The subject properties are owned by the City of Greeley. This document fulfills the statutory requirements pursuant to C.R.S. 31-12-108.5 of filing one copy with the Board of County Commissioners governing the area proposed to be annexed. At this time, no further uses are proposed. The City of Greeley intends to establish C-D (Conservation District) zoning on the property. The property must be zoned within 90 days of annexation. The zoning request will be evaluated during that process. It is anticipated that the property will be zoned C-D (Conservation District). COMPREHENSIVE PLAN The property is entirely within the City of Greeley's Long-Range Expected Growth Area (LREGA) and Urban Growth Area(UGA), but outside of the Mid- Range Expected Service Area (MRESA) and Municipal Services Suitability Area (MSSA). A full level of urban services is currently available to Annexation Impact Report 2 Poudre River Ranch North Annexation the site. ANALYSIS The proposed annexation has 45% contiguity with existing municipal limits which exceeds the State of Colorado one-sixth (16.67%) contiguity standard regarding annexations. The annexation will not further extend the municipal boundary of the City of Greeley in any direction. The annexation of this site into the City would be consistent with present growth patterns and Comprehensive Plan policies. There is evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation. Since the site is currently used as open space and as a Poudre River Trail trail head, there should be no impact on School District No. 6 or Windsor School District. The hearing shall be held on September 5, 2006, in the City Council Chambers of the Public Safety Building, 919 7th Street, in the City of Greeley,Colorado,beginning at 6:30 p.m.or as soon thereafter as the matter can be heard by the City Council on that date. Betsy Holder City Clerk CITY OF GREELEY, COLORADO RESOLUTION NO. 2006 A RESOLUTION FINDING SUBSTANTIAL COMPLIANCE WITH STATE ANNEXATION LAWS AND SETTING A HEARING FOR CONSIDERATION OF AN ANNEXATION FOR PROPERTY KNOWN AS THE POUDRE RIVER RANCH NORTH ANNEXATION LOCATED GENERALLY WEST OF 715T AVENUE AND NORTH OF POUDRE RIVER RANCH SUBDIVISION WHEREAS, an annexation petition has been submitted to the City of Greeley for annexation of property generally located west of 71st Avenue and north of Poudre River Ranch Subdivision and described as follows; and SEE ATTACHED LEGAL DESCRIPTION WHEREAS, the City of Greeley staff has found substantial conformance of the annexation petition with C.R.S. § 31-12-101, et seq.; and WHEREAS, C.R.S. § 31-12-108 requires that the City Council establish a date, time, and place to hold a hearing to determine if the proposed annexation complies with C.R.S. §§ 31-12-104 and 31-12-105, or such parts thereof,to establish eligibility for annexation to the City of Greeley; and WHEREAS, the City Clerk shall deliver notice and publish the date, time, and place for said hearing.
