Dear Kim:
The final Drainage Repor[ has been reviewed by our Engineer and has been approved. I
enclose a copy of the letter from John Andrew dated September 5, 2006 in this regard.
The Windsor Reservoir and Canal Company who owns the Springer Ditch, into which the
drainage will flow, has approved the developer's plan and has agreed to accept the drainage
flows anticipated from the development project.
We will do our standazd written agreement as soon as we have the details of the outlets.
This is not a big deal and is simply a matter of receiving the details so that we can be sure that
the point source inflow protects the ditch.
We see no objection to finalizing the planning process under these circumstances.

Falcon Ridge P.U.D. (2550-T4)
During the month of August, I reviewed the plans and Final Drainaoe Report for the above-named
development and conducted a site inspection with you on August 17th. The historic drainage pattern
diverted off-site flows from the northern area(outside of ihe development) to the Springer Ditch that
historically would flow over the Windsor Reservoir Outlet Canal or could be diverted directly into the
canal following development. These off-site flows will sheet flow into the outlet canal bypassing the
Springer Ditch.
Flows from ihe developed area will be discharged under controlled conditions, less than historic flow
rates, into either the lateral or the canal from two flood attenuation ponds. Details of these outlets
have not been provided as yet, but I believe they are being finalized by Northern Engineering durin�
September.
Pending review of the pond outlet details,I believe the proposed drainage facilities are satisfactory for
the Ditch Company and will attenuate flood flows into the Windsor Reservoir outlet canal.

Northern Engineering,and is dated July 10, 2006.

licensed to pracrice in the state of Colorado. All Change of Zone submittals must be stamped, signed and
dated by a licensed P.E.

❑ Please add the following note to the text of the Change of Zone drainage report: "Weld Counry wi11 not be
responsib[e for the maintenance ojdrainage related areas."
❑ An offsite drainage easement from the ditch owners/operators is required for discharge into the Springer Ditch
and the Windsor Reservoir Outlet Canal. The applicant must provide written consent from the
owners/operators of these ditches to receive stormwater releases from the site,and the owners/operators must
agree to the location and nature of the release. A record of these easement agreements shall be provided to
and approved by Public Works prior to recording the Change of Zone plat:
❑ The Drainage criteria established in Table SO-1 from the UD&FCD Urban Storm Drainage Criteria Manual is
not applicable to projects in Weld County, as per Weld County CODE 24-7-130(D). 5-year historic release
rates must be calculated using appropriate engineering methods.
❑ All lots on the property require detention to reduce flood hazard risks to the adjacent residents and property.
Any undetained releases from the site shall be subtracted from the allowable 5-year historic release rate from
the site, and shall affect the overall detention pond and outlet structure design.
❑ Please show offsite contours for a minimum of 200 ft outside property limits,and on all offsite areas flowing
to the project site.
❑ A dedicated drainage easement is required for all areas of 100-year inundation.Please identify and dimension
all drainage easements on all plan sheets submitted with the Change of Zone drainage report.
❑ All culverts must be designed to pass the minor(10-year) storm, and may nof have a headwater-to-diameter
(HW/D)rario exceeding 1.5 by Weld Counry Storm Drainage Criteria.
❑ All culverts shall be designed using an appropriate downstream tailwater elevarion to correctly determine inlet
or outlet conhol. Calculations provided in the Change of Zone drainage report do not adhere to FHWA
criteria established in HDS-5 (FHWA 2005).
❑ An erosion and sediment control plan must be submitted as part of the Change of Zone drainage report.
Please show all areas requiring temporary and permanent erosion control.

INTRODUCTION
The Environmental Management Nandbook will be an appendix to the Protective
Covenanfs of Falcon Ridge P.U.D. It Is a document that describes several
components of the development that will be the responsibility of the Homeowners
Association and individual lot owners. The foilowing outline describas the various
elements of the Handbook; how they will be managed;who is responsible for taking
care of them;and,how the funding of each item will be collected. As a part of the
Covenanis,this document will have the enforcement and collection authority of the
Homeowners ASsociation and it will act as an encumbrance on each property.
STORM WATER
Stortn waber consist of:

* Detention (Retention Areas) * Water Quality Features
* Cutverts * RIP�P
Each of the storm water facilities will be identified and the technical/engineering
aspects of each facllity will be detailed. The ownership and maintenance of these
facilities will be the responsibility of the HOA,funded through the collection of annual
dues. Any facilities or drainage that Is over or adjacent to any lot will be d�cribed
and the responsibllities of each homeowner,as they relate to drainage,grading and
mal�enance,will be spelled out Since the primary storm water facilities are also
part of the common area landscaping or the roads,the maintenance and reserve
accou�for these categories will include storm water.
ROADS
The roads throughout the neighborhood wiil be dedicated to ffie County,but
maintained by the HOA. A reserve amount of seal coating,crack filling,patching and
overlayis discussed in the Projected HOA Budget

