Trails located within the Master Planned Community followed the trails master plan and were conceived to provide the greatest amount of connectivity possible between the neighborhoods and villages. Community Access and Circulation: HWY 257 will be upgraded to a 120-foot ROW per the CDOT"S recommendations. Access to Tacincala will be made opposite the Ventana community entrance to accommodate the %2 mile access spacing. Two accesses will be created off of Weld County Road 15 which will be upgraded to a 120-foot ROW. The first will be internal to the project at roughly the 1/2 mile point between County Road 70 and 72. The second will be at County Road 70. Please accept our apology for this late comment. However, the School District was not provided that revised information until calling last week following publication of the notice in the newspaper. The information provided below summarizes the effects of these changes as well as unresolved issues that the District believes should be addressed prior to any approvals by the Town. The original submittal would have allowed more than 2,100 single family detached homes and generated over 1,700 students in grades Kindergarten through 12. This revision allows mixed residential uses, including multifamily units. Further, combined housing unit potential has been reduced to approximately 1,930 units and the higher density results in a reduction of student potential to about 1,450 students. In addition, school land dedication requirements have declined from approximately 50 acres to 38 acres. Reduced implications notwithstanding, the District has not been contacted by the applicant to address or finalize school site dedication issues, either with the initial application or with this revision. District review of the two proposed elementary school sites indicate that both sites are substandard in size and do not meet the District's site selection criteria. Re-4 staff attempted to contact the applicant shortly after meeting with Town staff to determine necessary next steps. However, because of the referral comment deadline, this communication has not yet occurred. Based upon the above information, it is requested that either: 1) the application be continued until school site issues are satisfactorily resolved; or 2) that any approval be made contingent upon satisfactory resolution. The property was targeted as a prime location for Single Family Residential and Residential Mixed Use development by the Land Use Map of July 2003. To correspond with the Land Use Map, this submittal requests a zoning of Single Family 1 with a minimum lot size of 6000 square feet and zoning of Residential Mixed Use with a minimum lot size of 4000 square feet. Lot sizes for SF1 at final plat may range from 6000 to 137,498 square feet. Annexation: Tacincala submittal also requests the annexation and is contiguous with the Town of Windsor at the south western boundary for 1084 feet and along Hwy 257 for 5368 feet versus the total perimeter of 27013 feet (greater than 1/6 of the total required). Trails located within the Master Planned Community followed the trails master plan and were conceived to provide the greatest amount of connectivity possible between the neighborhoods and villages. Community Access and Circulation: HWY 257 will be upgraded to a 120-foot ROW per the CDOT"S recommendations. Access to Tacincala will be made opposite the Ventana community entrance to accommodate the %2 mile access spacing. Two accesses will be created off of Weld County Road 15 which will be upgraded to a 120-foot ROW. The first will be internal to the project at roughly the 1/2 mile point between County Road 70 and 72. The second will be at County Road 70. Both County Road 70 and 72 will be upgraded to 120-foot ROW respectively. Additionally, the proposed 120-foot ROW for County Road 70 will be taken completely on through Parcel 3 north of the Zada Ann Steidl Parcel. This was done to minimize conflict with our neighbor and buffer her property from ours. Please accept our apology for this late comment. However, the School District was not provided that revised information until calling last week following publication of the notice in the newspaper. The information provided below summarizes the effects of these changes as well as unresolved issues that the District believes should be addressed prior to any approvals by the Town. The original submittal would have allowed more than 2,100 single family detached homes and generated over 1,700 students in grades Kindergarten through 12. This revision allows mixed residential uses, including multifamily units. Further, combined housing unit potential has been reduced to approximately 1,930 units and the higher density results in a reduction of student potential to about 1,450 students. In addition, school land dedication requirements have declined from approximately 50 acres to 38 acres. Reduced implications notwithstanding, the District has not been contacted by the applicant to address or finalize school site dedication issues, either with the initial application or with this revision. District review of the two proposed elementary school sites indicate that both sites are substandard in size and do not meet the District's site selection criteria. Re-4 staff attempted to contact the applicant shortly after meeting with Town staff to determine necessary next steps. However, because of the referral comment deadline, this communication has not yet occurred. Based upon the above information, it is requested that either: 1) the application be continued until school site issues are satisfactorily resolved; or 2) that any approval be made contingent upon satisfactory resolution.
