RE: GRANT REQUEST FROM KENNETH SHANNON TO PREADVERTISE SITE SPECIFIC
DEVELOPMENT PLAN AND AMENDED USE BY SPECIAL REVIEW PERMIT#1458
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from Kenneth Shannon, P.O. Box 843,
Brighton, Colorado 80601,for preadvertisement of an application for a Site Specific Development
Plan and Amended Use by Special Review Permit#1458 for a Use Permitted as a Use by Right,
an Accessory Use,or a Use by Special Review in the Commercial and Industrial Zone Districts(oil
and gas support service and storage of explosives) in the A (Agricultural) Zone District, and
WHEREAS, said property is described as part of the NW1/4 of Section 29, Township 1
North, Range 66 West of the 6th P.M., Weld County, Colorado, and
WHEREAS,after study and review the Board deems it advisable to grant said request,with
the hearing date to be set as August 30, 2006, at 10:00 a.m.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the request from Kenneth Shannon for preadvertisement of an application
fora Site Specific Development Plan and Amended Use by Special Review Permit#1458 fora Use
Permitted as a Use by Right,an Accessory Use,ora Use by Special Review in the Commercial and
Industrial Zone Districts(oil and gas support service and storage of explosives)in the A(Agricultural)
Zone District be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said request
be, and hereby is, set as August 30, 2006, at 10:00 a.m.

COLORADO SUBJECT: Request for Pre-advertisement
Kenneth Shannon has submitted a request that the application for Amended Use by Special Review
Permit #1458 for a Use Permitted as a Use by Right, an Accessory Use, or a Use by Special
Review in the Commercial and Industrial Zone Districts (oil and gas support service and storage
of explosives)in the A(Agricultural)Zone District,which will be heard by the Planning Commission
on August 15, 2006, be pre-advertised. If you wish to approve this request, a hearing before the
Board on August 30, 2006, will allow adequate time for advertising.

SUBJECT: KS Enterprises do Kenneth Shannon — Pre- Advertisement
KS Enterprises LLC do Kenneth Shannon is requesting a pre-advertisement for AMUSR-1458. The
applicant has submitted the attached letter dated June 8, 2006. The Department of Planning Services
does not anticipate that there will be significant issues that will have to be resolved between the
Planning Commission and Board of County Commissioners hearings.
KS Enterprises LLC application was submitted and deemed complete on June 8, 2006 and is
scheduled to be heard by the Planning Commission on August 15, 2006.
The Department of Planning Services is recommending approval of the pre-advertisement for AMUSR-
1458.
