HomeMy WebLinkAbout20060900.tiff RECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO MARCH 27, 2006 TAPE #2006-12 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, March 27, 2006, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner M. J. Geile, Chair Commissioner David E. Long, Pro-Tem - EXCUSED Commissioner William H. Jerke Commissioner Robert D. Masden - EXCUSED Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Jenny VanEgdom Finance and Administration Director, Donald D. Warden MINUTES: Commissioner Vaad moved to approve the minutes of the Housing Authority Board meeting of February 27, 2006, as printed. Commissioner Jerke seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER ADMINISTRATIVE PLAN FOR THE SECTION 8 HOUSING CHOICE VOUCHER PROGRAM: Tom Teixeira, Director of Greeley-Weld County Housing Authority, stated Federal regulations require a detailed Administrative Plan to be submitted. He stated a contractor provides the framework of the plan, and typically ten percent of the plan is modified for local needs. He further stated the plan has grown to over 200 pages in the past several years,and staff works to ensure that daily operations follow the procedures listed in the plan. Commissioner Vaad moved to approve said Administrative Plan. Seconded by Commissioner Jerke, the motion carried unanimously. CONSIDER PROJECT BASED VOUCHER PROGRAM: Mr.Teixeira stated Federal regulations allow the Housing Authority to utilize twenty percent of its budget in a project based manner for apartments. He stated the apartment owners will receive a base rent from the Housing Authority when income qualifying families inhabit the apartments. He stated 427 housing vouchers are available within Weld County, and approximately two-thirds of those vouchers are utilized in the Cities of Greeley and Evans. He further stated the program allows the Housing Authority to project base up to 20 percent of the total number of vouchers for other local authorities who do not have a Federal housing contract. Mr.Teixeira stated the vouchers will only be administered with non-profit housing corporations, housing designated for the special needs 2006-0900 BC0016 Os--cry -OG population, projects developed with tax credit funding, and projects that will increase the number of vouchers used in a census track or postal area. He stated the program will become part of Chapter 15 of the Administrative Plan,as federally required. In response to CommissionerJerke, Mr.Teixeira stated the voucher program is targeted for smaller communities outside the City of Greeley. Further responding to Commissioner Jerke, Mr. Teixeira stated the program will provide the opportunity for the citizens of a smaller community to be able to stay in their community, especially the elderly, special needs, and handicapped. In response to Chair Geile,Mr.Teixeira stated enough housing availability exists in the Cities of Greeley and Evans, and private landlords are currently requesting that voucher holders be directed to their properties. He further stated the goal of the program is to provide stability in smaller communities through the use of the housing vouchers. Commissioner Vaad moved to approve said program. Seconded by Commissioner Jerke, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