TRASH HAULING
All Homeowners will be required use the same trash hauler should they chose to
utilize a wmmercial company. The trash aompany Is to provlde service to all
Homeowners in the Association at the Homeowners expense. The trash will be
picked up not more than one(1)common day of the week. The Association's streets
are new and using a single trash hauler will reduce the number of heavy trucks on
the streets. Street deterioration from one trash truck is equivalent to 10,000 cars.
The Homeowner's Association through majorily approval as set forth in the
Protec6ive CovenaMs wili debermine the trash hauling company.
COMMON AREAS
The common areas wili be own�,managed and maintained by the HOA. Other than
the entryway,all wmmon areas wlll be landscaped with a droughritolerant native
grass seed mix. Once established,these areas will require periodic mowing (one per
month,typically),periodic fertilizer,and broadleaf weed control(one per season),
and infrequent maintenance and/or replacement
The entryway features will be maintained at a high quality,manicured level. Weekly
mowing,daity irrlgation,annual flowers,ornamental trees and shrubs,and all of the
care usually given to high caliber features,will be applied.
ONSITE WASTEWATER TREATMENT
SYSTEMS �
Sanitary sewer will be handled with individual Septic Tank systems in the Falcon
Ridge P.U.D. using individual onsite wasbewaEer treatment systems from Orenco
Systems,Inc.called,AdvanTex�Treatment Syrstems. These systems are d�igned to
function perpetually when they are managed and main�ined properly(see Exhibit
A). The system will utilize the AdvanTex�Treatrnent System in addition to the septic
tank and absorption f9eld.These systems will be required to meet minimum standards
for design required by the Weld County Health Departrnent

most advanced technologies,the AdvanTex�Treatrnent System requires regular
maintenance. As a condition of warranty,property owners must purchase a service
contract from a certified third party provider.
The AdvanTex�Treatment System comes standard writh a VeriComm�telemetry
control panel with a web-based monitoring system,superv7sed by the System's
seroice provider. Alarm notifications are aubomatically sent to the servlce provider's
e-mail capable device. Messagcs are r�ent until the cond(tion has been cleared. As
a backup,the VeriComm�conirol panel also has an audible alartn. And the S�rstem is
sized to allow for a minimum of 24 hours of wastewater storage(at average daily
flowrs). That means an operator can provide service to the system during normal
working hours,regardless of when an alarm occurs.
The AdvanTex�Sysbem's pumps typlcally run 30-60 minutes per day,so AdvanTex�
uses very little power...an average of$1.25—2.50 per month(based on the national
average of eight ceMs per ldtowatt hour). Compared to power costs of up��20-
$60 per month for many"activated sludge"aerobic treaiment units.
Falcon Ridge P.U.D.design criteNa:
1. AdvanTex�Treatments Syrstems wlil be instailed on all sites in Falcon Ridge
P.U.D. for onsite treatrnent of wasbewater.
2. There are typical access ports installed in ali Septic Tanks,which aliow each
chamber of the tank to be accessible for monttoring and/or sludge removal.
However,in most application,these ports are buried during the bacl�illing of
the sysbem. It will be required that all aaess ports are fitbed with an aaess
riser and lid that is flush with the flnished grade of the property. This wlll
faciliiate ffie monitoring and maintenance ffiat is required and discussed
below.
. 3. The location of the leach fleld is predetermined on the Leach Field locatlon
Site Plan. These predetermined locadons are established bo place ffie leach
field of each home in locations on their lots that put as much distance as
possible beiween the bottom of the leach fields and the highest anticipated
groundwater level. The leach flelds will not be permitted to have structures
� (permanent or bemporary)on the easanents as shown and noted on the
recorded plat from the Weld CouMy Health Departrnent In every case,these
ftelds will meet or exoeed tlie separation required by Weld County.
, 4. The Homeowner must provide continuous,unobstrqcted access to the location
of the Onsite WasCewaDer Sysbems for purposes of monitoring and insp�.ting.
This includes but is not limited to the observation;inspecting,#psting and
repai�ing of the syrsEem. This access is bo be outlin�l by ffie Homeowner and
approved by the Architectural Co�ol Committee at the time of review of ffie
house plans.

