The first request is from the Town of LaSalle to amend their existing service area to include land which has recently annexed. This request was originally made to NFRWQPA during the 2005 Update process, but due to an oversight, was not included in the final approved update. A revised map including the additional service area is included for your review. The second is a joint request from both St. Vrain Sanitation District (SVSD) and Dacono Sanitation District (DSD)to amend their existing service area boundaries. The two districts have developed an IGA that would move much of the existing service area for DSD into that of SVSD. The"old town" area of Dacono would remain part of DSD and continue to be served through an agreement with Weld County Tri-Area Sanitation District. I have enclosed a draft map and language that would reflect these changes. Please review the enclosed information and respond at your earliest convenience with any comments or concerns you may have with these requests. These amendments will be scheduled for review and discussion by the NFRWQPA at the August Association meeting. A public hearing to consider the amendments will be scheduled following the August meeting. VRAIN SANITATION DISTRICT PLAN AMENDMENT REQUEST The Dacono Sanitation District and the St. Vrain Sanitation District have made a joint request to amend the 2005 Update to the Water Quality Management Plan. The amendment would affect the basin language, data sheets, and service area maps for both entities. Revised language for the basin and data sheets is included below. Service area maps are included as separate documents. Dacono Sanitation District The Dacono Sanitation District provides only wastewater collection service to a portion of the City of Dacono that falls within its current service area boundary. The District contracts with the Weld County Tri-Area Sanitation District (WCTASD) for treatment and disposal of the wastewater from this area which is in and adjacent to the old town of Dacono and can flow by gravity to the WCTASD facility. The service area for the District has in the past included the current service area along with several square miles to the south which were part of the City of Dacono's Planning Area. As part of the 2005 Update to the Water Quality Management Plan, the District expanded that service area three miles to the east, to Weld County Road 21, which encompasses an expanded Development Area for the city. Following the 2005 Update, the District established an IGA with St. Vrain Sanitation District (SVSD). This IGA resulted in a plan amendment in which the majority of District's service area (a total of 12,160 acres) was incorporated into that of SVSD with the exception of the old town area currently being treated by WCTASD. This area was adjacent to the service area of SVSD and included large parcels that were prepared to develop. SVSD is currently studying the various options of moving effluent to the plant from the newly incorporated area, including connecting to current underused capacity lines with the use of lift stations and force mains. St. Vrain Sanitation District The St. Vrain Sanitation District (SVSD) was created in 1986 to serve the area near the intersection of 1-25 and State Highway 119, commonly referred to as Del Camino, and the surrounding areas. The District's secondary sewage treatment plant was constructed in 1987, along with a core collection system. This resulted in the elimination of 3 small treatment facilities in the Del Camino area. Five major line extensions along with numerous sub-division collection systems have been subsequently completed. As of August 2005, there were approximately 12,730 acres included within the District boundaries. Connections to the system at that time included 3,600 residential taps, a 210—unit mobile home park, and 122 commercial- industrial tap, totaling 5,201 single family equivalents. During the 2005 Update to the Areawide Water Quality Management Plan, the District added several square miles to their service area. Following the 2005 Update, the District established an IGA with Dacono Sanitation District (DSD). This IGA resulted in a plan amendment in which the majority of DSD's previous service area (a total of 12,160 acres) was incorporated into that of SVSD with the exception of the old town area of Dacono currently being treated by Weld County Try-Area Sanitation District (WCTASD). This newly incorporated area was adjacent to the previous service area of SVSD and included large parcels that were prepared to develop. In addition, the District also included area north of Highway 52 and east of the WCTASD service area. The District is currently studying the various options of moving effluent to the plant from the newly incorporated area, including connecting to current underused capacity lines with the use of lift stations and force mains. Eventually, SVSD plans to build the necessary new lines to connect the area to the treatment plant. The District's treatment plant is also four miles down gradient from the WCTASD's treatment works. The potential exists for future consolidation with this facility as well, which would include treatment of wastewater from WCTASD as well as the remaining DSD. In addition, the City of Longmont projects that it may need to construct additional treatment capacity after 2020 either at their existing plant or a new plant down gradient of the existing Longmont plant and within the SVSD service area. The District presently serves a small portion of Longmont located in Weld County. The District's wastewater treatment plant was converted from a 0.5 mgd aerated lagoon system to a mechanical plant with 3.0 mgd capacity (two 1.5 mgd extended aeration lagoon and clarifier modules) in April 2002. Flows generated from the newly incorporated area have the potential to be between 6.894 mgd and 9.192 mgd from an estimated total build out population of 50,000. In 2005 the District completed a master plan which includes four major line extensions and upgrading the plant to 5 mgd by 2009 and further expanding to 15-20 mgd by 2030. A rate study is also being completed. The District feels they are in a position to be a provider of regional service to communities in the area seeing expansion and could readily serve additional areas up-gradient of the service area with gravity sewers. • NFRWQPA 2005 WATER QUALITY PLAN UPDATE Major Point Source Inventory Data Operating Agency: Dacono Sanitation District NPDES Permit#: NA Permit Expires: NA Description of Treatment Facilities: Collection system to transport sewage to the Weld County Tri-Area Sanitation District treatment facilities. Should such an agreement be developed, the three districts would need to work together on any necessary improvements. NFRWQPA 2005 WATER QUALITY PLAN UPDATE Major Point Source Inventory Data Operating Agency: St Vrain Sanitation District NPDES Permit#: CO-0041700 Permit Expires: 6/30/2010 Description of Treatment Facilities: The plant has been converted to a mechanical system. It includes headworks trash removal, two 1.5 mgd extended aeration lagoon and clarifier modules, ultra violet disinfection, and solids storage and handling facilities utilizing two lagoons from the original plant. Treatment Facility Location: NW '/a, SE '/, Section 31, T3N, R67W Discharge Location: Oxbow Lake then to St. Vrain Creek, NW '/a, SE 1/4, Section 31, T3N, R67W. Effluent limits required beyond secondary to meet stream standards: Total Ammonia(as N) varies monthly. Estimated 5-year construction needs: As a result of the IGA with Dacono Sanitation District, the plant is expected to reach 80% design and 95% construction as early as 2011 and 2013 respectively. Additionally, there is the potential for IGAs with Weld County Tri-Area Sanitation District (WCTASD) and the proposed East I-25 Sanitation District for treatment of their wastewater. There is also the possibility that the Town of Mead will ask the District to treat its wastewater as an alternative to constructing a new plant. The WCTASD and DSD agreements would require a major interceptor. Additionally, four major line extensions and the paralleling of the Godding Hollow line are planned. A WWTF Master Plan was completed in September 2005 describing future plant expansion up to 20 mgd capacity. Upgrading the facility to 5 mgd is now scheduled for 2009 and further expansion to 15 mgd by 2030.
