Office encourages Law Enforcement Authorities to provide additional funding for law enforcement requirements in the future. The Sheriffs Office lacks the ability to absorb any additional service demand without the resources recommended in the multi-year plan provided to the Weld County Board of County Commissioners or as 1 indicated by growth not considered at the time the plan was developed. My staff recently visited this site. District Wildlife Manager John Koehler also spoke on-site with applicant Don Owens. The site has been used extensively for grazing in the past. It is our understanding that no trees will be removed as a result of this development and that the existing pond and wetland area is outside of the area to be developed. That being the case, I expect minimal impacts to wildlife and wildlife habitat as a result of this project. Please consider, however,the following recommendations: • Please refer to the Natural Diversity Information System(NDIS)website at http://ndis.nrel.colostate.edu regarding Threatened or Endangered species which may occur on site(for information regarding insects or plants please contact the Colorado Natural Heritage Program). • Raptors are protected by state and federal law. If construction activities are to occur from the late winter to summer months and if construction will cause the destruction of mature trees, said trees should be surveyed for the presence of nesting raptors. Physical destruction of an active raptor nest is prohibited. Construction occurring near active nest sites may cause abandonment of the nest. • To the greatest extent possible, revegetation and landscaping should be completed using native plant species. A list of native species and their value to wildlife can be obtained by calling the Division of Wildlife at(303) 291-7227. • The surrounding area is home to a large diversity of wildlife. New homeowners should be made aware of potential interactions/conflicts with woodpeckers,raccoons,coyotes, skunks, foxes,deer,rabbits, and other wildlife, prior to moving into their homes. Yards should be kept clear of garbage and other items that may attract wildlife. Wildlife-proof/resistant trash containment is highly recommended. Water Division 1, Water District 2 Dear Mr. Ogle: We have reviewed the additional information submitted for the above referenced proposal to subdivide 105.7 acres into 19 residential lots. The proposed water source is the Central Weld County Water District (District). A letter of commitment for service has been submitted. The water supply information summary previously submitted stated that the 20 lots previously proposed would require a total of 36.9 acre-feet of water per year (approximately 1.85 acre-feet per lot). Information submitted by the District on November 12, 1998 stated that the District had approximately 5,787.3 acre-feet secure water supplies for a dry year. In addition, the District has been requiring that new developments provide CBT water shares to serve their proposed lots. Currently, approximately 5471.3 acre-feet has been committed, which includes this proposal. Pursuant to Section 30-28-136(1)(h)(II), C.R.S. the State Engineer's Office offers the opinion that the proposed water supply will not cause material injury to existing water rights, and with the Central Weld County Water District serving the proposal, the supply is expected to be adequate. The Specific Development Guide states 'Professionally engineered individual sewage disposal systems will be required for each proposed residence. A homeowners association will manage the maintenance of the septic system. The homeowners association will establish a schedule for the required maintenance and will collect association dues to pay the costs associated with the maintenance.' However, the applicant will be submitting a separate letter removing that language from the Specific Guide. 2. The language in the covenants regarding the septic envelopes is adequate (Section 3.7.1). 3. Septic envelopes are adequately sizes. 4. The notes on the Final Plat are satisfactory.
