According to the East Side Industrial Subarea Plan (ESISP) update to the Town's Land Use Plan map, the subject property is located within the Town's Growth Management Area (GMA) and is depicted as General and Neighborhood Commercial and Light Industrial on the Town's Land Use Plan map. The Town of Windsor Engineering Department reviewed the proposal and points out that the Town acquired utility easements from Kodak in 2001 through the area where the oil and gas wells are proposed. The Engineering Department further points out that well #27-31 is very close to the existing easement that contains an existing Town of Windsor storm drain pipe and a sanitary sewer pipe. The Engineering Department has informed the applicant: that no surface equipment may be located within the easements. Therefore, based upon the aforementioned information, the Planning Commission recommends approval to the Weld County Department of Planning Services, with the condition that the proposed oil and gas surface wells and facilities shall not be located within the existing Town of Windsor easements.