• Provlde a qualified geobechnical engtneer report examining the t�.t hole
and certifying the groundwater level meet5 the requirement5 of Weld
County.
Upon approval from the Architectural Control Cammittee and a Pertnit being issued
by Weld County,the sysbem may be Installed. After Installatton and Inspection by
Weld County,a finat inspettlon will be pertormed under the dlrection of the
• Homeowners ASsociation to assure the matnbenance aocess porls,filters,and
ventilation ports have been installed wrrectly and backfilling meets the guidelln�s as
outtined in the Installatlon Guide provided by AdvanTex�Syrstems for Residential
Applications.
Monttor7na and Maintenance:
Every year monitoring and malntenance will be wnducted by a third parly service
' contract as outlined below. This inspection will Include measuNng the level of sludge
in the Septic Tank,cleaning of the effiuent filter,and flling a report o.n the condition
of each sysbem,as well as the duties pertormed. Any out of the ordinary
circumstances associated with any system will immedlately be brought to the
atten�on of the homeowner and the managing entity.
SeptiC Tank pumping will be required every fours years,as recommended by Weld
County,or sooner if inspections conflrm the need. Should a homeowner requlre '
additional pumping or repa(rs,the homeowner will be responsible for the cost and
must provide the maietenance report forms to the Homeowners Association. It will
be the responsibility of Nomeowners Association to assure additional pumping
requlr�nents are me�
Manaaement•
The Falcon R(dge P.U.D. Homeowners Associallon will handle the management of
each component described above. Each lot owner will be made fully aware of their
obligations and responsibilities,which will be described, In the rernrded Protective
Covena�Ms of the spbdivision. �nforcement orovisions Including fines,liens on the
property,secu�ity deposits,and other legal measures will help insure compiiance
with these requirements as outlined tn the Protective Coveeants. Fundina for design
review and installation inspection will be the individual homeowaer's responsibiltty.
An inittal deposit assoclated with architectural control revtew of the proposed home
plans will be required bo establish septic management reserves to wver the
expenses. Annual inspectlons and tank pumping every four years will he fundal by
the collection of annual H:O.A.dues and placed in a septic management reserve

The Househoid Plumbing and Waste System
If you are like most people, you know very little about your septic tank system. This is
' understandable. In urban and suburban areas there are sewers to carry household
waste to municipal wastewatertreatment facilities.
, In more rural area, however, septic tank sysbems provide the functions of both sewer -
and treatment facilities.
All household waste is disposed of through the sep�c system. The quantlty and
composition of waste generated in the home varies according to the number of
residents,their personal water usage,and the water-utilizing appliances in the home.
The proper operation of the sep�ic system is essential to public and private health,to
properry values,and to the environment.
' The Septic Tank System (ProceSsing Tank)
The processing tank provides primary wastewater treatment. The tank is an enclosed,
watertight receptacle designed to collect wastewater; segregate settleable and floatable
solids (siudge and scum); accumulate,consolidate, and store solids; digest organic
matter; and discharge treated effluent. BOD (biochemical o�rygen demand) removais of
greater than 65�k and TSS (botal suspended solids) removals of greater than 70% are
easily accomplished. �
The tank operates as a plug-flow type of reactor(fluid and particles enter and exit the
tank in progressive sequence). Wastewater separetes into three disGnct layers: a
floating scum layer, a bottom siudge layer, and a clear zone in between,which is
reladvely fr�of large solids. A pump vault with an effluent filter located at the outlet
end of the tank draws liquid efFluent from the clear zone, and the filfiered effluent is
dosed to the next step in the treatment process...the AdvanTex Textile Filter. .
Because the AdvanTex Treahnent System operates in the r�circulating mode,the
fiitrate from the Textile Filter retumsto the processing tank in one of two ways: to the
back(oudet end)of the tank in Mode i and to the front(inlet end) of the tank in Mode
3. This plumbing configuration affects effluent quality. Effluent qualiry is also
contlngent upon a number of other conditlons inside the tank:
• strength and chardcteristics of incoming waste
• average flows within design range(typically 40-60 gallons per person per day)
• adequate long-term solids reCention for thorough digesdon
• watertightness of tank(for proper s6atification of ineoming waste to prevent
treatment short circuiting and hydraulic overloading)

