Brief Description of Proposed Project two words or less): The East Greeley Area Comprehensive Plan will provide an in depth study of regional characteristics in an area where multiple government agencies and jurisdictions come together to provide a shared vision and policy framework for joint land use management. The Study will examine citizen perceptions, demographic characteristics, and infrastructure, which will establish a foundation for a development framework for the area. The final product will resolve infrastructure, procedural and policy concerns in the East Greeley Area. Additionally, the study will produce a "Tool Kit" including technical, organizational, and procedural elements of the study that would be transferable to other jurisdictions performing similar studies. Colorado Heritage Planning Grant Program-2006 B. DEMOGRAPHIC INFORMATION (Provide for all participating local governments) Population 1. What was the 2004 population of each of the applicant jurisdictions? The population of Greeley was 85,887 in 2004. The population of Weld County was 217,781 in 2004. 2. What are the current estimated populations for each of the applicant jurisdictions? What is the source of the estimate? What is the growth rate for the past 5 years? The 2006 population estimate for the City of Greeley is 89,938 (City of Greeley Planning Department). The 2006 population estimate for Weld County is 234,857 (Department of Local Affairs demography). The population growth rate of Greeley over the last five years was 14.4%. The population growth rate of Weld County over the last five years was 14.5%. 3. What are the population projections for the applicant jurisdictions in 5 years? What is the source of the projections? NOTE: The Demography Section of the Department of Local Affairs prepares population projections for all counties in Colorado. Municipal and special district population projections will need to be prepared using the best available local data. The 2010 population estimate for the City of Greeley is 101,497 (City of Greeley Planning Department estimates). RELATIONSHIP TO GROWTH IMPACTS. The statutory purpose of the Colorado Heritage Planning Grant program is to provide financial assistance to local governments "in anticipating and addressing the unique public impacts caused by growth." This section of the application provides an opportunity for the applicant to describe jurisdictional and regional growth impacts, and the relationship of the application to those impacts. Please refer to the project selection criteria on pages 4-6 of the program guidelines. 1. Briefly describe the range and extent of negative growth impacts and the extent to which the proposed project addresses those impacts. A wide range of uses in the East Greeley area have led to a disjointed combination of industrial, commercial, residential and special districts which, if continued as a pattern of development will exacerbate land use conflicts in the future. While there has been a certain level of planning in the area, there is not a comprehensive plan to effectively guide land uses and infrastructure development that would add to the complementary growth of this community. Negative impacts include: • Competing Development Requirements The area has fragmented and competitive development infrastructure needs which will require cooperative planning between all stakeholders in order to achieve scale appropriate problem solving. For example, the transportation infrastructure includes US hwy 34, US hwy 34, Colo hwy 263, Union Pacific Railroad, and Greeley/Weld Airport impacting major portions of the study area, and frequently conflicting with the human service system such as schools, parks, open space and recreation. Other area infrastructure such as stonnwater drainage, irrigation ditches, floodplain control, extensive oil and gas development utilities and a cemetery similarly impact residential and human service systems. For example, an elementary school is located in an isolated area with no pedestrian or bicycle access and is impacted by airport noise. Impacts such as these represent a lack of coordinated development and policy making the transition from rural to urban uses more difficult. • Ecological harm An important balance of planning must occur with the extraction of natural resources and other industrial operations in conjunction to natural area development. The Cache la Poudre and South Platte Rivers have considerable influence on the area in terms of wildlife populations and also floodway and floodplain corridors. Industrial uses along the rivers include oil, gas and gravel extraction, salvage junk yards, wastewater management and airport operations. The study will help guide development criteria that promote conservation of the environment with support from the Colorado Division of Wildlife while supporting economic and social development. • Disjointed development Development of the area is disjointed and demonstrates a need for further cooperative planning. Guidelines for development in the area will he reviewed Colorado Heritage Planning Grant Program-2006 and updated with this study to support "smart growth"principles of scale appropriate problem solving which balance economic objectives, social goals and environmental resources in a way that works for both present and future generations. For example, there are several old mobile home parks, low and moderate income housing projects and a Boys and Girls Club that are adjacent to industrial development. In addition, there are many ranchettes struggling to maintain an identity in the area that is urbanizing around them with several major gravel pits being developed and over 80 oil and gas wells with service companies interspersed throughout the entire area. This study will identify the different types of zoning and development in the area and will facilitate dialogue between residents, developers and government agencies to establish cooperative growth and planning. 