Please develop your proposal and budget request with this information in mind. Part I - Community Data This section is to be completed in the provided Microsoft Excel spreadsheet. Part II - Project Proposal A. Problem Statement Please describe your city's/county's problem with DUI. Please touch on the following areas: 1. What is known about the problems your city/county faces with DUls, including what is unique compared to other communities? Weld County is a largely agricultural county that is rapidly transforming due to population growth and changing demographics. Weld County's minority population is now almost 40% with many of these individuals being migrant workers coming to the county for employment. Weld County is also the home of the University of Northern Colorado located in the county seat of Greeley. Each of these factors effect the number of impaired drivers in the county. In many agricultural communities, alcohol usage and excessive usage is a culturally accepted pad of all community gatherings including town fairs, rodeos and other events. Underage drinking is tolerated and sometimes encouraged. Additionally, many of the participants of these events drive after drinking to return to their residences due to a lack of public transportation and no social norms discouraging this behavior. The migrant workers coming into Weld County is comprised of young males with only the knowledge of the social expectations from their native countries. In many of these countries, excessive alcohol consumption and driving while intoxicated is either accepted or at least not strongly discouraged. The third area of concern involves young adults leaving their parents supervision and residence for the first time. University students, however too young to legally consume alcohol do. These young adults are inexperienced drinkers and tend to binge drink. Some drive after this behavior. Finally, there are numerous drivers within Weld County that are habitual traffic offenders due to alcohol restraints. We are currently looking at this issue to determine how wide spread the problem is and have started targeting these drivers to get them off the roadways. 2. What do you perceive to be changes in DUI activity over time (for example, changes in frequency, population groups, time of day or year, etc.)? Drunk driving has been a major problem in Weld County for many years. It wasn't until 2000 that a dedicated traffic unit was established and the detection and prosecution of impaired driving moved to the forefront of Sheriff Office activities. In 2005 an alcohol task force was established which is analyzing the DUI issue, gathering statistical data and is developing strategies to combat the problem. Drunk and impaired drivers continue to be a problem in Weld County. We have noted that they travel less frequently on state highways and travel more on county roadways. Additionally, it appears that in some population groups, individuals do not drive while intoxicated during high enforcement (holiday weekends) but continue to drive while impaired on off weekends and during the week. 3. What do you think may be causing some of the problem and/or perceived changes? The problem with impaired driving has not changed over the past several years within Weld County other than we are now addressing it as a problem. We are placing more officers on our roadways and are developing new and innovative ways to discourage, detect and prosecute drunk drivers. These plans will be further discussed in the Project Goals section below. B. Project Goals Please state what you hope to achieve in the coming program year. These are only estimate targets, but should reflect what you hope to achieve with the addition of LEAF funding. 4. During 2007 funding year, DUI Arrests will be increased by (number) 50 for a total of 350 DUI Arrests. 5. During the 2007 funding year, Alcohol/Drug Related Crashes will decrease by (number) 30 for a total of 130 Alcohol Related Arrests 6. During the 2007 funding year, Alcohol/Drug Related Fatalities will decrease by (number) 2 for a total of 10 Alcohol Related Fatal Crashes. C. Program Plan — Checkpoint and/or Saturation Patrol Strategy Checkpoint Strategy Do you plan to use LEAF funds for Checkpoints? If "yes" please complete the following section, if "no" please continue to the next section. 3 YES 7. Please describe your general strategy for implementing checkpoints. In this section, please discuss: • How you will organize check point activity around the required events (St. Patrick's Day, Memorial Day weekend, July 4th, Checkpoint Colorado, National Crackdown, Halloween Enforcement, Office Party Weekend, and New Year's Eve). Please identify particular holidays you will emphasize and your strategy for the location of checkpoints. We will be participating in all holiday check point activities recognized by CDOT. We will be conducting checkpoints during each of these as well as checkpoints at times other than these. The location of check points will be determined using the GIS mapping system developed by Weld County Public Works Department which identifies high accident locations and high arrest locations for impaired drivers. • Please describe the degree and manner in which you will use LEAF funds for non-required checkpoint activity, including locations and times. The Weld County Sheriff's Office uses its checkpoint and LEAF funding throughout the year to pay Sheriff's Deputies and local law enforcement officers to conduct check points and saturation patrols as a joint interagency venture. Funds from the first check point grant obtained from CDOT purchased a trailer which is use to store and transport traffic control devices for check points. This has increased the effectiveness and efficiency of the Sheriff's Office in setting up and tearing down check points. The use of mini-check points (operated by 4 to 6 officers) with other officers saturating the surrounding roadways has been very effective. • How many total days will DUI checkpoints will be conducted in your City/County in 2007? 20 • On average, how many actual checkpoints will be set-up on any given day? _Up to 3 Saturation Patrol Strategy Do you plan to use LEAF funds for Saturation Patrols? If "yes" please complete the following section, if "no" please continue to the next section. 