I enclose a copy of the letter from John Andrew dated September 5, 2006 in this regard. The Windsor Reservoir and Canal Company who owns the Springer Ditch, into which the drainage will flow, has approved the developer's plan and has agreed to accept the drainage flows anticipated from the development project. We will do our standazd written agreement as soon as we have the details of the outlets. This is not a big deal and is simply a matter of receiving the details so that we can be sure that the point source inflow protects the ditch. We see no objection to finalizing the planning process under these circumstances. (2550-T4) During the month of August, I reviewed the plans and Final Drainaoe Report for the above-named development and conducted a site inspection with you on August 17th. The historic drainage pattern diverted off-site flows from the northern area(outside of ihe development) to the Springer Ditch that historically would flow over the Windsor Reservoir Outlet Canal or could be diverted directly into the canal following development. These off-site flows will sheet flow into the outlet canal bypassing the Springer Ditch. Flows from ihe developed area will be discharged under controlled conditions, less than historic flow rates, into either the lateral or the canal from two flood attenuation ponds. Details of these outlets have not been provided as yet, but I believe they are being finalized by Northern Engineering durin� September. Pending review of the pond outlet details,I believe the proposed drainage facilities are satisfactory for the Ditch Company and will attenuate flood flows into the Windsor Reservoir outlet canal. It Is a document that describes several components of the development that will be the responsibility of the Homeowners Association and individual lot owners. The foilowing outline describas the various elements of the Handbook; how they will be managed;who is responsible for taking care of them;and,how the funding of each item will be collected. As a part of the Covenanis,this document will have the enforcement and collection authority of the Homeowners ASsociation and it will act as an encumbrance on each property. STORM WATER Stortn waber consist of: * Swales * Pipes * Detention (Retention Areas) * Water Quality Features * Cutverts * RIP�P Each of the storm water facilities will be identified and the technical/engineering aspects of each facllity will be detailed. The ownership and maintenance of these facilities will be the responsibility of the HOA,funded through the collection of annual dues. Any facilities or drainage that Is over or adjacent to any lot will be d�cribed and the responsibllities of each homeowner,as they relate to drainage,grading and mal�enance,will be spelled out Since the primary storm water facilities are also part of the common area landscaping or the roads,the maintenance and reserve accou�for these categories will include storm water. ROADS The roads throughout the neighborhood wiil be dedicated to ffie County,but maintained by the HOA. The trash aompany Is to provlde service to all Homeowners in the Association at the Homeowners expense. The trash will be picked up not more than one(1)common day of the week. The Association's streets are new and using a single trash hauler will reduce the number of heavy trucks on the streets. Street deterioration from one trash truck is equivalent to 10,000 cars. The Homeowner's Association through majorily approval as set forth in the Protec6ive CovenaMs wili debermine the trash hauling company. COMMON AREAS The common areas wili be own�,managed and maintained by the HOA. Other than the entryway,all wmmon areas wlll be landscaped with a droughritolerant native grass seed mix. Once established,these areas will require periodic mowing (one per month,typically),periodic fertilizer,and broadleaf weed control(one per season), and infrequent maintenance and/or replacement The entryway features will be maintained at a high quality,manicured level. Weekly mowing,daity irrlgation,annual flowers,ornamental trees and shrubs,and all of the care usually given to high caliber features,will be applied. ONSITE WASTEWATER TREATMENT SYSTEMS � Sanitary sewer will be handled with individual Septic Tank systems in the Falcon Ridge P.U.D. using individual onsite wasbewaEer treatment systems from Orenco Systems,Inc.called,AdvanTex�Treatment Syrstems. These systems are d�igned to function perpetually when they are managed and main�ined properly(see Exhibit A). The system will utilize the AdvanTex�Treatrnent System in addition to the septic tank and absorption f9eld.These systems will be required to meet minimum standards for design required by the Weld County Health Departrnent Overview: AdvanTex�Treaiment Systems are designed bo clean wastewater to a higher quality before discharging to your absorption fleld far tinal treatrne� AdvanTex�is easy to . service,easy to ciean,and generat�virtually no troubl�ome activated sludge. This is ' understandable. In urban and suburban areas there are sewers to carry