CO ; PIA) 03 et- O' - C6'C'/ Exhibit B FISCUS PIT Surveying Scope of Work and Fee Estimate Land Survey Plat February 6, 2006 • Farnsworth Group will perform a Land Survey Plat on the proposed Fiscus site that is located in the north one-half of Section 7, Township 10 North, Range 57 West being approximately 116 acres more or less based upon the line work you have provided. • We will perform field surveys, calculations and review of record documents. • The survey will be performed in accordance with applicable State Statutes. • Client and/or owner shall be responsible for providing a title commitment for this property prior to starting the ALTA/ASCM Land Title Survey. We will use the title commitment for identification of record of ownership and easements. We will perform supplemental research, if required, for the establishment of the boundaries of this property as a part of our services, including survey records at City, County, and other offices. • Record easements will be computed and shown based upon their respective legal descriptions in title documents noted in the title commitment. • We will set a total of seven property corners to monument the property boundary. • We will prepare a legal description and exhibit map of the property on letter size paper. • The Land Survey Plats will be output on one 24" x 36" sheet at a scale of 1" = 200' combined with the Topographic Survey or output on two sheets at a scale of 1" = 100". • At this time based upon the information we have we are planning on having to reestablish and set a new monument for the west one-quarter of section 7, northwest corner of section 7, north one-quarter section 7 and the northeast corner of section 7. • This scope of work includes the re-habilitation of the west one-quarter of section 6, the east one-quarter of section 6, the north one-quarter of section 8 up to five (5) aliquot land corners. The County is responsible for providing all material to complete this task. • The cost of any supplies and/or equipment needed to set or for the re-habilitation of the nine (9) aliquot land corners. We are planning on setting a#6 rebar, 30" long with a 3" aluminum cap for the survey monument.We are also going to rent a pionjar to help in setting and the digging up of existing monuments. • This scope of work includes the preparation of nine (9) new Colorado Land Survey Monument Records and to file the monument record forms with the State Board of Registered Engineers and Registered Land Surveyors in compliance with C.R.S. requirements. • FISCUS PIT Page 2 of 2 February 6, 2006 • The Horizontal control datum will be the same as that used to complete the topographic survey. • The client shall be responsible for providing us the coordinate values of all the aliquot land corners they have located. • The client shall be responsible for providing us with any roadway right of way documents and Land Survey Plats if any within the survey area. • This project does not include preparing permission to enter forms. Our field crew will try to contact any visible homeowners or tenants in the project area. This scope assumes that the county will assist us with access issues on site. Deliverables: • The deliverable for this project will be five paper plots for the initial review of the survey and twenty-five signed and sealed paper plots and one mylar plot for depositing and one for our records. A CD with the electronic copy of the survey information, in AutoCAD format based upon the Farnsworth Group Layering System will also be provided. Schedule: We anticipate completion of the Land Survey Plat within 5 - 6 weeks from receipt of your written acceptance of this proposal subject to any adverse weather constraints. Proposed Fee: Farnsworth Group will perform the above-noted Services on an hourly basis not to exceed $15,150.00, to be billed in accordance with our Weld County Approved Rate Schedule. A more detailed breakdown of estimated maximum fees is provided on the Project Budget Worksheet, attached hereto for reference. The anticipated work will not exceed $15,150. This work is required to be completed for the permitting process with the State of Colorado and includes setting and resetting numerous section corners and filing monument records. The Engineering Division is in the process of filling the two vacant survey positions (Engineering Tech II) and does not have the ability to complete this work in-house under the current schedule of opening the quarry expansion this construction season. What options exist for the Board? (Include consequences,impacts, costs,etc.of options) Option #1: Approve the work order. This approval would allow for the permitting process to continue under the current schedule of making this quarry expansion operational this construction season. Option #2: Not approve the work order. Work would need to be completed by Public Works staff. Due to current staff limitations, impacts would most likely mean the quarry expansion would not be operational this construction season. The Operations Division is currently planning on this quarry expansion as part of their work plan and they would need to make adjustments to their plan. Recommendation to the Board: Public Works recommends approval of this Work Order and requests signature on the enclosed Exhibit "A" Work Order form. Thank you for your consideration.
