RE: EXPRESSION OF SUPPORT FOR HEADWATERS PROTECTION AND
RESTORATION ACT AND AUTHORIZE CHAIR TO SIGN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,Colorado Senator Wayne Allard has sponsored a bill in the United States
Senate entitled, the "Headwaters Protection and Restoration Act" ("the Act"), and
WHEREAS,the Act is in response to a situation similar or worse than the fire season of
2002 in Colorado, created due to drought, beetle infestation, and the build up of hazardous fuels
throughout the state,thereby posing a serious threat to Colorado's forests,homes,and businesses,
and
WHEREAS,because Colorado's Rocky Mountains create the headwaters for four regional
watersheds that eventually supply water to 19 Western States,changes to forested lands caused
by fire can have strong and devastating repercussions on the quality and quantity of water in these
bodies, and
WHEREAS,the Act will provide the following:
• Direction and$227 million in resources to the Secretaries of Agriculture and
Interior so they can expand their work to mitigate and prevent the spread of
Bark Beetles,
• More input and control at the local level to address emergency situations,
• Incentives to encourage the re-establishment of necessary infrastructure that
is critical to the long-term health of Colorado's Forests,
• Opportunities for rural communities to convert public buildings to biomass
fuels,
• Incentives for power companies to convert to woody biomass for energy,
• Encouragement for research focused on forest health, and
WHEREAS,the Board wishes to express its support for the Act, as introduced.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Board hereby expresses its support for the"Headwaters Protection and
Restoration Act."
