Attached is a list of 48 questions which have been raised
as a result of our audit by Hyland Associates. We are
requesting that the Board of County Commissioners provides
the Council with its response to these questions by
November 19. The Council is also suggesting that the
Commissioners forward this information to their own audit
team which is analyzing the County Engineering Department.

QUESTIONS CONCERNING THE WELD COUNTY ENGINEERING DEPARTMENT
1 . Is there a profile or standard for gravel roads?
2. Is there a profile or standard for barrow ditches?
3. Describe those standards or profiles or provide copies
of documents setting forth those standards or profiles.
4. How are the standards or profiles communicated to the
road grader operators?
5. How do the standards or profiles compare with actual
county roads?
6. Describe the method of comparing standards or profiles
with actual county roads.
7. Is there an optimum speed at which road graders should
be operated?
8. What is that speed?
9. How is the optimum speed determined?
10. Is there a relationship between the quality of the road
grading and the speed of the grader?
11 . Is there a maintenance and/or grading schedule for each
county road?
12. Please describe such schedule, if one exists.
13. Is there a maintenance schedule for county road grading
equipment?
14. Please describe that schedule, if one exists.
15. Does the Road and Bridge Department, or any other department,
keep an inventory of equipment used by the Road and Bridge
Department?
16. Please provide that inventory.
17. How many miles per day is a grader operator expected to grade?
18. Describe how the road grading work is monitored.
19. Describe how the determination is made as to what road grading,
or other work, will be accomplished in any given period.

technical , personnel and management training.
27. Who is responsible for training at each level and in each
division within the Road and Bridge Department? Describe
his or her responsibilities.
28. Please describe in detail the incentive, merit and promotion
systems used in the Road and Bridge Department.
29. Please describe the qualifications for each level of road
grader operator.
30. What is the pay level associated with each level of road
grader operator?
31 . How many women are employed by the Road and Bridge Department
and what are their positions?
32. What are the qualifications for a supervisor level position
within the Road and Bridge Department?
33. Describe in detail any quality control programs used by the
Road and Bridge Department.
34. Describe in detail how job assignments are made within the
Road and Bridge Department.
