Washington, D.C. 20024 (202)488-0610 ***After what seemed an interminable length of time, the White House finally sent Bob Broadbent ' s nomination to be Assistant Secretary/Water and Science to the Senate. The Sen Comm on Energy and Natural Res held a hearing on the nomination on June 7 and is expected to approve it without delay. "Pat " O ' Meara, Exec Vice Pres of NWRA, submitted a statement in support of Broadbent ' s nomination. Citing his record as Commissioner of Reclamation, O'Meara noted that at the time of Bob' s appointment, morale in the BuRec was low and programs that should have been active "were in mothballs. " "In just three short years, Mr. Broadbent has effected some remarkable changes . The dignity of the Bureau and its employees has been restored, and programs and policies for accelerated water resource management and devel- opment are under way. " ***A $15 . 5 billion appropriation for energy and water development has been passed by the House. Most of the funds - $10 .8B - are for the Dept of Energy. The total for the BuRec is $1.0B ($51 .9M less than requested) . The Corps of Engineers amount is $2. 7B, up $157.9M from the amount requested. The Appropriations Comm deleted all funds for new construction starts, including $53.6M for the Garrison Diversion Proj in ND and $1 . 5M for a start on the Santa Margarita Proj in CA. The Appropriations Comm noted that the Senate still has not acted on the new starts appropriations bill for last year (HR 3958, which is still pending in the Senate) . The Comm also noted that the Omnibus Public Works Bill (HR 3678,S 1739 ) has not yet passed either house . "Pending enactment of these bills , your committee believes it would not be prudent to include new construction starts , " the Committee said. "The committee fully intends to revisit the issue of new construction starts in September of 1984. That should provide the authorizing committees sufficient time to complete action on authorizing legislation. " All funds requested for safety of dams work was approved, and the amount for loan programs , including small projects, was increased by $4.5M over the requested $67 .5 . Changes from the requested amounts , by states in the NWRArea, are as follows ( Interior only - Corps will be detailed in the next issue ) . AZ-eliminate $9.1M for construction and rehabilitation of Headgate Rock hydro plant ( BIA) ; increase CAP by $14 . 4M; CA-eliminate $1. 5M for Santa Margarita Proj ; ID-eliminate $200, 000 for Palisades powerplant enlargement; NE-eliminate $600, 000 for O ' Neill Unit (Pick-Sloan) ; ND-eliminate $53 . 6M for Garrison Diversion Proj ; SD-add $710, 000 for Belle Fourche Unit (Pick-Sloan) ; WY- eliminate $5M for Buffalo Bill Dam modification. The Senate reported its bill on June 5; funds for Garrison were put in; CAP ' s budget was increased; O ' Neill project out. A comparison of the bills will be presented in more detail in the next issue of NWL. ***Maj Gen ER Heiberg, III (well known to NWRA members ) will succeed Lt Gen JK Bratton as the next chief of engineers of the Army Corps of Engineers. ***Jack F . Ross , a former president of NWRA, has been appointed by President Reagan as the United States Commissioner and presiding officer of the Upper Colorado River Commission. The commission was created in 1949 to implement a compact between AZ, CO, NM, UT and WY. The compact deals with the equitable division and apportionment of the waters of the Colorado Rvr among the upper basin states . ***The Water & Power Subcomm of the House Int & Ins Affairs Comm has approved for full committee action HR 4444, which would authorize an additional $600M for loans under the Small Reclamation Projects Act. This action is expected soon, but problems may develop on the House floor. ***NWRA President George Proctor and his wife, Maureen, have just returned from a three week trip which took them to Israel, Egypt, Jordan and Western Europe. Pres Proctor reports that their travels in the Middle East were a poignant reminder that notwithstanding all of the controversy over oil, water continues to be a prime factor in shaping the destiny of civilization. ***On the back page of this issue of NWL, we are announcing the seminar program that has been arranged for July 30/31 in Jackson, WY.
