Construction is estimated to start in 24 months and build at an annual rate of 3 dwelling units per year resulting in an expected growth in enrollment of 3 elementary,2 middle school and 2 high school students by 2010. School Capacities Compared to Student Enrollment(based on annual October Count): According to Master Plan 2004's five-year projection, the estimated student population from this development, and others that have received final plat approval, will cause district • enrollment to exceed service level C. Master Plan 2004 is available on the District's website: www.thomnson.k12.co.w Impact overview: Winona Elementary is in a long-term trend of escalating enrollment that will soon exceed its building's capacity. In 2000, the area north of Hwy34, east of'County Road 9, and west of 125 was shifted from Winona to Monroe in an active move. An active move is when there are children living in the area changed and already attending school. In 2003,the Waterford Place apartments on Hwy402 were moved from Winona's attendance area to Truscott. This was a passive move made prior to construction starting. This school is one of the district's smaller elementary buildings, but it does have land available for an addition. Conrad Ball Middle School is in an intense growth trend that will continue for many years and eventually exceed its building's capacity. The district has title to a 30-acre site dedication that is expected to support the necessary expansion at this level when needed. Mountain View High School is expected to experience a short-term decline in enrollment that will reverse itself and climb steeply thereafter eventually exceeding its present capacity and requiring the addition planned for within its original design. Additional comments: • The District's citizen-based Master Plan Committee(MPC)monitors capacity levels at each of the district schools and makes annual recommendations for responding to projected enrollment changes. In consideration of the probable impact(s) of this development, the MPC may recommend using one or more of the tools described in "Section 6.2, Accommodating Change" (pages 24-25) of Master Plan 2004. The selection and timing of the most appropriate tool(s) will be determined by the Board of Education. It is important to remember that these tools do not affect class size or services available to students. The student-to-teacher ratio is based on per pupil funding,which is determined by the State of Colorado legislature. • The size and location of this development indicate that the school district land dedication requirement should be made in the form of payment-in-lieu-of land dedication as per our intergovernmental agreement. • The current attendance areas will require bussing at all levels. A bus stop area should be located well off the traveled portion of the roadway on CR3 and Twin View Lane. • We recommend street lighting at all bus pick-up points to assist wintertime safety. Quote:"The current attendance areas will require bussing at all levels. A bus stop should be located well off the traveled portion of the roadway on CR3 and Twin View Lane, * What this means is that an area where students can congregate while waiting for the bus should be identified and located away from CR 3 and Twin View Lane,to keep them away from the path of traffic. I see on the sketch plan you have indicated a pull out for the bus.This pull out is not required or necessary for two reasons:we cannot guarantees which direction the bus will be approaching from for student pick ups/drop offs and in order to be able to legally stop traffic approaching from either direction the bus must stop as far right as possible on the traveled portion of the roadway when discharging or receiving passengers. Suggestions for a student waiting area would be a concrete or asphalt pad large enough for a minimum of 4 students to stand on while waiting for the bus to arrive. The area should have street lighting and be highly visible from the county roadway and Twin View Ln. -any landscaping should not obscure visibility to or from -- the site. It would be the developers decision whether or not to construct and maintain a small shelter at the site for the students.
