The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, August 23, 2006, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tern
Commissioner William H. Jerke
Commissioner Robert D. Masden
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Jenny Luna
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Jerke moved to approve the minutes of the Board of Social Services meeting
of August 21, 2006, as printed. Commissioner Long seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $20,292.91. Commissioner Vaad moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICESANDAUTHORIZECHAIRTO SIGN-
GREELEY QUICK CARE: Judy Griego, Director of Social Services, stated the term of the agreement is
July 1, 2006, through June 30, 2007, and Greeley Quick Care will provide health evaluations to County
Certified Foster Care Parents and biological children for the purposes of obtaining or maintaining
certification as County Certified Foster Parents. She stated Greeley Quick Care will be reimbursed at a
rate of$58.00 per person, not to exceed a maximum funding level of$7,000.00. Commissioner Long
moved to approve said agreement,and authorize the Chair to sign. Seconded by Commissioner Masden,
the motion carried unanimously.
CONSIDER CHILD PROTECTIONAGREEMENTFORSERVICESANDAUTHORIZECHAIRTO SIGN-
NORTH RANGE BEHAVIORAL HEALTH: Ms.Griego stated the term of the agreement is August 1,2006,
through May 31,2007,and North Range Behavioral Health will provide physiological evaluations for parents

involved in the Child Welfare System. She stated North Range Behavioral Health will be reimbursed a
maximum of$97,544.00, according to rates outlined in the agreement. Commissioner Long moved to
approve said agreement and authorize the Chair to sign. Seconded by Commissioner Jerke, the motion
carried unanimously.
CONSIDER CONTRACT FOR COLORADO PREVENTION PARTNERS STRATEGIC PREVENTION
FRAMEWORK STATE INCENTIVE GRANT AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the
contract,fora term of September30,2006,through September 29,2007,will provide funding in the amount
of$147,732.00. She stated the funding will be utilized for the employment of a Project Coordinator through
Island Grove Regional Treatment Center, survey expenses, training, equipment purchases, and related
operating expenses. She further stated the funding is provided through Federal Substance Abuse and
Mental Health Service Administration's five-year Strategic Prevention Framework State Incentive Grant,
which was awarded to the State of Colorado. She stated the Interagency Officers Group of HB04-1451 will
provide oversight. Commissioner Long moved to approve said contract and authorize the Chair to sign.
Seconded by Commissioner Masden, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
