Michelle,
I would like to include the two existing signs on the building @ 12610 WCR 25
Y and have them be part of USR 1542. There are 2 signs, one on the north side of the
building and one on the west side. While we have very little walk-in customer traffic, the
signs do provide direction for freight deliveries and normal course of business traffic. I
believe the signs are important to keep business traffic directed to our business and not
our neighbors.

ISSUANCE OF THIS PERMIT DOES NOT CONFER A WATER RIGHT
CONDITIONS OF APPROVAL
1) This well shall be used in such a way as to cause no material injury to existing water rights. The issuance of this permit
does not ensure that no injury will occur to another vested water right or preclude another owner of a vested water right from
seeking relief in a civil court action.
2) The construction of this well shall be in compliance with the Water Well Construction Rules 2 CCR 402-2, unless approval
of a variance has been granted by the State Board of Examiners of Water Well Construction and Pump Installation
Contractors in accordance with Rule 18.
3) Approved pursuant to CRS 37-92-602(3)(b)(I)and the policy of the State Engineer dated 4/9/85 for appropriation of ground
water tributary to the South Platte River system.
4) Approved for a change in description of acres and for the use of an existing well constructed under permit no.210958.
5) The use of ground water from this well is limited to drinking and sanitary facilities as described in CRS 37-92-602(1)(c),
for a commercial business. Water from this well shall not be used for lawn or landscape irrigation or for any other purpose
outside the business building structure.
6) Production from this well is limited to the Alluvial aquifer.
7) The pumping rate of this well shall not exceed 15 GPM.
8) The annual amount of ground water to be diverted by this well shall not exceed 1/3 acre-foot(108,600 gallons).
9) Approved as the only well on a tract of land of 3.12 acre(s)described as Lot A of County Recorded Exemption no.
1211-31-1 RE4133,Weld County, reference attached exhibit"A".
10) The return flow from the use of this well must be through an individual waste water disposal system of the
non-evaporative type where the water is retumed to the same stream system in which the well is located. The maximum
consumptive use of ground water shall not exceed 10 percent.
11) A totalizing flow meter must be installed on this well and maintained in good working order. Permanent records of all
diversions must be maintained by the well owner(recorded at least annually)and submitted to the Division Engineer upon
request.
12) This well shall be constructed not more than 200 feet from the location specified on this pe i.

Dear Michelle and Jacqueline:
This letter confirms the message I left with Jacqueline on March 21 regarding an
application for a use by special review(USR-1542)that has been filed with Weld County by
Nabors Oil Tools or Lance and Cheryl Messinger that applies to property in the NE/4 of
Section 31, Township 3 North, Range 66 West ("Property").
This law firm represents Anadarko E&P Company LP and Anadarko Land Corp.with
respect to the application. The Anadarko entities own mineral interests that underlie the
Property.
I understand from my conversation with Lance Messinger on March 21 that the
property included in the application consists of a total of approximately nine acres and that
there is currently a building located on the Property.I understand further that Mr. Messinger
has an existing special use permit for the entire Property;however,Mr. Messinger either has
subdivided or intends to subdivide the Property into two lots of approximately 3.46 acres and
5.4 acres each and that a new special use permit is therefore required.