2. Why is a regional, multi-jurisdictional response to growth impacts required? Growth issues have natural boundaries that are not aligned with existing political boundaries. A multi jurisdictional response will encourage cooperative planning for the study area, which includes land within the municipal boundaries of the City of Greeley and unincorporated Weld County. Many agencies have expressed interest in the area and have identified a need for joint planning for future development possibilities. The study area encompasses 8.8 square miles of land and 3,183 structures, which will require significant involvement and cooperation between the municipalities, agencies and organizations involved or potentially affected. 3. List and briefly describe the objective(s) of the proposal. Objectives: 1. Inventory infrastructure within the study area • The study will examine location and condition of infrastructure to assist in future allocation of resources. 2. Analyze land use impacts (Zoned vs. Actual use) • An analysis of land use is required to make viable zoning decisions that meet the needs of area development. 3. Create and Strengthen Public Partnerships • Public meetings will engage landowners, land developers, mineral interests, special districts, and other private and public landowners to craft and articulate a vision for the area to strengthen partnerships for positive growth. 4. Intergovernmental agreement between Weld County and the City of Greeley • Coordination between governments is paramount in the development of this diverse area. An intergovernmental agreement will support a higher level of data circulation and analysis as well as implementation of a Comprehensive Plan. 5. Creation of a Comprehensive Plan for the East Greeley study area • A Comprehensive Plan will facilitate the implementation of effective development plans and create universal objectives for the study area. Colorado Heritage Planning Grant Program- 2006 6. Provide a Study Tool Kit • The study will produce a Tool Kit that will serve as a guide to other governments who would like to perform a study of this magnitude within their own jurisdictions. 4. To what extent is the project innovative in goals and/or approach? Cooperation between the City of Greeley and Weld County is important to creating a positive and lasting effect on the East Greeley area. Relations that are established from the co-sponsorship of this study will help to promote future joint efforts between the City of Greeley and Weld County. In addition, the project will produce a working tool kit for other jurisdictions to implement their own area studies. The techniques and tools employed in this study will be documented and compiled into a format that will be readily accessible and relatively easy to use. This project will be organized by the City of Greeley Planning Department, which has previously carried out four major neighborhood studies in various areas of the city with similar methodological approach. The study will incorporate the use of preexisting data from various sources throughout the network of agencies involved with the study and a compilation of new data. 5. To what extent will the project have demonstration value (i.e., yield results that could be replicated in or provide useful information to other jurisdictions or regions)? One outcome of the study will be a transferable research template that will be part of a tool kit for conducting an area study that identifies infrastructure, demographic and policy information. The study techniques employed will be functional to most jurisdictions working with varying budget constraints, technological ability and staff allocation. The study will document these tools and techniques in a form that other municipalities may emulate for collection and analysis of multiple types of data. The Study will also demonstrate the ability of a multi-jurisdictional effort to influence smart growth in the area. There are many agencies involved in the area that would benefit from a coordinated endeavor to promote positive growth. Such agencies include the Poudre River Trail Corridor Inc., which is planning a major extension of the trail from Island Grove Park along the Cache la Poudre River to the confluence with the South Platte River. An extension will also run from the confluence, along the South Platte River to the City of Evans. The extension projects will link east Greeley to the Poudre River Trail which currently runs to the City of Windsor. A major agency that generates critical impacts in the area is the Greeley/Weld County Airport Authority, which operates the Greeley/Weld Airport north of the Colorado Heritage Planning Grant Program - 2006 Cache la Poudre River. The Study will identify goals and include noise and flight pattern analysis from the Airport Master Plan and how they interact with other proposed land uses in the area. The Greeley/Weld Airport is one of the largest airfields and the third busiest general aviation and agriculture airport in Northern Colorado. Adjoining the airport is a National Guard facility, which mainly specializes in national intelligence operations. This facility aids in national security issues and is an identifying feature in the East Greeley area. Weld School District 6 will also benefit from the information yielded by the study. As the City begins to develop further east, the school district will use the study's demographic and infrastructure information to plan school attendance areas and placement of new schools. It is evident that this study will be of use to many jurisdictions with significant investment in the area especially as they plan a course of development that will serve the interests of the community. A working model of the study will also be beneficial to other municipalities that wish to carry out an efficient study with effective results for change. 