The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, November 22, 2006, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tern
Commissioner William H. Jerke
Commissioner Robert D. Masden
Commissioner Glenn Vaad - EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Jenny Luna
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of November 20, 2006, as printed. Commissioner Masden seconded the motion, and it carried
unanimously.
WARRANTS:Jenny Luna,Acting Clerk to the Board, presented the warrants for approval by the Board in
the amount of $85,904.52. Commissioner Masden moved to approve the warrants as presented by
Ms. Luna. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER COLORADO WORKS PURCHASE OF SERVICES AGREEMENT FOR THE MARRIAGE
EDUCATION PROJECT ANDAUTHORIZE CHAIR TO SIGN-COMMUNITY MEDIATION PROJECT, INC.:
Judy Griego, Director of Social Services, stated the term of the agreement is October 1, 2006, through
December 31,2006,and Community Mediation Project, Inc.,will participate in a pilot project in conjunction
with the Department of Social Services, Family Educational Network of Weld County, and United Way of
Weld County. She stated the reimbursement amount will not exceed $33,260.00. In response to
Commissioner Jerke, Ms. Griego stated Community Mediation Project, Inc. is a faith-based group which
won the bid to provide the marriage education portion of the project, and the CEO is Craig Conrad,who is
a minister in Weld County. Further responding to CommissionerJerke, Ms.Griego stated Mr.Conrad has
participated in several federal grants within the Denver area,and he has a substantial history with marriage
education. Commissioner Jerke requested Ms. Griego provide additional background and review of the
company, as well as extended talk about the pilot project, at a future work session. Commissioner Long

moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Masden,
the motion carried unanimously.
CONSIDER COLORADO WORKS PURCHASE OF SERVICES AGREEMENT FOR THE MARRIAGE
EDUCATION PROJECT AND AUTHORIZE CHAIR TO SIGN - UNITED WAY OF WELD COUNTY:
Ms. Griego stated the term of the agreement is October 1, 2006,through December 31,2006. She stated
United Way of Weld County will participate in a pilot project,and will be responsible for the recruitment and
marketing of the project,and will be reimbursed an amount not to exceed$48,316.00. Commissioner Long
moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Masden,
the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
