Specifically, it is regarding the proposed installation of rip rap along the south bank of the lakes adjacent to the permit site, as proposed in Terracon's Global Slope Stability Analysis, which was included in that response. Per our meeting of June 22, 2006, we are sending you information regarding the existing embankment in this area and the design of the rip rap protection. As can be seen in the photographs of the area, embankment protection already exists. The proposed additional rip rap is meant to enhance the existing conditions and further stabilize the bank. Therefore, we feel that this is not a substantial change to the original application. At this time, we are requesting a 13-calendar day extension to the June 27, 2006 permit decision date by the DMG, resulting in a new decision date of July 10, 2006. The purpose of the clarification is to provide additional detail of the proposed rip rap placement along the southern edge of the lake embankment and to address concerns outlined by the Colorado Division of Minerals and Geology (DMG) in a meeting held on June 22, 2006. In the previously referenced letter, it was recommended that: "...the St. Vrain River side of the lake embankment will require a face protection consisting of 12" diameter rip rap extending from the toe of the slope to the crest of the slope. Furthermore, the slope should be constructed to a maximum slope inclination of 2-1/2 to 1 (Horizontal: Vertical) in order to provide a stable configuration for rip rap placement and overall global stability... Furthermore, flattening of the existing slope to a maximum inclination of about 2-1/2 to 1 will be required. It is our recommendation that a non-woven geotextile filter fabric with sufficient weight/strength to withstand rip rap placement be installed behind the rip rap erosion protection to provide confinement of the underlying soils and prevent loss of fine materials migrating through the rip rap during precipitation/runoff events." Based on comments from the DMG at the June 22, 2006 meeting, we understand that there are the following concerns concerning the rip rap placement along southern lake embankment edge and the global stability analyses: Delivering Success for Clients and Employees Since 1965 More Than 80 Offices Nationwide Clarification of Recommendations for Lake Embankment Slope Protection Terracon Bayshore Development —Weld County, Colorado Terracon Project No. 25045300 i. The rip rap slope protection is a significant change from the previously submitted grading plans and present site configuration. H. The adequacy of the rip rap protection to resist undercutting along the St. Vrain River channel. Additionally, cross sections of typical sections of the rip rap placement and plan view of the extents of rip rap placement are requested. Hi. Impacts to the St. Vrain River and downstream parties due to placement of the rip rap. iv. The width of the embankment used in the global stability analyses. Based on these comments, we submit the following clarifications/responses: i. The grading of the lake embankment to the proposed 2-1/2:1 slope is not considered to be a major change to the extent of the overall grading plan, only a modification of the slope inclination. The result of the slope inclination modification is that the lake embankment crest of the slope will extend closer to the proposed lake body (north) and is considered necessary for the overall global stability of the lake embankment and slurry wall. Based on field documentation of the existing lake edge conditions, a majority of the southern lake edge consists of recycled concrete armoring varying in size from minus 6-inches to greater than 4 feet in diameter (see attached photos taken on June 23, 2006) with the thickness observed to be on the order of 3 to 5 feet in thickness. It should be noted that, in the locations where the proposed lake embankment encroaches adjacent to the St. Vrain River channel edge, it appears that the existing concrete armoring extends fully to the bottom of the river channel. Addition of the geotextile fabric and rip rap protection above/behind the existing concrete armoring is not considered to be a negative modification of the existing condition along the southern edge of the lake embankment. Furthermore, it would be considered a formalization/improvement of existing erosion/scour protection along a majority of the embankment. H. Generally, five areas along the proposed lake embankment are directly adjacent or will coincide with the St. Vrain river channel. All other areas of the lake embankment along the southern edge do not encroach within reasonable distance from the existing river channel and are located within the existing subjected floodplain. The five areas which are directly adjacent or will coincide with the St. Vrain river channel are located at approximately Station 4+50 to 12+00, Station 19+50 to 24+50 (spillway location), Station 40+50 to 43+50, 2 Clarification of Recommendations for Lake Embankment Slope Protection Terracon Bayshore Development —Weld County, Colorado Terracon Project No. 25045300 Station 51+50 to 55+00, and Station 63+00 to 65+50 (spillway location). These areas are the only locations where the lake embankment will be subjected to water flows by the St. Vrain River during normal flow conditions. As previously outlined, these areas have previously been heavily armored with recycled concrete materials which extend to the bottom of the existing river channel. In these areas, the existing slope configuration is generally about 1-1/2 :1 to 2:1 and the Waters of the US delineation is generally located within or directly adjacent to the existing armoring. It is the goal of the proposed construction to not disturb the existing armoring within the river channel or encroach the Waters of the US boundary. The proposed rip rap improvement would be keyed behind the existing armoring which extends to the river channel at the toe, and extend from that point at a 2-1/2:1 slope to the crest of the lake embankment. Based on our observations of the existing concrete materials in these locations, it is our opinion that these materials will be sufficient to resist undercutting of the embankment edge. Along the remainder of the southern lake embankment which is not located directly adjacent to the St. Vrain River, the proposed rip rap shall be embedded a minimum of about 2 to 3 feet at the toe of slope to provide for undercutting protection and extend to the crest of the slope at an inclination of 2-1/2:1 as outlined in our previous letter. Attached to this letter are cross sections of the proposed typical details/sections of the slope protection measures and a plan view showing the extents of the proposed rip rap protection along the southern lake embankment. iii. As previously outlined, during normal flow conditions, the newly placed rip rap materials will not be in contact with waters flowing within the St Vrain River. As such, no impacts to the St. Vrain River and associated downstream parties are anticipated. In fact, rip rap should reduce scour and surface erosion from runoff which could cause transport of sedimentation downstream. iv. Generally, with all other factors being equivalent, the stability of an embankment decreases with increasing height or increasing water head differential across the embankment. As such, the width of the embankment used for the stability analyses simulating the highest (worst case) embankment heights and head differentials were used. Based on the proposed grading plans, a minimum embankment width of ten (10) times the height of the spillway crest in relation to the river channel base will be maintained (i.e., a ten foot elevation differential will be a minimum of 100 feet in width). As noted, in the previous letter, the Factor of Safety (FS) for the worst case conditions meets or exceeds the required FS of 1.2 for rapid drawdown and 1.5 for static conditions, respectively.
