HomeMy WebLinkAbout20061761.tiff Minutes _ WELD COUNTY COUNCIL May 15, 2006 Tape 5A2006 & 5B2006 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, May 15, 2006, 6:30 p.m., at Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Gene Stille. Vice President Tom Pettit, Councilwoman Ginny Buczek, Councilman Dwaine Kurtz, and Councilman Chip Marks were present constituting a quorum of the members. Also present: Weld County Public Works Director/County Engineer Frank Hempen, Weld County Public Works Engineering Division Manager Perry Eisenach, and Bev Thomas, council secretary. REVIEW PROGRAM: Weld County Public Works (WCPW) Director/County Engineer Frank Hempen stated Weld County maintains approximately 700 miles of paved roads, 2500 miles of gravel roads, 323 major (20 feet or longer) bridges, and 222 minor bridges. He reported the status of the county's strategic roadways. In addition to capital projects he said the Public Works Department focuses on fixing inadequate curves and offset intersections on the strategic roadways. WCPW, in conjunction with the county's planning process, reserves the right to buy property projected to be in the county's strategic roadway corridors. Besides tax revenue, funding for county's road improvements comes from the Colorado Department of Transportation (CDOT,) agreements with municipalities, improvement agreements with private developers, and energy impact grants. Mr. Hempen itemized specific capital improvements planned in 2006 through 2008 including strategic roadways, local gravel roadway paving projects, four major bridge replacements, and seven minor bridge replacements. Current and future roadway corridor studies include the Two Rivers Parkway Study and offset intersections that require coordination with Adams County, Thornton, Northglenn, Brighton, and Larimer County. WCPW now issues Floodplain Hazard Permits, and is in the process of adopting a modified Urban Drainage and Flood Control District Storm Water Drainage Manual. Weld County collects stormwater impact fees in its developing urban areas. Paved roadway maintenance is an ongoing project and includes asphalt overlays for its 700 miles plus 500,000 square yards of parking lots, as well as slurry seals/crack filling, and hot-in-place asphalt recycling. These roads are well maintained because of a consistent county policy to spend the money needed to maintain its roads. The county's 2500 miles of gravel roadway are maintained in a variety of ways. Treatment of fugitive dust roads has increased from 31 treated roads in 2001 to 65 treated roads in 2005. 260 miles annually are maintained by two roving maintenance teams. The county is reinstituting a chip seal program on approximately eight miles of county road. The county has defined specific gravel maintenance standards for its grader operators so there are uniform results in the grader districts. WCPW has traditionally outsourced its trucking operations, but due to increased rates demanded by the private sector, WCPW is going to do its truck operations in house for a $641,000 total annual savings. APPROVAL OF MINUTES: Councilwoman Ginny Buczek made a motion to approve the April 17, 2006 council minutes. The motion was seconded and carried. OLD BUSINESS: Home Rule Charter Amendment Ballot Request The Council will request a response from the County Commissioners before the council's June19, 2006 meeting regarding the council's April 17, 2006 "Request to Board of County Commissioners of Weld County to Submit to Voters Amendment of Section 13-9(2) of the Weld County Home Rule Charter." NEW BUSINESS: Council's 2007 Budget Request Councilman Dwaine Kurtz made a motion to adopt the council's 2006 budget figures for the council's 2007 budget. Payment of the Bills Vice President Tom Pettit made a motion to pay the bills as listed: Mileage for President Gene Stifle $ 22.54 Mileage for Vice President Tom Pettit $ 8.50 Mileage for Councilwoman Ginny Buczek $ 58.65 Mileage for Councilman Chip Marks $ 35.70 The motion was seconded and carried.
