Y 2006-0490 Property Enhancements Completed to Mitigate Neighborhood Concerns Aesthetics for Area Compatibility: 1. 2005: 200 Additional Tons of Class 6 Road Base was applied on the access road from CR 17 to the business entrance. This road will be maintained by TIMBERROCK, and the road is now of high quality for both residents and other users. Cost: $1,500.00 2. A 30' x 40' Pole Building with a concrete floor has been erected with proper permits. This building was built to store materials and was strategically placed to act as a buffer for the resident to the West. Cost: $25,000.00 3. A 13' x 36', 3-sided, Pole Structure was erected to store skid loaders/attachments, and various hard goods with the location selected to screen and provide sound buffering. Cost: $4,250.00 4. Material inventory of soil products_originally located in the Northwest corner of the property have been moved to the far Southeast corner next to the dairy to be more compatible. 5. Enhanced Interior and Exterior Screening has been implemented, and a 3-rail vinyl fence has been installed on the North property line. An extensive mixture of both deciduous and Evergreen trees and shrubs have been planted behind this _ fence providing additional visual screening and appeal to the site. Cost: $3,500.00 6. More Trees and Shrubs have been added throughout 2005 to the site with decorative rock and mulches to prevent weed growth and to add an upscale look to the business. The plantings provide additional screening and serve to buffer sound and dust. The natural character of the area has also been preserved. Cost: $15,000.00 7. A New Landscape Plan has been created to address the appearance of the site which now includes a sophisticated, engraved stone at the business entrance. 8. A Professional Retaining Wall has been installed just south of the customer parking area to aid in erosion control, and it also improves the overall appearance of the site. Cost: $4,500.00 9. Another Retaining Wall and French Drain System has been installed just south of the Pole Building to ease the flow of drainage on the site preventing any possible drainage concerns. This professionally installed wall also adds visual appeal. 10. A Solid White Metal Fence has been installed to provide screening for trailers and other vehicles from adjacent properties. Cost: $800.00 11. Additional Solid White Metal Fencing has been installed on both exterior and interior potions of the site to screen products from the view of other properties, and to offer additional sound buffering and dust mitigation. Cost: $2,000.00 12. Boulders have been rearranged in rows for a more pleasing design which achieves a better overall appearance of the site. 13. Additional Landscaping was added to many areas of the site including a New Water Feature with 3 waterfalls and two KOI ponds. This additional landscaping increases sound and dust buffering and adds to the visual appeal of the site. Cost: $25,000.00 14. A White Vinyl Pergola with a 8' x 8' Sand Box has been installed in the display area to provide shade for customer children and it adds to the overall appearance of the site. Cost: $1,000.00 r _ 2 Air Quality: 1. Dust Suppression Chemicals (magnesium chloride) has been applied on the _ access road between CR 17 and the business entrance, as well as, the interior circulation areas of the site to control fugitive dust. Cost: $1,200.00 per app. 2. Parking Areas have been surfaced with gravel in addition to the already approx. 90% of the entire site to continue in managing fugitive dust. Cost: $6,000.00 3. 500 tons of Recycled Concrete has been spread on bare surfaces of the site to cover dirt areas. Cost: $4,000.00 Health and Safety 1. A 10' x 10' Public Restroom is now completed and is located inside the 30' x 40' Pole Building. This restroom insures that adequate hand-washing and toilet facilities are provided for employees and patrons. Cost: $4,000.00 2. A Septic System designed by a Colorado licensed engineer with a septic permit has been installed and approved by Weld County. Cost: $4,000.00 3. A Culvert was installed on the access road at its low point to aid in drainage from the site. Cost: $5,000.00 4. Professional Weed Control on the site is maintained throughout the season. Cost: $400.00 per app. 5. Removal of Overhead Power Lines and the addition of buried lines have been _ completed for safety for everyone who visits the site. Cost: $3,000.00 6. 3,000 SQ. Ft. of Sod has been installed just N. of the Pole Building to add visual appeal to the site, and to mitigate fugitive dust concerns. The town manager expects all issues to be resolved with 30-60 days. The entire property is being marketed as Prime Commercial and is being annexed to the town of Windsor (see photos and documents). This information was newly discovered following the denial of the USR 1430 for TimberRock on October 1, 2003. Five of the 150+ acres, known as SouthGate III, joins TimberRock on the Southern property line, and is now listed as Commercial according to the Weld County Assessor ,. Property Profile. The 5 acres was previously classified as Agriculture Zoning at the Board of County Commissioners Hearing on Oct. 1, 2003. (See attached sheet/yellow highlight for verification). This information was not available prior to the above mentioned hearing date. Cozy Cow Dairy Operation and Retail Store The residents who owned the adjacent dairy at the time of the previous County Commissioner hearing, Mr. and Mrs. Cobb, were in opposition to the USR. They have since sold the dairy to Cozy Cow Dairy LLC., (Mr. Hardesty), who does not oppose the USR. The new dairy owner has also made substantial improvements to his property, and has brought in additional equipment (example: Front end wheel loader, and bobcat), which are quite similar to the applicant's equipment. The USR property is very compatible with the dairy. The dairy has an entrance on the same .. �' road that TimberRock has an entrance that is used for dairy visitors and patrons.
