Explain, in detail,the proposed use of the property. The property will remain a private residence for our family,with a home based business which is an animal/pet crematory. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 (Comprehensive Plan). As is stated in Chapter 22,Sec. 22-1-120 of the Comprehensive Plan, the goal of the Comprehensive Plan is to"express the needs and vision of a developing county, while protecting individual property rights". The property for which the USR is being proposed is the personal residence of the applicants and their two children. This property is located in an agriculturally zoned area in the Southwest corner of Weld County,which is an area of significant present and future growth. It is our intention to remain living on this property, enjoying a rural existence while it remains so. However, realizing the growth that is on the horizon,establishing this home based business will help us plan for,and benefit from, this pending population expansion. This will serve our family economically by providing additional personal income. It will also benefit the county and community through tax revenues and by providing a necessary service. This home based business will initially coexist comfortably with the existing rural residents,as well as serve the future needs of a growing urban community. Chapter 22, Sec.22-4-40 provides guidelines regarding Environmental resources,specifically air quality. The cremation equipment that is to be used in this home based business operates without smoke or odor,and the installation must be permitted by the environmental authorities of the county. The manufacturer of the crematory equipment(furnace)tests each model with an independent testing laboratory against standards set forth by the federal government. The emission levels are less than half the allowable standards to ensure environmental quality. Neighbors will not be aware when the equipment is operating. (Please see information provided from Matthews Cremation Division.) Chapter 22, Sec. 22-4-80 provides guidelines for waste disposal within Weld County. Deceased pets will be picked up from the veterinarian hospital,will be picked up from the family directly,or will occasionally be brought to us by the family of the pet. These expired pets will be briefly held in a refrigeration unit prior to their cremation. Once the cremation has occurred,the cremated remains will be returned to the pet's owners, upon their request. The other cremated remains are not considered biohazard waste by the health department,and will be disposed of with an appropriate waste management company. /9_ a? F3 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning)and the zone district in which it is located. The property for which the USR is being requested is located in an Agricultural zone district. It is presently,and will remain,the private residence of the applicants and their children. The application for a USR permit is to operate a pet crematory business on the premises; this appears to fall under Se. 23-3-30 of Chapter 23,Accessory Uses, letter "0",Home Business. The cremation furnace will be housed in either a Cleary or Morton garage/barn that is not yet built. This will be a permanent structure adding to the value of the property. Operation of this business will exist comfortably in the present rural community,as well as provide a useful service for future population growth in Southwest Weld County. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. This property is bordered by farmland on the north and east sides. The south and west neighbors are residences with home based businesses. There is a tree farm approximately ' mile to the northeast which is also a residence. There will be minimal, if any, increases in traffic to and from this business,as most of the animals will come from veterinarian hospitals rather than from private customers. As mentioned in question#2,there is no smoke or odor from the operation of the cremation furnace,and neighbors will be unaware when equipment is being used. 5. Describe, in detail, the following: a. How many people will use this site? The owners will operate,with less than five people likely to be present at any one time. b. How many employees are proposed to be employed at this site? There will be two employees, husband and wife. In the future, our children (2) may assist us with operation of the business. c. What are the hours of operation? Sam to 5pm Monday—Friday. d. What type and how many structures will be erected(build) on this site? There will be one garage style building. e. What type and how many animals, if any, will be on this site? There will be only private family pets living here. f. What kind(type, size, weight) of vehicles will access this site and how often? The business vehicles will be passenger vehicles and personal vehicles, which will access this site daily. g. Who will provide fire protection to the site? Mountain View Fire Protection serves this site. h. What is the water source on the property? (Both domestic and irrigation). Little Thompson water district is the source of water for this site. /_ _lo e i. What is the sewage disposal system on the property? (Existing and proposed). There is an existing septic tank on the property. j. If storage or warehousing is proposed, what type of items will be stored? Pet cremated remains will generally be returned to the customer; other remains will be disposed of with a waste disposal company. Prior to cremation,animals will be briefly stored in a refrigeration unit. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Not applicable; No additional landscaping is planned or needed as proposed parking is shielded from view with existing landscaping and structures. 7. Explain any proposed reclamation procedures when termination of the Use by.* Special Review activity occurs. The building would become a residential garage. 8. Explain how the storm water drainage will be handled on the site. Drainage will be done with natural run off. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction will begin following approval of the USR and should take approximately one to three months to complete,start to finish. 10. Explain where storage and/or stockpile of wastes will occur on this site. The primary purpose of this letter is to provide background information on our company,detailing our experience in the cremation furnace market to you and others that might review this document. Also, enclosed is factual information regarding the general location and operating conditions of cremation equipment throughout the United States. I have enclosed a chart comparing combustion by an automobile,a diesel truck,and a cremator operating for a two-hour period(the cycle time of a cremation).As you can clearly see,the cremator has far lower emission levels.The data on the automobile and truck comes from the United States government,and the information regarding pollutants from the crematory is based on actual test results.