household waste to municipal wastewatertreatment facilities. , In more rural area, however, septic tank sysbems provide the functions of both sewer - and treatment facilities. All household waste is disposed of through the sep�c system. The quantlty and composition of waste generated in the home varies according to the number of residents,their personal water usage,and the water-utilizing appliances in the home. The proper operation of the sep�ic system is essential to public and private health,to properry values,and to the environment. ' The Septic Tank System (ProceSsing Tank) The processing tank provides primary wastewater treatment. The tank is an enclosed, watertight receptacle designed to collect wastewater; segregate settleable and floatable solids (siudge and scum); accumulate,consolidate, and store solids; digest organic matter; and discharge treated effluent. BOD (biochemical o�rygen demand) removais of greater than 65�k and TSS (botal suspended solids) removals of greater than 70% are easily accomplished. � The tank operates as a plug-flow type of reactor(fluid and particles enter and exit the tank in progressive sequence). Wastewater separetes into three disGnct layers: a floating scum layer, a bottom siudge layer, and a clear zone in between,which is reladvely fr�of large solids. AdvanTex Textile Filter The AdvanTex textile filter provides secondary wastewater treatrnent. The filter is a , sturdy watertight fiberglass basin filled with an engineered texdle material. This lightweight, highly absorbent textile material treats a tremendous amount of wastewater in a small space. The AdvanTex filter operates in the re-circulating mode,just like a re-circulating sand or grdvel filter, but loading rates are typically 5—20 times higher, for a number of reasons. For one thing, the textile media has a very large surface area—about 5 times greater than that of an equivalent volume of sand. Tex41e also has a greater void volume (for free flow of oxygen) and greater water-hold capacity. Wastewater percolates both through and between the textile media. A visible biological film normally develops on the filter medium within a fewdays. BOD6 and TSS reductions occur almost immedia�ly. Within the fiiter, aerobic conditions exist that are ideal for microbes that convert ammonia to nitrate(nitrification). Other wnditions exist,too,that result in further n(trogen reduction with the media. Some AdvanTex filters are configured (Mode 3) so that the fildate re-circulates back to the high-carbon, low-oxygen environment at the inlet end of the processing tank, which is ideal for microbes that reduce nitrates to nitrogen gas (de-nitrification). Harmless nitrogen gas is then releas�l freely back ir�to the atmosphere. DO keep a record of pumping, inspections, and other mafntenance. . DO prectice water conservation. Repair dripping faucets and leaking toilets, run � washing machines and dishwashers only when full, and avoid long showers,and use water-saving features in faucet, showers heads and toilets. DO leam the locatlon of your septic system and drainfield. Keep a sketch of it handy for service visits. If your system has a flow diversion valve, leam its location, and tum it once a year. Flow diverters can add many years to the Iife of your systiem. DO divert roof drains and surface water from driveways and hillsides away from the septic system. Keep sump pumps and house footlng drains away from the sepdc system as well. �O take leftover hazardous household chemicals to your approved hazardous waste collection center for disposal. Use bleach, disinfectants, and drain and toilet bowl cleaners sparingly and in aaordance with product labels. DON'T allow anyone to drive or park over any part of the system. The area over the drainfield should be left undisturberi with only a mowed grass cover. Roots from nearby trees or shrubs may clog and damage your drdin lines. DONT make or allow repairs to your septic system without obtaining the required Health Departrnent permit. Use professional licensed septic contractors when needed. . DONT use commercial septic tank additives. These products usually do not help and some may hurt your system in the long run. DONT use your toilet as a trash can by dumping nondegradables down your toilet or drains. Also, don't poison your septic system and the groundwater by pouring harmful chemicals down the drain. They can kill the beneficial bacteria that treat your wastewater. Keep the following material out of your septic system: Nondegradables: grease,disposable diapers, plastics, etc. Poisons: Gasoline, oil, paint, paint thinner, pesticides,andfreeze, etc. DONT go down fnto a septic tank. Toxic gases are produced by the natural treatrnent • processes in septic tanks and can kill in minutes. Extreme care should be taken when inspecting a septic tank,even when just looking in. DONT dig in your drainfield or build anything over it, and don't cover the drainfield with a hard surface such as mncrete or asphalt. The area over the drainfield should have only a grass cover.