AdvanTex Textile Filter
The AdvanTex textile filter provides secondary wastewater treatrnent. The filter is a
, sturdy watertight fiberglass basin filled with an engineered texdle material. This
lightweight, highly absorbent textile material treats a tremendous amount of wastewater
in a small space.
The AdvanTex filter operates in the re-circulating mode,just like a re-circulating sand or
grdvel filter, but loading rates are typically 5—20 times higher, for a number of reasons.
For one thing, the textile media has a very large surface area—about 5 times greater
than that of an equivalent volume of sand. Tex41e also has a greater void volume (for
free flow of oxygen) and greater water-hold capacity.
Wastewater percolates both through and between the textile media. A visible biological
film normally develops on the filter medium within a fewdays. BOD6 and TSS reductions
occur almost immedia�ly.
Within the fiiter, aerobic conditions exist that are ideal for microbes that convert
ammonia to nitrate(nitrification). Other wnditions exist,too,that result in further
n(trogen reduction with the media. Some AdvanTex filters are configured (Mode 3) so
that the fildate re-circulates back to the high-carbon, low-oxygen environment at the
inlet end of the processing tank, which is ideal for microbes that reduce nitrates to
nitrogen gas (de-nitrification). Harmless nitrogen gas is then releas�l freely back ir�to
the atmosphere. The aalimation period for nitrification may renge from four to eight
weeks,or longer in colder climabes.
� AdvanTex flltrate effluent quality is dependent upon proper management of the re-
circ/blend effluent flowing into the filter(virhich, in turn, is dependent on the conditions
described in the previous section). If proper tonditions are met, and with typical
average daily flow of 40—60 gallons per capita per day,you can expect the following
treatrnent performance:

Routine Cleaning &Maintenance Procedures
These systems require regular inspections and maintenance of AdvanTex Treatment
systems as a cnndition of purchase. All activitles are to be performed three-to-six
months after system start-up; and an annual field-service inspection, including sampiing,
is to be scheduled in late spring or in early summer.

recommended and required. Failure to provide required maintenance will void the

Benefits of AdvanTex�Treatrnent Systems
The AdvanTex�Treatment Systems are an innovative technology for onsite treatment
of wastewater. Unlike other wastewater treatrnent technologies,this system provides
consistent, reliable wastewater treatment, even during"peak flow"conditions. It
includes a Septic Tank and a wntrol panel with a programmable dosing dmer. So it
discharges small amounts of treated wastewater, regularly,through the day.
AdvanTex�treats residential-strength waste to bet6er than"secondary"standards.
AdvanTex� is easy to service, easy to clean, and generates virtually no troublesome act .
ivied sludge. As with other advanced systems,AdvanTexc� requires regular
maintenance. A condition of the warranty, property owners must purchase a service
contract from�a certifted third party provider. The AdvanTexO Treatrnent System mmes
with a VeriComm�telemetry control panel with a web-based monitoring system,
§upenrised by the System's service provider. Alarm notiflption is automatically sent to
the se�rice providers e-mail capable device. Messages are resent until the condition has
been cleared. As a back up,the VeriComm� control panel also has an audible alarm.
And the System is sized to allow for a minimum of24 hours of wastewater storage (at
average daily flows). This means an operator can provide service to the system during
normai worldng hours, regardiess of when an alartn occurs. '

SEP'TIC SYSTEM DO'S AND DONT S
DO have you tank pumped out and system inspected every 3 to 5 years bya licensed
septic contraetor(listed in the yellow pages).
DO keep a record of pumping, inspections, and other mafntenance. .
DO prectice water conservation. Repair dripping faucets and leaking toilets, run �
washing machines and dishwashers only when full, and avoid long showers,and use
water-saving features in faucet, showers heads and toilets.
DO leam the locatlon of your septic system and drainfield. Keep a sketch of it handy for
service visits. If your system has a flow diversion valve, leam its location, and tum it
once a year. Flow diverters can add many years to the Iife of your systiem.
DO divert roof drains and surface water from driveways and hillsides away from the
septic system. Keep sump pumps and house footlng drains away from the sepdc
system as well.
�O take leftover hazardous household chemicals to your approved hazardous waste
collection center for disposal. Use bleach, disinfectants, and drain and toilet bowl
cleaners sparingly and in aaordance with product labels.
DON'T allow anyone to drive or park over any part of the system. The area over the
drainfield should be left undisturberi with only a mowed grass cover. Roots from nearby
trees or shrubs may clog and damage your drdin lines.
DONT make or allow repairs to your septic system without obtaining the required
Health Departrnent permit. Use professional licensed septic contractors when needed.
. DONT use commercial septic tank additives. These products usually do not help and
some may hurt your system in the long run.
DONT use your toilet as a trash can by dumping nondegradables down your toilet or
drains. Also, don't poison your septic system and the groundwater by pouring harmful
chemicals down the drain. They can kill the beneficial bacteria that treat your
wastewater. Keep the following material out of your septic system:
Nondegradables: grease,disposable diapers, plastics, etc.
Poisons: Gasoline, oil, paint, paint thinner, pesticides,andfreeze, etc.
DONT go down fnto a septic tank. Toxic gases are produced by the natural treatrnent
• processes in septic tanks and can kill in minutes. Extreme care should be taken when
inspecting a septic tank,even when just looking in.
DONT dig in your drainfield or build anything over it, and don't cover the drainfield with
a hard surface such as mncrete or asphalt. The area over the drainfield should have
only a grass cover. The grass will not only preverit erosion, but will help remove excess
waber.