6. To what extent does the project involve multiple private and public partners in identifying and addressing impacts? Please provide letters that demonstrate community support from applicable local civic groups and associations. The City of Greeley Planning Department will organize the study with in-kind support from the City of Greeley, Weld County, Weld School District No. 6 and the Greeley/Weld County Airport Authority and from others. In-kind support will be given in the forms of data sharing and staff support. As the study process commences, the level of involvement from each contributing entity will be clearer. However, there are committed levels of support shown in the proposed budget from Section C of this application. The study will attempt to incorporate previous studies and plans that have been conducted by all agencies involved. 7. To what extent will the proposed project support locally/regionally adopted plans governing land use, development, growth management, and comprehensive planning? Proposed growth and development plans that result from the study will conform to development standards outlined by comprehensive plans by the City of Greeley and Weld County. A stated goal of the City of Greeley Comprehensive Plan is "Develop growth strategies which address stewardship of natural resources, balanced land use, economic sustainability, area identity, quality of life and public and private resources necessary to effectively respond to development". Similarly, Weld County acknowledges, "growth and development in the county is occurring and is expected to continue in the foreseeable future, so it is important for the county to update and revise the Comprehensive Plan and other land use policies to assure alignment with these projections". Colorado Heritage Planning Grant Program - 2006 E. PROJECT PLANNING AND MANAGEMENT 8. To what extent have applicants explored all other funding sources for which this proposed project may be eligible, and made efforts to receive funding from such sources? No other funding has been pursued at this point of the study. In this phase, policy is of particular interest to generating smart growth in the area. Development and cultivation of area specific guidelines will be a challenge for the East Greeley area. Since all jurisdictions agree on the importance and need for the study, the ability to go foreword on a reduced scale, scope and longer timeline will be explored. If the study discovers a critical need for infrastructure improvements, they will be addressed accordingly. 9. If the proposed project is funded, what on-going operational obligations will be incurred? What is the applicants' plan for addressing these additional costs? The study will not incur ongoing costs itself but may call for capital improvements that would incur long-range operational obligations. The study will provide a plan for determining capital improvement needs and direction for new development. Funding for proposed projects will require support from respective jurisdictions to maintain additional infrastructure or community programs. 10. What is the relationship of the proposed project to identified community goals and/or documented public health and safety issues? The project will address issues concerning public health and safety in the area. Several health and safety considerations in the area include floodways, highways, airport security, and industrial sites. The study will identify areas of influence and give recommendations for increased safety measures. 11. What is the likelihood and urgency of timely implementation and completion of the proposed project? What is the proposed starting date? Completion date? All agencies involved would benefit from a timely completion of the study in order to implement a comprehensive area plan. Field studies may require clear weather for accurate observations, which makes the spring and summer an ideal time to start fieldwork. Based on previous studies, the East Greeley study is projected to take a year from beginning (January 1, 2007) to end (January 1, 2008). To this end,the Colorado Division of Wildlife supports the grant application being submtled toy the City lot Greeley and Weld County to the Colorado Department of Local affairs fcr up to S50.000. These funds would be used for a multi-jurisdictional land use plan and analysis of the area between the Cache la Poudre and South Platte rivers east of US Highway 85 to the confluence of the rivers. Low elevation cottonwood-willow riparian 'labile'.found along these rivers, and the associated wetlands and irrigation ditches located in this area is among the most important wildlife habitat occurring in our state. Riparian bottomlands he t diverse wildlife populations, including threatened and endangered species and species of concern,These sites also offer high quality racretatinnal opportunity and scenic vistas. Development along riparian corridors which does not take these values into consideration may ixxretpromise habitat quality, species use, and recreational potential both on-site and downstream. Wildlife end wildlife recreation contributes approxirrately 3.2 billion dollars annually to Colorado's economy, so it is crucial to maintain healthy and viable wildlife populations for future generations. Through proper planning,much may be done to provide adequate setbacks, maintain critical widlife movement corridors and provide connectivity between key wildlife habitat. these actions will help preserve the rich wildlife legacy we currently enjoy. Their experience along these rivers and their knowledge of wildlife, recreation and natural resources will he invaluable in developing a shared vision for this area's future.