8. Please describe your general strategy for implementing Saturation Patrols. In this section, please discuss: • How you will organize Saturation Patrols around peak seasonal event (St. Patrick's Day, Memorial Day weekend, July 4th, Checkpoint Colorado, National Crackdown, Halloween Enforcement, Office Party Weekend, and 4 New Year's Eve). Please note particular holidays/events you will emphasize and your strategy for patrol activities. The Sheriff's Office through the Weld County Alcohol Task Force utilizes saturation patrols in conjunction with checkpoints on most occasions. Having saturation patrols around the checkpoint enables officers to apprehend impaired drivers avoiding the check point if they have probable cause for a traffic stop. We also use saturation patrols if the volume of traffic decreases to a point where it is no longer feasible to conduct the check point. At that point, all of the officers working the check point are asked to participate in saturation patrols within a defined area. • The degree and manner in which you will use LEAF funds for other (non- peak) Saturation Patrol activity, including locations and times. We utilized saturation patrols in conjunction with check points and as an enhancement to check point enforcement. We conducted check points and saturation patrols both during holiday weekends and on off weekends depending on availability of manpower. Special events occurring within the county are also taken into consideration ie: town fairs, rodeos, and other special events and large gatherings where alcohol is being consumed. • How many total days will your City/County conduct saturation patrols in 2007 (provide number)? 20 • On average, how many actual saturation patrols will be conducted on any given day? We conduct saturation patrols within one defined geographical area on any given day. When we decide to conduct a saturation patrol, we define the geographical boundaries and work that area only. Special events occurring within the county are also taken into consideration ie: town fairs, rodeos, and other special events and large gatherings where alcohol is being consumed. Media Activities 9. Weld County specific printed materials describing the issues facing Weld County would be beneficial. Additional dedicated check points or other media events would help and DUI prevention materials translated and printed in Spanish are essential. 11 . In the past year, what CDOT sponsored events have you participated in and how? We have participated in all of the holiday weekends and each media event that coincided with it. We held a dedicated check point in conjunction with CDOT and its media provider at the Fort Lupton Recreation Center. This checkpoint consisted of two check point and a media campaign/conference. The Weld County Sheriff's Office provided a presentation to the State of Colorado Impaired Driving Assessment. The Weld County Sheriff's Office is an active member on the Colorado State Traffic Records Advisory Committee. The Weld County Sheriffs Office has two DRE certified officers with one of those being an instructor. Sheriff John Cooke is an active member on the statewide DUI taskforce representing the County Sheriff's of Colorado Association. The Weld County Sheriff's Office has participated in all training that has been available through COOT. The Weld County Sheriff's Office helped to organized the 2005 "Heat Heros"event and is participating in the 2006 event. Collaboration Efforts 12. Please describe any other related efforts or groups (e.g., other law enforcement, local programs or coalitions, etc.) you intend to collaborate with during the project year and the nature of these collaborative efforts. 6 The Weld County Sheriff's Office is a founding member of the Weld County Alcohol Task Force. This task force is comprised of members from the Weld County District Attorney's Office, the Greeley Police Department, the Colorado State Patrol, the Weld County Chiefs of Police Association and the Weld County Sheriff's Office. The Weld County Sheriff's Office is an active member of the 'Weld County Drive Smart"Coalition which is a community group including government, business, religious, educational entities and private individuals which provide education about driving and safety. Weld County Sheriff's Office is an active member of the Underage Drinking Coalition with is a community group including government, business, religious, educational entities and private individuals which provide education about underage drinking. The Weld County Sheriff's Office is a founding member of the "Every 15 Minutes"program group. This task force is comprised of members from law enforcement agencies in the counties of Adams, Larimer, and Weld which conduct the "Every 15 Minute"program to numerous high schools across the three county area each year. 13. What resources are your agencies willing to commit to this project? The Weld County Sheriff's Office commits vehicles and reserve and volunteer resources to these efforts. The Sheriff's Office administers the funding for all cooperating agencies utilizing the check point grant and has helped organize all of the check points conducted in the county. The Weld County Sheriff's Office is also in the process of entering all of the impaired driving arrests in the county by all law enforcement agencies into the LEAF data base. This data base will provide an accurate picture of the impaired driving problem in Weld County. This information is also being placed in the GIS system to provide enhanced detection and apprehension of impaired drivers and where the problem is developing. The Weld County Sheriff's Office in conjunction with the Weld County Alcohol Task Force is targeting habitual traffic offenders with alcohol restraints to assure that they do not continue to operate motor vehicles. The Weld County Sheriff's Office in conjunction with the Weld County Alcohol Task Force is providing regional training in topics surrounding DUI enforcement such as HGN, SFST, legal updates, etc... The Weld County Sheriff's Office in conjunction with the Weld County Alcohol Task Force is providing training to local alcohol serving establishments about the detection of intoxicated individuals, their liabilities and how to serve responsibly. 7 Compliance with Data Entry 14. A critical requirement of this project is compliance with the entry of data related to required checkpoint events. 15. Attempting to operate two LEAF data bases at the same time on the same computer was a disaster. It caused us to clear both data bases and re- enter both the first and second quarter reports. Mini check points are more effective than full blown check points. Proper and comprehensive planning for location and escape routes are a must and will really enhance the chances for apprehension of impaired drivers. 19. Please describe how you have altered this year's application in relation to the lessons you learned in the last program year. Our computer services department is now up to date on the software. 8 We will be utilizing mini check points exclusively. They are quicker to set up and take down, can be easily moved and create the same impression with the motoring public that we are every where.
